1 INTRODUCTION

This statement encompasses the installation, configuration, testing of a new integrated Audio/Visual system in the Main A/B Conference Room at the BLM Phoenix District Office, 2020 E. Bell Road Phoenix, Arizona.

Training of the local BLM User Support Staff on the system, is also part of this scope.

2 BACKGROUND INFORMATION

The Phoenix District office is a newly constructed office.

The main conference room in this facility is a large format, separable conference room. The room has a folding wall which allows the separation of the space which creates a single large room, or two smaller collaboration spaces.

An investment in collaboration and conferencing equipment must be made to this facility to ensure the Phoenix District staff can collaborate within the facility as well as throughout the Bureau and with external entities, for the next seven to ten years.

3 CURRENT ENVIRONMENT

The room is a large-format conference room, with a center moveable divider, which allows the room to be split into two separate conference rooms. For the purpose of this document, the space will be referred to as “Rooms” in subsequent narration.

The total size of the combined room is 51’ x 21’. Separated, each room is 25.5’ x 21’.

There is adequate power and cooling within the room to locate a 12U-18U equipment rack within the room.

The room is an interior room with no outside windows. Consequently, there is no issue with light intrusion into the space.

4 GOALS AND OBJECTIVES

4.1 BUSINESS AND SOLUTION OBJECTIVES

- To construct a conference facility that will allow BLM District staff to easily collaborate within the room, or via video and/or Web and/or Audio Conferencing anywhere in the Bureau. Due to the on-demand nature of the mission of the District Staff, functional reliability and ease-of-use is a primary objective. The technology within the room shall have a utility lifespan of seven to ten years.

4.2 TECHNICAL OBJECTIVES

Objectives - To provide a highly reliable and secure technical solution for BLM staff to interact and participate in live PC Client-Based conferencing, (Vidyo video conferencing, MS Teams or similar) and VoIP audio conferencing in either room separately or combined.

To provide a robust audio system using handheld and beamform array microphones for transmission to conference attendees and also room voice lift to either room separately or combined.

To provide, using the same equipment, a 4K multimedia portal from which to conduct training events, meetings and general gatherings.

To provide an easy-to-navigate and intuitive control interface which aligns with the Enterprise-wide control standards, which BLM will provide.

To construct a private and secured network to provide communication between active audiovisual hardware devices which allows for remote administration and updates yet is separate and isolated from any Governmental network, Wi-Fi or wired.

4.3 SERVICE OBJECTIVE

- To provide a streamlined and uniform Video/Audio/Presentation operation with technological headroom for future enhancement, remote serviceability and less than 5% downtime per year.

4.4 SECURITY OBJECTIVE

- To ensure that IT security protocols are adhered to and no connection to any Governmental network, either logically or physically, are allowed under any circumstances.

5 SCOPE OF WORK

Install, wire and configure the following Audio/Visual equipment:

• 1 Kramer SL-240C Master/Room Controller with PoE

• 1 Kramer VS-44DT 4x4 4K60 4:2:0 HDMI/HDBaseT Extended–Reach PoE Matrix Switcher

• 2 Kramer KT-1010 10−Inch Table Mount PoE Touch Panel Control Surface. One in each room.

• 2 Kramer TP-590T 4K60 4:2:0 HDMI Transmitter with USB, RS–232, & IR over Long– Reach HDBaseT 2.0 These will serve one input location, per room.

• 2 Kramer TP-590R 4K60 4:2:0 HDMI Receiver with USB, RS–232, & IR over Long– Reach HDBaseT 2.0

• 2 Kramer K-CamHD PTZ Web Conference Cameras, one in each room. Mounted as to provide a combination of the entire room and the approximated seated position of an audience in a meeting-type room setup.

• 2 Samsung TU7000 86” 4K LCD Flat panel displays w/ mounts (One per room)

• 2 BenQ WDC20 InstaShow S Wireless Collaboration Systems (configured as second HDMI input for each room.

• 2 BenQ InstaShow S HDMI Button Kit (One per InstaShow S)

• 1 ClearOne CONVERGE Pro2 128VT Audio DSP Mixer/VoIP/POTS conference gateway.

• 2 ClearOne BMA360 Beamforming Mic Arrays.

