1. DESCRIPTION OF SERVICES.
1.0. This Installation Specification outlines the Government's objectives for a requirement received from the Ellsworth PIO to Engineer, Furnish, Install, and Test (EFI&T) all necessary cameras, bridges, Ethernet cables and associated hardware and supplies to enable real-time camera views and recording coverage of the LO Hanger construction site (formerly hanger #60 on the 60 row, on the North Ramp). The requirement is to view the camera feeds, allow rewinding/fast-forwarding, and recording with minimum 30 days of retention, by our Entry Control Point personnel in the container located at the front entrance gate to the construction site. Final result will enable continuous real-time monitoring and recording capability of the 2 camera feeds showing the above specified site for safety and security of the construction site.
1.1. The contractor shall provide personnel, materials, and resources to accomplish the terms and conditions surrounding this installation. The contractor shall provide the primary subject matter experts/analysts and ancillary staff to perform the duties as described below. Contractor may identify deficiencies, provide suggestions, equivalent or alternative solutions to the work described in this document.
2. SPECIFIC TASKS AND INTENT
2.0. Intent: The intent is for the contractor to provide practical operations including design, equipment, and installation of the camera system for the identified building.
3. REQUIREMENTS
3.0. General Requirements. The contractor shall provide all, materials, transportation, labor, management, and other incidentals necessary to meet the requirements as stated in this Installation Specifications. All materials provided shall be new and not refurbished.
3.1. Base Support Requirements. None
3.2. Restoration. After the installation the Contractor must restore to an effective re-establishment of all disturbed areas.
3.3. Project Residue. The contractor shall dispose all residue materials off base and IAW
Federal, State, local, and base environmental laws and regulations.

4. BASE SECURITY REQUIREMENTS:
4.0. Security Requirements. The contractor will ensure pass, identification, and state vehicle registration items required for contract performance are obtained from employees and non-government owned vehicles. Federal agencies are prohibited from accepting driver’s licenses or identification cards from noncompliant states for official purposes.
An installation access entry authority list (EAL) will be provided to the contracting office. The EAL will include at minimum the employee’s name, birth date, and driver’s license number, to include state of issue. This list will be updated when an employee’s status or information changes. The Contracting office will provide this EAL to the Visitor Control Center for processing of installation passes.
4.1. Work Area Requirements. For project member safety (in the event an emergency occurs and members need to be evacuated and accounted for) as well as base security measures members are required to sign in and out of secured/controlled areas. Daily, prior to beginning work, all members of the work project are required to sign in at the Entry Control Point (ECP) at the construction site entrance as well as signing out prior to departure.
4.2. Escort Requirements. All work project personnel will abide base rules, regulations, and safety requirements, at all times. All work project personnel will heed directions given by escort personnel. At no time, will project personnel, or escort personnel place themselves in harmful or unsafe situations or locations. If there is a question as to the safety of an action, a request for assistance will be made (by contractor or escort personnel) and a supervisor within the Ellsworth PIO will respond and investigate the situation. All flight line regulations and operating instructions will be strictly adhered to.
Radio contact by all escort personnel will be maintained at all times to ensure effective communication by all parties involved.
4.3. Safety. The Contractor shall be responsible for complying with all local, state and federal safety guidelines.
4.3.1. Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of accidental damage to Government property or injury to either Contractor or Government personnel to the Base Safety Office.
The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Contracting Officer. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

5. MINIMUM TECHNICAL REQUIREMENTS:
5.0. Design Criteria. Contractor shall meet technical and operational requirements as stated in this section below. Contractor shall comply with all applicable local, state, and federal requirements regarding the protection of the environment.
5.1. The Security Camera Monitoring system must be equipped with the following:
5.1.1. Cameras shall be installed in locations that provide maximum area coverage. All cameras will have minimum 8 and a maximum of 12 megapixel resolution.
5.1.2. This camera system will be stand-alone/closed-circuit ethernet-based network (POE), including all necessary cabling, connectors, terminations, and switching. This system will not connect to the Air Force network. Cameras must be NDAA compliant.
5.1.3. Network Video Recorder (NVR) supporting: camera feeds determined by contractor based off a 2 camera install requirement, capable of recording up to 30 days of recorded history for all camera feeds. Cameras can utilize wide angle as long as facial recognition is maintained. Cameras will be PTZ type camera able to be remotely controlled.
5.1.4. Cameras must be suitable for extreme weather operation and mounted securely to prevent unnecessary sun and wind damage.
5.1.5. After installation is complete, on-site operator training must be conducted so users understand the system’s functionality non-formal basic run through.
5.1.6. All equipment must include at least a 1-year manufacturer’s warranty on parts from the date of Government acceptance of the operable system. The Contractor shall also provide the paperwork/manufacturer-required documentation in case a manufacturer warranty claim has to be filed.
5.1.7. The contractor will include no less than at least 1 year of maintenance and warranty repairs to include parts and labor from date of acceptance of operational system.
5.1.8. Upon completion of install, installation drawing and wiring diagrams will be delivered to the designated Government representative (ref. 6.4.)

