The MSP Airwing Unit currently uses Traxxall Aircraft Maintenance Tracking Software to manage its helicopter and airplane fleet, including aircraft maintenance tracking, parts inventory management, and regulatory compliance monitoring. The Department is seeking responses from other interested and qualified vendors regarding their capability to provide the same or comparable products or services. All interested vendors, excluding the current offeror, must submit responses via COMMBUYS no later than October 9, 2026 at 3:00 PM EST. The contract term would be 12 months, with the option for a second year to be determined through a Request for Quotes on OSD Statewide Contract ITS86 or through a competitive Request for Response process.
The estimated contract value is approximately $49,614 based on a two-year quote from Traxxall Technologies LLC. The Department will evaluate all vendor responses and make a best value determination, with potential outcomes including acceptance of the original offeror's proposal, rejection in favor of a competing vendor, acceptance of multiple vendors offering similar value, or cancellation of the Notice of Intent to proceed with a competitive procurement process. All responding vendors must register in COMMBUYS and submit required documentation including evidence of qualifications, pricing options, and completed standard forms such as Commonwealth IT Terms & Conditions, W-9 forms, and authorization for electronic funds transfer.