• 4 Pair ClearOne 910-151-001-01-1 / LS7CT Ceiling Speakers (BMA360 driven, 2 pair, each room)

• 1 ClearOne WS800 Wireless Microphone System (910-6000-801)

• 2 ClearOne 910-6003-011 Hyper-Cardi Handheld Microphones

• 1 ClearOne 910-6001-001 Tabletop/Boundary Cardioid Microphone

• 1 ClearOne 910-6004-001 Belt-pack Transmitter

• 1 ClearOne 910-6004-010 Lavalier Microphone for Belt-pack transmitter

• 1 ClearOne 910-6004-020 Head-worn Microphone for Belt-pack transmitter

• 1 TRENDnet TPE 1020WS 10-Port Gigabit Web Smart PoE+ Switch.

• Load all equipment into specified equipment rack.

• Integrate control of ALL room functions to operate via KT-1010 Control panel.

• Integrate control of each Kramer K-CamHD PTZ Web Conference Cameras for use in a Web conferencing via the Kramer KT-1010 Control panel.

• Provide a single USB connection from each K-CamHD to the input connection point on each side of the room for connection to a user’s laptop as Web Client source.

• Provide a mixer page on controller panels for all audio functions.

• Include a privacy mute button on all operational pages of control panel.

• Integrate new Beamforming microphones (one per room) into ClearOne DSP and configure BMA lobes for optimal performance.

• Integrate 2 pairs of LS7CT speakers into each side of the room utilizing amplifier in BMA 360s.

• Provide a post mixed audio line-level input for each side of the room from the ClearOne DSP to the Kramer KCamHD in each side of the room for use as the audio input for PC client-based conferencing.

• Integrate off-network Web Connectivity solution for maintenance and diagnostics.

(BLM Provided)

• Integrate BLM-specified end-user connectivity solution (Wall Plates)

5.1 STANDARD OF INSTALLATION

• All installation will adhere to the BLM Audiovisual and Collaboration Equipment Systems Standards document (6/1/2022), which is attached as an addendum to this document.

• Connect all HDMI inputs using HDBaseT.

• Connect all control circuits using RS-232 or RS-485 serial connections.

• All cabling within open ceiling spaces will be plenum-rated, per codes.

• All connections will be made with industry standard cabling and connectors.

• Input connections (tabletop or wall mounted) will be specified by, and at locations selected by, the Bureau of Land Management.

• All powered equipment will be connected to Commercial-grade Surge Protective

Devices.

• All audiovisual equipment will be installed into a lockable rack.

• Program the Master Room controller as well as all ancillary devices (including

ClearOne equipment) to provide functionality set forth within this Statement of Work.

• User interface will be an intuitive and easy to use graphical interface using the

Kramer KT Series of touch panels specified in this Statement of Work. Ownership of all project programing will transfer to the Bureau of Land Management, Division of Information Resource Management, upon completion of the project.

• Touchscreen control surface to include master room volume control and privacy mute.

• Touchscreen control surface to include pages for all room functions as well as, audio conferencing, audio input level control by channel, audio output level control by channel and DVD player control.

• A representative of the Bureau of Land Management, Division of Information Resource Management, will connect the CONVERGE Pro2 128V unit to the BLM voice network as well as program VoIP and network parameters on the unit.

• Configure ClearOne DSP using best practices for gating and echo cancellation.

• Integrate all Audio/Visual equipment to run on a private closed-access network which will not integrate with the Local Area Network within the facility. BLM will provide an alternative portal for Internet connectivity to the Room Controller using standalone cellular equipment.

• Provide any and all passwords, PIN codes or security parameters set on all equipment.

• Thoroughly test system and provide test results to the Bureau of Land Management, Division of Information Resource Management, upon completion of the project.

• Provide overview training and a functional demonstration to representatives of the Bureau of Land Management.

6 DELIVERABLES

Integrated Audio/Visual system to be installed and programmed per BLM specifications. Deliverables are the ability to perform the following functionality:

• Ability to connect to the system via HDMI inputs and present locally from a laptop or other video input device.

• Ability to Audio Conference using all available audio input sources in either room, separate or combined.

• Ability to conference via PC-based client using the KCam and a single USB input from a user’s laptop along with the video output from the laptop displayed as desired through one of the HDMI system inputs. (Microsoft Teams, Zoom or similar)

• Ability to directly connect and display an auxiliary HDMI device located in the AV Room. (HDMI enabled DVD player, or similar)

• ClearOne DSP configured to feed audio into and out of web conferencing and audio conferencing as well as to provide room sound reinforcement. Both simultaneously or separately, in any room configuration.

