About this file
This document is a Request for Special Procurement from the Oregon Department of Corrections (DOC) seeking to purchase updated CPR, Automated External Defibrillator (AED), and First Aid training materials and certification cards from Medic First Aid without a competitive process. The DOC has used the Medic First Aid program since 1993 and currently has a cadre of approximately 100 staff instructors certified to provide this training to all 4,000 DOC employees every two years. The DOC is requesting a special procurement for a 5-year term from March 10, 2022 to March 10, 2027 with a total estimated cost of $150,000 to obtain the updated training materials and certification cards required to provide essential life-saving care to adults in custody.
The DOC has justified the use of this special procurement by demonstrating that switching to a new CPR/AED/First Aid curriculum would be costly and time-consuming, as they would need to retrain and recertify close to 100 current instructors. Additionally, the DOC has verified that Medic First Aid is the sole provider of this specific training program, thereby satisfying the required standards for a special procurement. No other competing providers were found during their market research.

9. Title: Supplies and/or Services to be Acquired:
Updated CPR training materials & certification cards.
10. Request, Background, Current Need, and Proposed Contracting Procedure:
a. Request:
DOC is requesting to purchase updated CPR, Automated External Defibrillator (AED) and First Aid training materials from Medic First Aid without a competitive process via a Special Procurement related to Client Health Care Services, as outlined in OAR 125-246-0100.
b. Background:
DOC staff are trained in CPR/First Aid and the use of AEDs to provide vital lifesaving care to directly support Adults in Custody (AIC’s) at DOC institutions, in the event of a medical emergency. DOC requires updated CPR training materials and certification cards for the Medic First Aid program. DOC has been using the Medic First Aid program as far back as 1993 and has a cadre of approximately 100 staff instructors who are certified CPR/First Aid trainers via Medic First Aid. These staff trainers are responsible for retraining all DOC staff (approximately 4000 staff members) on Medic First Aid CPR/AED/First Aid every two years. In addition, due to expected changes in Correctional Officer training requirements from DPSST, DOC PDU is adding infant CPR to the curriculum, which requires updated training materials.
c. Current Need:
Updated training materials and certification cards to provide lifesaving care to AIC’s.
d. Proposed Contracting Procedure:
Direct Award under the Client Services provisions outlined in ORS 125-246-0100.

11. Justification for use of Special Procurement: Describe the circumstances that justify the use of a Special Procurement. Attach relevant documentation.
DOC staff are trained in CPR/AED/First Aid every two years and can provide essential life saving CPR/First Aid to AIC’s pending the arrival of outside first responders. Often their arrival is delayed due to required security measures at DOC institutions.
12. Findings to Satisfy the Required Standards: This proposed special procurement:
__X____ (a) will be unlikely to encourage favoritism in the awarding of public contracts or to substantially diminish competition for public contracts because:
DOC has used the Medic First Aid program for many years (as far back as 1993) – HSI (Medic First Aid) has provided documentation that they are the sole proprietor/distributor of this program. Web research was conducted by procurement staff and no other providers were found to offer this training.
and
__X_ (b)(i) will result in substantial cost savings to the contracting agency or to the public because:
Switching to a new CPR/AED/First Aid curriculum would be costly and time consuming, as DOC would need to retrain and recertify close to 100 current instructors.
or
______ (b)(ii) will otherwise substantially promote the public interest in a manner that could not practicably be realized by complying with the requirements of ORS 279B.055, 279B.060, 279B.065, or 279B.070, or any rules adopted thereunder because:
[Provide specific information that demonstrates how the proposed Special Procurement meets this requirement. You can include savings along with public interest. Delete the instructional text in italics before sending to DAS]
13. Signature: The actual signature of the Agency Head or designee (e.g., Designated Procurement Officer) is not required on the Request if it is submitted through OregonBuys. Agency may elect to attach a signed Request.
