Performance Work Statement Summary

This is a Performance Work Statement (PWS) for the repair and restoration of a Kubota SVL90-2 Compact Track Loader at the 109th Airlift Wing, Stratton Air National Guard Base in Scotia, New York. The contractor must return the equipment to fully mission-capable status following engine failure from a runaway event that rendered the original engine non-repairable. The equipment is currently in a disassembled state with Government-furnished loose parts that require inventory and verification.

The scope of work encompasses four primary phases: (1) Initial inspection and inventory of all disassembled components and loose parts; (2) Procurement of new OEM parts including one Kubota V38CRT engine (Part # 1J542-00001), one MAF sensor (Part # 1J520-10700), one assembly indicator (Part # 15126-11090), inner and outer air filters, gaskets, and any additional OEM hardware required for complete installation; (3) Full installation of the new engine and associated components with manufacturer-specified fluid servicing; and (4) Complete operational testing under load to ensure mission readiness. A critical constraint requires that all installation work must be performed by a licensed, factory-authorized Kubota dealer or certified service center to preserve the new engine's one-year manufacturer warranty and comply with geographic location requirements. The Government furnishes all equipment and existing parts, while the contractor provides all personnel, equipment, supplies, and non-personal services necessary for completion.