• ClearOne DSP configured for echo and feedback cancelling and level control per industry standards and verified on all available platforms.

• Overhead speakers connected and integrated.

• Connectivity from the system to the off-network web access portal for updates, troubleshooting and remote management.

13 VENDOR RESPONSIBILITIES

• Contractor will install a managed Audio/Visual system as specified using the

Standard of Installation listed within this document.

• Contractor will provide all hardware, wire and cable, connectors, safety equipment, ladders and/or scaffolding and tools to perform the project as designed.

• Contractor will not connect any component of the project to the BLM network.

14 CLIENT RESPONSIBILITIES

• BLM ensure that areas are free of clutter and will allow for safe installation of wiring and hardware.

• BLM will ensure that power outlets are in the areas where equipment is to be located.

• BLM will ensure that Guest Internet access is provided for the installation crew and engineering staff.

• BLM DIRM will configure conferencing equipment for VoIP connectivity, as well as the off-network management portal.

15 PROJECT RISKS

Based on previous installations across the Bureau, the risks involved from a technical standpoint are negligible.

The area of the facility where the project is to take place is somewhat removed from the office space, however disruptions to the daily routines of office personnel could occur for the duration of the project.

16 ASSUMPTIONS

Availability of and access to the facility, to perform the project.

Availability of BLM staff on hand to supervise and approve the project.

17 COMPLETION CRITERIA

• Verification of completed wiring test reports

• Verification that all Deliverables set forth in this document are satisfied.

• Training is completed.

• Transfer of programming code to the BLM.

18 CHANGE CONTROL PROCEDURE

Changes to this Statement must be provided in writing and/or via BLM email to Paul Hansen (phansen@blm.gov), no later than 10 working days prior to the commencement of the project.

19 CONTRACT TYPE AND INVOICE PROCEDURES

This is a Fixed Price type of contract.

Invoices will be paid in installments. One at the satisfactory completion and BLM acceptance of the system programming, and one upon completion.

Bureau of Land Management Audiovisual and Collaboration Systems Standards v1.5 – Effective June 1, 2022

• The Systems Engineering branch of the Division of Information Resource Management will be notified PRIOR to the procurement, acquisition, or installation of Audiovisual and/or collaboration equipment that is sourced individually, without collaboration with the Bureau Audiovisual Engineering staff.

• All Audiovisual and Collaboration equipment shall conform to the current Bureau approved hardware list.

• All Audiovisual and Collaboration equipment shall conform to the current Bureau approved Standard of Installation discipline outlined in this document.

• All Audiovisual and Collaboration system design shall conform to ANSI/INFOCOMM 2M-2010 Standard Guide for Audiovisual Systems Design and Coordination Processes.

• All Audiovisual and Collaboration Systems will be tested and conform to the specifications of

ANSI/INFOCOMM 10:2013.

• Costs for remote connectivity to systems for on-going maintenance and troubleshooting of equipment will be the responsibility of the facility or State office having oversight of the facility.

Standard of installation:

• Integrate all networked Audio/Visual equipment to run on a private closed access network which will not integrate in any way, logically or physically, with the Local Area Network within the facility, either wired or Wi-Fi. BLM will provide Internet connectivity options to the Room Controller or Brain using standalone cellular equipment.

• All hardware that requires connection to Government computers, will utilize Device Drivers that are native to Microsoft Windows 10 (or greater), which will not require elevated User privileges for installation.

• Any display which is capable of Internet connectivity via wired or wireless connection for “Smart” Display capability will be capable of having those settings disabled and locked down.

Settings must be secured with a PIN or Passcode, which will be provided to the Bureau of Land Management, Division of Information Resource Management, upon completion of the project.

• Input connectivity (wall plates, floor box and/or tabletop) will be at locations selected by the Bureau of Land Management.

• Configuration of input connectivity hardware will be specified by the Bureau of Land Management.

• All cabling within open ceiling spaces will be plenum-rated, per codes.

• All powered equipment will be connected to Surge Protective Devices which meet or exceed the

UL 1449 3rd Edition standard.

• Connect all displays using HDBaseT whenever possible.

• Connect all system control circuits using IR-Blast, RS-232 or RS-485 serial connections. No vendor or equipment specific control protocols will be allowed.

• All hardware will be enclosed on a lockable rack. Either floor or wall mounted.

• Program the Master Room controller as well as all ancillary devices (including ClearOne equipment) to provide functionality set forth within the project-specific Statement of Work.