NOTE: A list of all equipment/material and plans to meet requirements must be submitted with the proposal for review with compliance.
5.2. The contractor shall provide all necessary hardware, equipment, mounting hardware, cable assembly, and all cables to install all proposed equipment required to meet outlined objectives.
5.3. The contractor will be required to pull the ethernet cable through existing conduits. The contractor shall furnish all required wiring, cables, connectors, and components necessary to connect the various components of the integrated system as required for a completely operable system. The contractor shall dispose of excess or replaced wiring.
5.4. All work shall be done in accordance with manufacturer’s specifications and in coordination with the building facility managers.
5.4.1. Contractor will provide company-owned, privately owned, or rental vehicles for transportation. Contractor vehicles must be properly insured to be driven on the installation.
5.4.2. Prior to arrival, a schedule of proposed times for installation will be coordinated with and approved by the Ellsworth PIO leadership.
6. MANAGEMENT
6.0. Schedule. The contractor shall provide a schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the installation of the components and systems. The Contractor shall establish the project schedule/plan and submit with the technical quote. An informal in-brief on the first day of work and out-brief on the last day will be conducted with the Ellsworth PIO leadership to go over pertinent information necessary for a smooth workflow.
6.1. Project Manager (PM). The Contractor shall provide the name and contact information for a PM and an alternate(s) responsible for contract performance and continuity.
6.2. Project Site Point of Contact (POC). The Contractor shall designate a POC and alternate(s) who shall be on site during duty hours until project completion. This can be the same individual as the PM discussed above in para 6.1. The Site POC shall be the interface with the Government for all work site communications pertaining to contract performance. The PM and Site POC may be the same person.

6.3. Work Area(s). At day’s end, the installer shall remove all debris and surplus materials from the work- place. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.
6.4. Period of Performance: The period of performance shall be no longer than 4 months after contract award which includes lead time, delivery, installation, and training.
6.5. Hours of Work. The Contractor shall routinely work during normal operating hours of the site, Monday through Friday, excluding federal holidays. Work hours are normally 0730 to 1600, Monday through Friday. However, differing schedules may be coordinated/approved with the 28th Aircraft Maintenance Squadron Project Manager with at least three work- days advance notice, provided it results in no change in contract price or contract period of performance.
6.6. Regulatory Guidance, Policy, Etc. The Contractor shall comply with all federal laws, codes, regulations, and statutes applicable to performance of this contract. It is the Contractor's responsibility to obtain and adhere to all applicable federal standards.
7. Training, Testing, Support, Warranty and Deliverables.
Upon completion of the installation process, the contractor will provide user training to the designated site staff in accordance with the customer requirements. User training will include step-by-step instructions on the utilization of all features of the Security Camera Monitoring system as well as Basic System Troubleshooting. The contractor shall provide operational training to the users and system training to the operators/maintainers as needed. Any applicable training material will be provided to the Government in both paper and digital copy. The Government shall retain the right to duplicate and distribute the training material for future training purposes.
7.1. Testing Requirements: The contractor shall Engineer, Furnish, Install, Test (EFI&T) and perform all necessary efforts to ensure successful completion of this project and make operational the equipment in all locations. The contractor shall provide all hardware necessary to support this requirement. The contractor shall submit industry standard and site specific test and acceptance procedures for Government review and approval.
7.2. Deliverables. The vendor must provide configuration diagrams. Continuity book (Manual) to include; configuration diagrams/equipment diagrams, equipment lists, and training (How to) must be provided in both hard and digital copies. The contractor shall provide documentation and plan to test the system and demonstrate, to the government, complete functionality of all component and capabilities of the- integrated system. Documents required include:
