Pacific Air Forces (PACAF) Command Center (PCC) Primary, 15th Wing Command Post (15 WG/CP) Primary, & Alternate Command Posts

Unify Dispatch System Performance Work Statement (PWS)

Contract Number: TBD Task Order Number: TBD

1. SCOPE:

1.1. This project effort is to engineer, furnish, install, and test all components and accessories installed to a complete Unify communications system for the PCC and 15 WG/CP’s primary and alternate locations, to include touch screen consoles, UHF/HF/LMR radio interfacing, and integration to the base VoIP phone system.

1.2. For the PCC, this system will be installed within the premises of BLDG 1102 Rm. M-227, and at their alternate location BLDG 2155, Rm. 20.

1.3. For the 15 W/CP, this system will be installed within the premises of BLDG 2050 and at their alternate location BLDG 2155, Rm. CP.

1.4. The work consists of a site visit/survey, design, planning, upgrade, installation, system set-up, testing, cutover, controller training, and applicable documentation of hardware and software components installed. The contractor shall include a maintenance warranty for 1-year, beginning at system acceptance/cutover, then additional maintenance warranty for the next 4 years thereafter.

2. SPECIFIC TASKS:

2.1. REQUIREMENTS. The Contractor shall provide service support to ensure the console operator’s ability to answer and initiate multiple calls, provide conference capability, have direct lines to all operational organizations, and act as a backup for other local consoles’ operational capability.

2.2. C2 CONSOLE COMMUNICATIONS SYSTEM EQUIPMENT SUPPORT. The Contractor shall provide 24/7/365 service support to monitor, diagnose and recover/restore C2 Console Communications System component/equipment capability for the 15 WG/CP and the PACAF Command Center. Service support includes responses to catastrophic event, major failures and minor failures.

2.3. C2 CONSOLE COMMUNICATIONS SYSTEM SERVICES. The C2 Console Communications System services support consists of remote systems monitoring systems diagnostics, scheduling system downtime, and dispatching a technician, when required, at both locations. The Contractor shall provide services support for C2 Console Communications System equipment installed below.

2.3.1. PACAF Command Center (OpenScape Voice Node A)

2.3.1.1. BLDG. 1102, Rm. 227 (Primary). The contractor shall provide, install, configure, and test four (4) controller positions each configured with; (1) touch-screen computer, (2) push-to-talk handsets, (1) dual-channel speaker. One UPS unit per position is included in this project. Contractor will support government to ensure data network is configured, utilizing the USAF/government LAN (AFNET).

2.3.1.2. BLDG. 2155, Rm. 20 (Alternate). Contractors shall provide, install, configure, and test two (2) controller positions each configured with; (1) touch-screen computer, (2) push-to-talk handsets, (1) dual channel speakers, One UPS unit per position is included in this project. Contractor will support government to ensure data network is configured, utilizing the USAF/government LAN (AFNET).

2.3.1.3. Upgrade existing voice recorder to support recording for each controller position.

2.3.2. 15 WG/CP (OpenScape Voice Node B)

2.3.2.1. BLDG. 2050 Rm. CP/MOC (Primary). The contractor shall provide, install, configure, and test three (5) controller positions with the inclusion of three (5) radio interfaces each configured with; (1) touch-screen computer, (2) push-to-talk handsets, (1) dual-channel speaker. One UPS unit per position is included in this project. Contractor will support government to ensure data network is configured, utilizing the USAF/government

LAN (AFNET).

2.3.2.2. BLDG. 2155 Rm. CP (Alternate). Contractors shall upgrade three (3) controller positions with three (3) radio interfaces. Each controller position is configured with; (1) touch-screen computer, (2) push-to-talk handsets, (1) dual-channel speaker. One UPS unit per position is included in this project. Contractor will support government to ensure data network is configured, utilizing the USAF/government LAN (AFNET).

