About this file

This is a Performance Work Statement (PWS) for kitchen equipment service at the Child Development Center (CDC) at Fairchild Air Force Base, Washington, effective July 1, 2021. The contractor must provide all equipment and personnel necessary to maintain and repair kitchen equipment listed on the covered equipment list, ensuring all items remain in working order. All work must comply with applicable federal, state, and local laws and regulations, and the contractor must possess all necessary certifications required by the state of Washington.

The contractor must conduct the first annual inspection and preventative maintenance service within 45 days of contract award, then perform annual inspections on all covered items. Repairs identified during annual inspections that exceed 2 labor hours or require parts exceeding $100 per unit are classified as service calls rather than preventative maintenance. Upon notification of equipment failure, the contractor must have a technician contact the 92d Force Support Squadron (FSS) Point of Contact within one hour to assess the problem and attempt telephone resolution. Emergency service calls—those involving risk of injury, death, or property damage—require technician dispatch within 24 hours; non-emergency calls require dispatch within 3 business days. The contractor must complete a pricing schedule establishing flat base rates for emergency and non-emergency service calls plus an hourly labor rate. Service calls costing $2,500 or less are paid directly by 92 FSS via Government Purchase Card, while service calls exceeding $2,500 require the Contracting Officer to issue a modification adding an Additional In-Scope Work CLIN with fair and reasonable pricing. Normal hours of operation are 6:30 AM to 5:30 PM, excluding specified federal holidays, though work outside these hours requires written government approval. The PWS specifies that services provided are not mission essential during crisis situations.
