EVALUATION CRITERIA

Technical:

The Government will evaluate the Offerors' ability to provide the services that meet or exceed the technical requirements of the Statement of Work (attached).

Meeting the technical requirement is defined as, at a minimum, showing the ability to provide the following:

The NIH Clinical Center (NIHCC) application will be a multi-platform (iOS, Android, PC, tablet) game that familiarizes pediatric patients and family members with the hospital.

The NIHCC application will include information on:

· The layout and facilities of the NIHCC.

· The programs and services offered by the NIHCC.

· The procedures and tests patients might undergo at the NIHCC as a part of their treatment (for example: MRI, blood, allergy, surgery, among others).

The NIHCC application will be aimed at pediatric patients and will also be available to older patients and the family members of pediatric patients.

· Use Agile Development Process

· Start with Minimum Viable Product: 1 avatar w/ 2 clothing and hair changes, 2 treatment rooms; 2 challenges, 2 navigation options.

· Define each stage of development and process at 2 week intervals

· Conduct A/B testing

· Establish team/client meetings at each two week interval

· Develop questions, discuss feedback, revisit process

· Demonstrate and finalize outcome for each interval

· Use pediatric and parental users for A/B testing to validate and define

· usability, design, functionality and consistency

· fundamental hypotheses increased CC orientation and preparation for clinical procedures

· behaviors and needs e.g. Should parents and children play together

· user engagement and satisfaction

Prices will be reviewed for price reasonableness, but not scored.

Past Performance:

Please provide three (3) references that are both recent and relevant.

Recency and relevancy for this RFQ will be within the last three years and similar in scope and size.

Technical and Past Performance are considered more important than Price.
