STATEMENT (PWS) FOR

FLOORING COVERING INSTALLATIONS

06 NOVEMBER 2025

1. DESCRIPTION OF SERVICES: The contractor will provide all labor, tools, supplies, materials (carpet, vinyl composite tile (VCT), rubber tiling, or vinyl sheeting, padding, cove base molding, ceramic tile, etc), equipment and supervision necessary to perform carpet installation and/ or removal services on Dover Air Force Base.

1.1. BASIC SERVICES: The contractor shall provide various floor covering and installation of each type. Trim moldings (thresholds/transition strips) shall be included as needed to provide smooth transitions from flooring to surrounding surfaces.

2. SAFETY REQUIREMENTS: The contractor shall take all necessary safety precautions to provide a safe working environment for the labor force and the surrounding area. The contractor shall use tarps, signs, etc., to protect the surrounding areas, personal property and individuals from floor coverings operations.

3. MATERIALS: The contractor shall provide all materials necessary to professionally complete the job. This includes all protective equipment, and any material needed to repair the surface prior to installing floor covering and related materials. The contractor will install carpet in accordance with manufacturer’s instructions for the flooring being installed. The contractor shall submit Material Safety Data Sheets (MSDS) for all chemicals planned for usage on Dover AFB as required by Addendum 1, Environmental Specifications, Attachment 1, Dover AFB HAZMAT Chemical Worksheet (See Addendum at end of this SOW). The contractor shall comply with the following instructions prior to usage on Dover AFB:

Materials classified as hazardous by federal or state environmental rules, regulations, or laws, shall be handled and processed for disposal in accordance with those rules, regulations, or laws. The contractor shall provide a list of all hazardous materials to be used throughout the term of the project along with a Material Safety Data Sheet (MSDS). Contractor will include the hazardous material list as a submittal on the Dover AFB HAZMAT Chemical Worksheet (see Addendum l).

The contractor will make the submittal to the Contracting entity who will forward it to the QAE/Government Inspector. The QAE/Government Inspector will route the submittal to CEV for approval. CEV will route the submittal to Bio for review. Approvals are required prior to bringing hazardous materials on base.

4. MANDATORY USE: Based upon the recommendation of the A F Furnishing co-Commodity Sourcing Officials, it has been determined a mandatory-use policy is warranted for the procurement of carpet for AF installations located within CONUS through full and open competition. Deviation from this policy is only authorized by receiving an approved waiver from the AF FCC. Mandatory use of these contracts will minimize duplication of effort, standardize procurement policy, and leverage purchasing power, resulting in a cost-effective procurement strategy that focuses on total life-cycle costs. The Contractor must comply with all federal, state, and local regulations regarding the transport and disposal of any/all hazardous wastes generated as a result of floor covering operations under this contract.

6. USE OF RECOVERED MATERIALS: Reference Addendum 1 to this SOW.

Affirmative procurement is a federal government effort to promote recycling by using government purchasing to expand markets for recovered materials and recycled products. The EPA is tasked with developing a list of products that are or can be made with recovered materials. They must update the list every two years. Currently there are 54 items that are designed by the EPA for affirmative procurement and those items are discussed in detail at https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program#products.

RECOVERED MATERIALS DETERMINATION ON FILE: At the inception of this blanket purchase agreement it was determined that only nylon carpeting would be used. If the vendor is requested to install other than nylon carpeting, the contractor is required to fill out the affirmative procurement determination form and report dollars ( to the BPA Monitor, who will forward report to Contracting) spent on recycled-content items at the endo of the contract; the vendor may choose to report the recycled content on a per job basis.
