About this file

This file is a budget narrative sample template designed to guide applicants in preparing detailed budget justifications for federal grant proposals. The template provides instructions and examples across ten standard budget categories: Personnel (with salary and level-of-effort calculations), Fringe Benefits (FICA, workers' compensation, health insurance), Travel (airfare, lodging, meals, local transportation), Equipment (items exceeding $10,000 with useful life over one year), Supplies (materials under $10,000), Contractual (third-party services and subcontracts), Construction (noted as not allowable), Other Direct Costs (shipping, telephone, facility rental), Indirect Costs (overhead using either a Negotiated Indirect Cost Rate or 15% de minimis rate), and a final budget summary reconciling all categories. The sample budget totals $140,372.93 in federal request with no cost-share, including $123,404.77 in direct costs and $16,968.16 in indirect costs (13.75% rate applied to modified total direct costs).

The template emphasizes that applicants must provide complete narrative justifications for all budget line items, explaining how requested funds support project goals and demonstrating how costs were determined. All blue instructional text must be deleted before submission. The template references SF-424a federal form line entries where each budget category total must be reported. This template is applicable to the CyberNext: Advance Cybersecurity and AI Readiness cooperative agreement program operating under the ECA–American Spaces program (CFDA 19.441) administered by the Department of State's US Embassy Tirana, which funds programming in emerging technologies including cybersecurity and artificial intelligence across American Spaces globally.
