About this file

This is a Faithful Performance Bond document issued by the County of Orange, California, establishing bonding requirements for contractors entering into service agreements with Orange County. The bond secures the faithful performance of a contract for work pants, coveralls, jackets, and uniform silk-screened t-shirts for county employees. The County of Orange, OC Public Works, solicited competitive bids for this uniform procurement with an electronic bid submission deadline of September 30, 2025, at 2:00 pm. Questions and requests for interpretations were due by September 15, 2025, before 2:00 pm. The contract term is five years beginning October 9, 2025, with anticipated annual orders of 300-400 work pants, 80-100 coveralls, 100-120 jackets, and 700-800 t-shirts. Delivery is required to the OC Public Works/Operations & Maintenance Warehouse, serving jurisdictions in Orange County and San Diego City.

The total contract amount does not exceed $670,000.00, with pricing structured on a per-item basis and firm pricing guaranteed for the first year, with potential subsequent price adjustments requiring documented cost increase evidence and a minimum 180-day advance notice. The bond requires the contractor to indemnify, defend with County-approved counsel, and save harmless the County, its officers, and agents. The bond obligates the Principal and Surety jointly and severally for the penal sum amount, with the Surety waiving notice of any changes, extensions, alterations, or additions to contract terms. County enforcement expenses and reasonable fees are included as additional costs. The solicitation incorporates Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preference policies, offering a 5% bid price reduction for certified businesses maintaining a principal business location in Orange County and certified by the California Department of General Services. The bond signature must be notarized, with a certificate of notarization attached, and the Surety company name must be typed or stamped above the signature line.