2.3.2.3. Upgrade existing voice recorder to support recording (telephone and radio) for each controller position.

2.4. SALIENT FEATURES. The above system will support the following salient features:

a) One-touch conferencing (perform “all calls” on radios and by phone)

b) Automatic notification of incoming telephone or radio calls

c) Provide programmable pre-set calling operations via ‘buttons’ on touchscreens

d) Electronic directory (include hotlines to key agencies)

e) Administrative phones

f) Connect to existing base dial central office via existing PRI connections

g) Installation into government provided furniture

h) A thorough transport/translation/configuration cutover strategy meeting will be performed and agreed upon prior to service activation.

i) Warranty and contract service support included for 1 year

2.4. CONSULTING SERVICES. The Contractor shall provide consulting services that will service to augment break-fix services as detailed in PWS. The consultant shall provide services by phone Monday through Friday 0800-1700.

2.5. DOCUMENTATION. The contractor shall develop and provide system, training, and user documentation for the updated application upon completion of the project.

2.6. EQUIPMENT AND LICENSES PROVIDED UNDER THIS SERVICE:

2.6.1. See attached equipment list.

3. HOURS OF OPERATION:

3.1. Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: MON-FRI 0700-1600, with the exception of federal holidays. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government.

3.2. Recognized Holidays. The contractor is not required to provide service on the following days: New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteeth, In-dependence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

4. GENERAL INFORMATION:

4.1. Re-performance of Service. When service performed does not conform to contract require-ments the contractor shall perform or re-perform the service in conformity with contract speci-fications at no additional cost to the government.

4.2. Government Remedies. The contracting officer shall follow FAR 52.212-4(a), Inspection and Acceptance Clause, for contractor's failure to perform satisfactory services or failure to correct non-conforming services.

4.3. Physical Security. The contractor shall safeguard all government property. The contractor shall ensure no government owned or controlled real or personal property is damaged during any service provided under the contract. The contractor shall be responsible for the repair or re-placement of any government property damaged by the contractor at no expense to the government.

4.4. Contract Employees: The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

4.5. All contract employees shall be properly trained and certified to perform the required tasks.

5. BASE ACCESS:

5.1. Contractors shall visit the Visitor’s Control Center (VCC) initially with a representative from the 15 WG/CP or the PCC to go through a background check. After they will be able to obtain multi-day and vehicle passes that will allow installation access for 30 days. If required, further extensions can be coordinated through the same channels. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.

5.2. Facility access for contractors/employees will be coordinated via Security Managers/ Assistants. All contractor personnel will require access badges and will be worn/ displayed while conducting work in the facility.

5.2.1. (PCC) The PCC is in bldg. 1102 (HQ PACAF) which requires contractors to obtain a white access badge (uncleared) giving them access to the building. This must be coordinated through the PCC’s Security Assistant, SSgt Sawangwong, 5 days the visit. The PCC (Rm.

M227) is a restricted area which requires contractors to be given a visitor badge and be always escorted while conducting work in the room.

5.2.2. (15 WG/CP) Contractors/employees will be given a visitor badge and be escorted at all times while within the Command Post.

5.3. Smoking, Eating and Drinking. The contractor shall permit smoking, eating, and drinking only in designated areas.

5.4. Driving License/On-base Requirements. The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver's license for the type of vehicle being driven before allowing the employee to operate a personal vehicle on Joint Base Pearl Harbor-Hickam.

6. GOVERNMENT QUALITY ASSURANCE:

6.1. The government will periodically evaluate the contractor’s performance by appointing a COR to monitor performance to ensure satisfactory services are received. A variety of surveillance methods may be used. The method and frequency of surveillance can be modified to meet the needs of the customer and the performance level of the contractor. The government representative will evaluate the contractor’s performance through intermittent on‐site inspections and receipt of customer surveys/evaluations. The government will also receive and investigate complaints from various customers or C2 nodes. The contractor shall be responsible for initially validating complaints; however, the COR shall make final determination of the validity of these complaints.

6.2. Contract performance will be evaluated to determine whether or not it meets the performance requirements of the contract. When the performance requirement is not met, the COR will initiate, and the CO will issue a Contract Discrepancy Report (CDR) to the contractor. The contractor shall respond to the CDR IAW instructions provided and return it to the CO within the timeframe stated on the document.

6.3. In addition to the COR, other government personnel, such as those from the Inspector General’s office or higher headquarters staff, are authorized to observe the contractor’s operations.
