4. PROJECT DETAILS:

4.1. Door Entry Access:

4.1.1. The contractor will install a door access and badge control system to effectively manage personnel access to building 314 and the Command Post, to include the secondary Entrapment Area between the Crisis Action Team (room 100) and the Command Post (room 200); as well as the main Entrapment Area leading into the Restricted Areas from the westside hallway.

4.1.2. Install a new administrative door access and badge control system terminal or workstation in building 314, Command Post (room 200) and this workstation will have a software application capable of operating on a Windows 11 or newer Operating System.

This system workstation will be on a stand-alone computer system to ensure limited administrative access to the system, and it will not reside on the Air Force Network. The system terminal or workstation will not have wireless networking or remote access functionality. For computer and/or software updates, the contractor will need to provide an alternative to ensure updates/patches have been accomplished to properly maintain the computer and programs shelf-life and functions.

4.1.3. The contractor will supply a LED (or better), 35-inch, widescreen, workstation monitor, wired mouse and wired keyboard for the administrative system, as well as proximity card readers for enrollment and programming access.

4.1.4. The contractor will supply proximity cards and/or badges that can be programed to access the new card readers which they will also provide. Locations of all card readers will be pre-determined and approved prior to installation. All cards and/or badges must be compatible with the door access control system being installed. The contractor will provide a device or equipment able to print access cards and/or badges.

4.1.5. Provide and install magnetic locks or durable, magnetic locking mechanisms to existing doors that can be controlled by the door access control system terminal or workstation. If existing doors are not compatible, the contractor will provide alternative safe and secure doors suitable to the building infrastructure in compliance with DoD/Air Force facility and fire/safety code standards. A site-survey is recommended prior to project installation.

4.1.6. Supply and install “quick release” or “manual release” buttons or devices to override the door locking controls in case of emergencies to the main, side, and back outer doors to building 314. The button or device will disengage magnetic locks or magnetic locking mechanisms for fast exiting.

4.1.7. The door access control system will establish controlled entry to all three (3) main outer doors of building 314, five (5) inner doors located at both Entrapment Area locations, and one (1) CP emergency exit door (room 200) within building 314.

4.1.8. The main controls to operate the doors will be accessed by the on-duty controllers within the Command Post. A hard-wired button or panel that will unlock all doors, connected to the system, easily, quickly, and effectively will need to be installed at two

(2) of the three (3) console positions within the Command Post (room 200); locations chosen by the Command Post POC. These buttons or panels will be a remote-like feature, separate from the main operating system within room 200.

4.1.9. The front, outer door area of building 314 will have a closed-circuit television (CCTV) display (or, “callbox”) with a high-resolution video camera, speaker, and microphone mounted to the outer infrastructure of the building. This “callbox” will allow visitor(s) wanting entry into the building to press a call-button feature on the “callbox” that will ring into room 200 console position panel and permit a two-way audio/one-way visual conversation between the Command Post controller(s) and the outside visitor(s). The audio capability must be designed so that the Command Post controller is able to mute the microphone in such a way that the visitor requesting entry cannot hear the conversation within room 200.

4.1.10. Program all doors for proper operation. Ensure all doors are programmed for proper operation.

4.1.11. Configure the Entrapment Areas between each set of inner and outer Command Post doors in such a way to prevent doors from being open simultaneously. However, supply and install “quick release” or “manual release” buttons or devices to override the door locking controls in case of emergencies. The button or device will disengage magnetic locks or magnetic locking mechanisms for fast exiting.

4.1.12. The contractor will provide one session of four (4) hours of hands-on training for up to four (4) administrators and/or users on system control operations, administrative and general functionality, and local troubleshooting techniques to successfully operate and maintain all applicable equipment to the expectations of the customer.

4.2. Security Cameras:

4.2.1. The contractor will remove and replace all nine (9) existing external and internal security cameras to include hardware, cables, and wires with new, state-of-the-art cameras and provide three (3) additional new, state-of-the-art cameras for building 314.

4.2.2. The cameras will support motion detection, night vision capable, and PTZ (pan/tilt/zoom). The cameras will be high-definition/4K resolution and connected on a stand-alone internal network.

4.2.3. The cameras will be mounted/installed/positioned/configured in a manner that does not allow for easy tampering. Camera directional view will be determined during installation by the Command Post POC. All cameras must have proper shielding that will protect it from weather corrosion/deterioration and/or animal, pest, or insect intrusion.

Proper cleaning instructions and tools must be provided by the contractor to ensure proper, generalized care of equipment.

4.2.4. Install one administrative camera control system terminal or workstation with necessary software application for configuring camera feeds and settings, capable of displaying twelve (12) live camera feeds simultaneously, capable of recording all camera feeds during a 24-hour period for up to ninety (90) days of recorded video storage capacity, and capable of operating on a Windows 11 or newer Operating System.

4.2.5. This system workstation will be on a stand-alone computer system to ensure limited administrative access to the system, and it will not reside on the Air Force Network.

4.2.6. The system terminal or workstation will not have wireless networking or remote access functionality. For computer and/or software updates, the contractor will need to provide an alternative to ensure updates/patches have been accomplished to properly maintain the computer and programs shelf-life and functions.

4.2.7. The contractor will supply a LED (or better), 35-inch, widescreen, workstation monitor, wired mouse and wired keyboard for the administrative camera control system.

The monitor will be used to view operational control functions and settings and to playback recorded camera feeds.

4.2.8. The contractor will supply and mount a separate 4K resolution, 55-inch television or monitor with having a minimum of two (2) HDMI ports and two (2) USB ports. That television or monitor will be connected to the administrative camera control system terminal or workstation to display all twelve (12) live camera feeds simultaneously.

4.2.9. This display will be independent of the 35-inch workstation monitor. Mounting location of the 55-inch television or monitor will be determined by the Command Post

POC.

4.2.10. The contractor will provide one session of four (4) hours of hands-on training for up to four (4) administrators and/or users on system control operations, administrative and general functionality, and local troubleshooting techniques to successfully operate and maintain all applicable equipment to the expectations of the customer.

4.3. Additional Project Requirements:
