About this file

This Performance Work Statement (PWS) outlines support services for U.S. Navy Domestic Weapon Stations and Repair Facilities involving legacy Harpoon missile system equipment. The contract focuses on maintaining Windows-based, Test Oriented Disk Systems (TODS), and Missile Subsystem Test Set (MSTS) equipment that is no longer in production, requiring the use of existing "obsolete" spare parts and proprietary diagnostic software from the Original Equipment Manufacturer (OEM).

The supplier's key responsibilities include providing personnel and resources to perform maintenance tasks, responding to service requests within one business day, conducting remedial hardware maintenance, assuming costs for tools and replacement parts, and protecting USN-owned equipment and data. The supplier may swap failed equipment with equivalent or better units, with swapped equipment becoming USN property. The contract emphasizes supporting warfighters by ensuring the reliability and safety of missile system equipment through comprehensive technical support, diagnostic documentation updates, technical consultation, depot repair, on-site engineering, and emergency spares pool provisioning.

PERFORMANCE WORK STATEMENT

1.0 DESCRIPTION

Support for USN Domestic Weapon Stations and Repair Facilities on Windows Based, TODS (Test

Oriented Disk Systems) and MSTS (Missile Subsystem Test Set) equipment in the areas of technical and diagnostic documentation updates, technical consultation, depot repair, on site engineering and provisioning of an emergency spares pool.

2.0 JUSTIFICATION

Support of the legacy systems supporting the Harpoon missile system is integral to the support of our warfighters, and the missions they are expected to complete with this system. This contract ensures that the missile systems that are being sent to support our warfighters are completely reliable and safe for use by our fighting forces.

3.0 PRODUCT CHARACTERISTICS AND SERVICES

3.1 PRODUCT CHARACTERISTICS

a) The Windows Based, TODS and MSTS equipment is no longer in production and the remaining equipment and spare parts from the Original Equipment Manufacturer (OEM) should be used. They are necessary "obsolete" spares needed for system maintenance.

b) Utilize the proprietary software required to run the diagnostics on Windows Based, TODS and MSTS equipment to facilitate required repair of components after they have been removed for repair. Without this software there is no way to resolve MSTS component failures.

3.2 SERVICES – THE SUPPLIER SHALL:

a) Provide personnel and any other resources necessary to perform the tasks specified herein, including the appropriate management activities to ensure timely and economical execution of the defined responsibilities.

b) Respond to a Service Request by placing an Engineer at the USN site no later than the next business day provided that the call is received within the Period of Maintenance

(POM). When the Supplier responds to calls within the POM which respond beyond the

POM, the work shall be considered performed during the POM.

c) Provide remedial maintenance for the Covered Hardware. Remedial maintenance includes but is not limited to the troubleshooting and repair of failed equipment due to normal wear and tear. Remedial maintenance does not include software support.

d) Assume all responsibilities and costs for tools, test equipment, spare parts, replacement units, and any other items required to provide adequate remedial maintenance for the

DRAFT

Covered Hardware with the exception that some of the existing USN spare parts may be needed for repair due to age and availability.

e) Make all reasonable efforts to safeguard and protect equipment, programs, documentation, and files from damage, loss or corruption while performing a service on

USN owned equipment. It shall be the primary responsibility of USN to ensure the security of USN owned system, data, programs and files.

f) The supplier may at its option swap failed equipment with like equipment when extensive repairs may be necessary or result in extensive system down time. When swapping equipment, the Supplier shall use equipment equal to or better than the original equipment, with respect to form, fit, function, capabilities and reliability and shall not exceed the maintenance cost of the original item. The swapped equipment will become the property of USN and will replace the original item in the Covered Hardware. Displaced parts shall become the property of the supplier unless explicitly agreed to in advance.

4.0 EQUIPMENT

USN will provide the Supplier full and free physical access to Covered Hardware. Such access may require access to devices including but not limited to network, systems, customer licensed software, and peripherals, regardless of whether said devices are provided services as part of the

Covered Hardware. USN agrees that any restrictions regarding full and free access to Covered

Hardware will hinder the Supplier’s ability to perform service. As such, when the supplier needs to provide service to Covered Hardware with such restrictions, the Supplier shall perform service on a good faith effort basis, subject to the Supplier’s sole discretion.

5.0 CONTRACT MODS

USN may add equipment at any time by providing a notice to the Supplier and signing a new contract modification. During the POP, USN may delete equipment no longer in use at any time by providing a sixty (60) day written notice to the Supplier. If USN adds the cancelled equipment back on support, the Supplier shall first inspect the equipment to verify it is in good working condition. If it is not in good working condition, USN will set up a separate contract for repair.

6.0 PROPERTY

In the event Supplier owned property (including but not limited to onsite spare parts, tools or software) is stored at a USN site, USN will take reasonable care to protect the property from loss, damage, or tampering during the POP. USN will keep property in a climate controlled, accessible location and have USN staff familiar with property’s physical location so as to not delay service.
