The contractor must provide 300 paved parking spaces in an access-controlled facility located within a three-block walking radius of the Richard Bolling Federal Building at 601 E 12th St, Kansas City, MO 64106. Parking spaces must measure 8.5' to 9' wide and 16' to 18' long, designated by well-defined painted lines. The facility shall be available Monday through Friday from 5:00 a.m. to 6:00 p.m., excluding all federal holidays. The contractor is responsible for all supervision, labor, administrative support, materials, and equipment necessary to maintain the spaces and respond to service calls within 4 hours.

The contractor must implement security measures including periodic monitoring, access control via attendant or mechanical means (drop arm), and perimeter barriers (fence, bollards, or concrete barriers) within 45 days of award. The contractor assumes full liability for over-parking incidents, defined as more than 300 vehicles present simultaneously, and must indemnify the government from associated costs or claims. Winter weather requirements include snow removal before 6:00 a.m. on operating days and de-icing of adjacent walkways. Critical performance metrics include zero over-capacity instances, denial of access when at 300 vehicles, incident reporting within one hour of discovery, daily log submission weekly, and snow removal completion prior to 6:00 a.m. The contract term is one year (12 months) from the award date.

U.S. Army Corps of Engineers Kansas City District Performance Work Statement

CENWK 300 FY26

March 2026

1.0 Purpose: Acquire contracted parking for U.S. Army Corps of Engineers (USACE), Kansas City

District (NWK) employees that work in the Richard Bolling Federal Building.

2.0 Scope of Work

2.1 General Requirements: The Contractor shall furnish 300 parking spaces in an access-controlled parking facility (single or multiple lots). The parking facility must be paved, with individual parking spaces measuring between 8.5’ to 9’ wide and 16’ to 18’ long, designated by well-defined painted lines. The Contractor shall provide all supervision, labor, administrative support, materials, and equipment necessary to maintain the 300 parking spaces and security features described below. This includes an unscheduled/immediate response (within 4 hours) to service calls.

2.2 Location: Parking facility shall be at one or multiple locations within a three-block

(walking) radius of the Richard Bolling Federal Building located at 601 E 12th St, Kansas City, MO 64106.

2.3 Availability: The Government will issue authorization hang tags to its employees. These tags signify eligibility to use the parking spaces, not a guarantee of a daily spot. Parking for authorized employees will be available on a first-come, first-served basis. The Contractor's responsibility is to provide 300 spaces and limit access to authorized vehicles up to that capacity. The Government is not responsible for managing the number of vehicles entering the lot; that is the sole responsibility of the Contractor. The access-

Yellow boundary represents 3-block radius from Richard Bolling Federal Building controlled parking facility must be available for use from 5:00 a.m. to 6:00 p.m., Monday through Friday, excluding all Federal holidays.

2.4 Security: The Contractor shall periodically monitor the facility to ensure only authorized personnel are using the parking spaces. Access shall be controlled by an attendant or by mechanical means (e.g., a drop arm). The perimeter must be secured from unauthorized vehicular access by a physical barrier such as a fence, bollards, or concrete barriers. If not already in place, these security measures must be installed within 45 days of the contract award.

2.5 Liability for Over-Parking: Contractor assumes full responsibility and liability for all consequences of over-parking, defined as any instance where more than 300 vehicles are present in the contracted spaces. Should over-parking occur due to the Contractor's failure to enforce the 300-vehicle limit, the Contractor shall be considered at fault. The Government shall not be held liable for any fees, fines, penalties, or other costs associated with over-parking. The Contractor agrees to indemnify and hold the Government harmless from any claims or damages arising from such incidents.

2.6 Winter Weather: The Contractor shall clear snow from the parking facility before 6:00 a.m., Monday through Friday, and de-ice all adjacent walkways during winter precipitation events.

3.0 Term of Contract: The term of the contract shall be for one year (12 months) from the date of contract award.
