About this file

This is a Performance Work Statement (PWS) for wastewater discharge sampling services at VA Boston Healthcare System (VABHS), which operates three medical centers in West Roxbury, Jamaica Plain, and Brockton, Massachusetts. The Department of Veterans Affairs seeks a contractor to perform semi-annual and quarterly wastewater sampling at discharge points governed by the Massachusetts Water Resource Authority (MWRA) permits for West Roxbury and Jamaica Plain facilities, and the City of Brockton permit for the Brockton facility. The contractor must employ MWRA-approved sampling technicians and submit all samples to a MADEP-certified or NELAP-accredited laboratory, with results reported electronically through the MWRA's Pretreatment Information Management System Web Self-Monitoring Report for Jamaica Plain and West Roxbury, and directly to VABHS for Brockton. Specific sampling locations and frequencies are defined by permit requirements: Jamaica Plain requires seven semi-annual samples (one composite, six grab samples); West Roxbury requires seven semi-annual samples (three composite, four grab samples); and Brockton requires one quarterly composite/grab sample at the outfall manhole on West Chestnut Street.

The base performance period runs from June 1, 2026 through May 31, 2027, with four option years extending through May 31, 2031. Work must be performed between 8:00 a.m. and 4:30 p.m. Monday through Friday, excluding federal holidays, with the contracting officer retaining the right to reschedule access with 48 hours' notice. The contractor must hold appropriate MWRA certification and comply with VABHS safety policies, VA directives, and OSHA regulations. If discharge permits expire and are reissued with modified testing parameters or locations, or if a Notice of Violation occurs requiring additional sampling, the contractor must provide a cost estimate within five business days. The contractor is responsible for providing personal protective equipment to employees as required by OSHA and maintaining chain of custody documentation for all samples collected.
