About this file

This Performance Work Statement (PWS) details NASA's requirements for Unmanned Aircraft System (UAS) detection and analysis services at Kennedy Space Center (KSC). The contract mandates a comprehensive UAS detection system with both fixed and mobile components capable of detecting unauthorized drones within a 40-nautical mile radius of Launch Complex 39 Pad B. Key system requirements include 24/7 real-time monitoring, multiple independent sensor systems with at least 1km separation, detection of common UAS protocols (including DJI), and the ability to provide graphical tracking data with UAS serial number, altitude, speed, flight direction, and operator location.

The contractor must provide weekly summary reports with threat analysis, maintain relationships with government agencies like FBI and DHS, and have access to classified counter-UAS information. The system must generate audible and visual alerts, be accessible via secure internet browser and mobile devices, and be compatible with FBI, US Air Force, and US Space Force counter-UAS systems. The detection system will serve critical security needs, protecting NASA's flight hardware, launch infrastructure, personnel, and sensitive areas, including the coincident Merritt Island National Wildlife Refuge. After two years, the system hardware and software will be evaluated for potential obsolescence.

Performance Work Statement

1. INTRODUCTION

NASA has an ongoing need for Unmanned Aircraft System (UAS) detection and analysis services at the Kennedy Space Center (KSC). NASA-KSC is comprised of over 144,000 acres of land, of which over half is public access. All UAS flights over NASA-KSC property, whether inside or outside the security perimeter, are restricted and only occur with the approval of NASA-KSC Flight Operations. Additionally, KSC is coincident with the Merritt Island National Wildlife Refuge (MINWR), over which unauthorized UAS flights are also prohibited. The flight of unauthorized UAS are strictly prohibited to ensure the safety of flight hardware, critical launch infrastructure, personnel, and security interests. The services provided by this contract will provide real-time detection capability for unauthorized UAS flights over and around KSC and will provide threat analysis of detections to provide NASA-KSC Protective Services insight into threats.

2. GENERAL REQUIREMENTS

The contractor shall furnish all necessary labor, materials, software, and equipment to provide UAS detection and analysis services at the KSC throughout the entire period of performance. Title to the Equipment will remain with the vendor at all times and NASA will not have any right, title or interest in any of the Equipment. Services required under this contract include:

A. Data and Threat Analysis

a. The contractor shall provide weekly summary reports detailing UAS detections identified by the system.

i. The weekly report shall also provide threat analysis for UAS/Target of Interest (TOI) detections that warrant increased attention.

ii. The weekly report shall include analysis of TOI patterns, TOI’s of interest, and insight into trends and patterns that happen in real-time or develop over time.

b. System shall log and archive all relevant TOI/UAS tracking data that will be accessible upon request by KSC Protective Services, NASA-KSC Flight Operations, or US Air Force.

c. The contractor shall provide on-site monitoring for special/high interest events when mutually agreed upon by NASA-KSC Protective Services and contractor prior to each event.

i. Typical examples include: Crewed launches, VVIP visits, other security sensitive events as agreed to by both NASA-KSC and the contractor.

d. The contractor shall provide insight into new trends and developments in UAS detections and threat analysis.

e. Where applicable, practicable, and allowed by law, the contractor shall utilize existing FBI processes, procedures, and lessons learned in the identification and protection from unauthorized UAS.

f. The contractor shall have established relationships with other Government agencies (e.g. FBI, DHS, DoW, etc.) and access to classified information relating to current counter-UAS (cUAS) and UAS detection activities and threat information.

B. UAS Detection – In order to facilitate the required data gathering for the data and threat analyses, the contractor will utilize the following contractor provided labor, materials, and equipment:

a. Installation of all hardware and systems required to provide constant real-time UAS detection and monitoring at the Kennedy Space Center.

b. Detection system shall have both fixed and mobile components.

c. System shall be sanitized and isolated through hardware/software isolation to prevent unauthorized information transmissions.

d. System detection libraries shall cover at a minimum all common UAS/hobby systems and protocols with coverage libraries approved by NASA.

i. Shall include DJI protocols at a minimum.

ii. Libraries shall be updated at regular intervals to maintain currency with

UAS models and capabilities

e. System shall have the capability to detect UAS a distance of at least 40nmi from the center of Launch Complex 39 Pad B.

f. Fixed system components shall be composed of multiple independent sensor systems to provide redundancy and coverage of multiple UAS/hobby protocols:

i. At least two fixed sensors shall be separated by at least 1km.

ii. Fixed sensors shall be installed at a location(s) deemed acceptable to

NASA-KSC and US Air Force.

iii. Sensors shall be secured against inclement weather and shall be all weather capable.

• The system shall be capable of being stowed and secured for extreme weather conditions.

g. System configuration can be modified/augmented/improved by the contractor as deemed necessary by NASA-KSC.

h. System shall also be composed of one portable UAS detector independent of the fixed sensors, dedicated for use at KSC by NASA-KSC Protective Services and NASA-KSC Flight Operations.

i. System shall not require access to NASA-KSC data systems or networks.

j. System shall provide 24 hour per day, 7 day per week, 365 day per year real-time monitoring, push alerts, and access to system data for monitoring at

PWS Page 3 of 3 multiple locations.

i. System data monitoring locations shall include, but not be limited to: KSC Protective Services Communication Center, KSC Protective Services Watch Commander’s Office, NASA cUAS Program Manager, KSC Flight Operations, KSC UAS Operations, KSC Protective Services Office, USAF Orbiter Processing Facility 1 (OPF 1), Cape Canaveral Space Force Station Launch Operations Control Center (LOCC), and others as deemed necessary by the KSC Protective Services Office or KSC Flight Operations.

ii. Access to system data shall be through a secure internet browser, or an equivalent system, to minimize delays in detections and notifications.

iii. Data shall be accessible via a mobile device over cellular network.

iv. Displayed system data shall consist of, at a minimum, a graphical map with identified zones/regions, identified UAS TOI including UAS serial number, TOI altitude speed and flight direction, and operator location.

v. Complete system downtime is allowed for hardware/software changes, upgrades, and extreme weather events when approved by the Government

k. System shall provide audible and visual alerts to KSC users when a UAS is detected within defined detection zones.

i. Alerts shall be provided on the system data display in real-time.

ii. System shall provide automated alerts via email/text/cell data to authorized users.

iii. System shall provide configurable detection, alert areas/zones, and alert levels developed in conjunction with KSC Protective Services.
