The system is designed to maintain a primary fixed point for high-accuracy Platinum Resistance Thermometer (SPRT) calibrations using existing Jarrett A11 Triple Point of Water cells. The contractor must deliver a complete system capable of realizing the triple point of water at 0.01°C with temperature stability of at least ±0.002°C or better over a 24-hour period. The system shall simultaneously house, maintain, and provide access to four Jarrett A11 Triple Point of Water cells and preserve the ice mantle for a minimum of six weeks without user intervention.
The system must feature a digital display showing critical control and measurement parameters with high contrast and easy readability, distinguishing between set points and actual measured quantities, with front panel controls or touchscreen providing access to all functions. Environmental operating conditions are 60 to 90°F and 10 to 90% RH non-condensing. AC power requirements are 110 VAC at 50/60 Hz with user-serviceable fuses and electrical safety documentation citing UL, ANSI, or equivalent United States Standards. The contractor shall provide a comprehensive operator's manual including individual component listings with OEM names and part numbers, alignment procedures for temperature sensors, and preventative maintenance inspection procedures. A one-year warranty and technical support from delivery are required. Deliverables include complete user and service manuals with calibration procedures on CD/DVD-ROM in Indexed Portable Document Format (iPDF) complying with DID DI-TMSS-80527D, and a Technical Data Package with engineering design data and product drawings complying with DID DI-SESS-80776B and DD Form 1423. Final system acceptance shall occur at a government-specified destination with testing performed using equipment with first-echelon certification traceable to NIST or other AFMETCAL-approved sources.

PURCHASE DESCRIPTION
FOR
AFPSL Triple Point of Water Maintenance System
1.0 SCOPE: The Triple Point of Water Maintenance System (System) will have part number ITL-M-
18233 and be used with existing AFPSL triple point of water cells to maintain a primary fixed point to enable high accuracy SPRT calibrations.
2.0 PERFORMANCE REQUIREMENTS:
2.1 Operations: The System shall be part number ITL-M-18233. It shall be able to realize the triple point of water for the calibration of Platinum Resistance Thermometers.
2.2 Temperature Stability: The System shall automatically maintain the triple point of water temperature of 0.01 °C with a stability of at least ±0.002 °C or better over a 24-hour period.
2.3 Cell Capacity: The System shall be capable of housing, maintaining, and providing access to four (4) Jarrett A11 Triple Point of Water cells simultaneously.
2.4 Long-Term Maintenance: The system must be designed to preserve the ice mantle of a triple point of water cell for a minimum of six (6) weeks without user intervention.
2.5 Units: The System shall be able to display and operate with at least the following engineering units:
2.5.1 Temperature: °C
3.0 FUNCTIONAL REQUIREMENTS:
3.1 Display: The screen shall display all critical control and measurement parameters that are essential to the operation of the System. The display shall utilize easily-read fonts on a screen with high contrast between characters and background. Each parameter on the screen shall be easily identified and read. The display shall distinguish between ‘set points’ and ‘actual’ measured quantities. It shall be a digital display.
3.2 Front Panel Operation: The System shall have controls or a touch screen on the front panel of the unit which shall provide access to all functions of the unit.
4.0 MECHANICAL & PHYSICAL REQUIREMENTS:
4.1 Environmental Requirements: The System shall be able to operate and be stored in the following environmental conditions without loss of required performance:
4.1.1 Temperature: 60 to 90 °F
4.1.2 Humidity: 10 to 90 %RH Non-condensing
4.2 Special Hardware/ Software/Licenses Requirements: Any special equipment, fixtures, tools, standards, etc., required to meet the requirements of this purchase description and not common to a secondary calibration laboratory must be supplied with the System. Units that fail calibration and are recommended for alignment or adjustment, either manually or using automated alignment/adjustment software, shall include any special hardware, software, and software licenses needed to perform the alignment/adjustment process.
4.3 Construction: The System shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be the contractor’s responsibility to assure the government that such design objectives as reliability, accuracy of operation, maintainability and ease of operation have been given due consideration in the manufacture of this equipment. All parts such as shafts, bearings, regulators, switches, controls, connectors, etc., shall have proper clearance and adjustments. They shall work together so that the equipment shall supply the rated requirements without unnecessary strains, vibrations, and overheating.
They shall be able to withstand the conditions met in shipping, storage, installation, and services. All materials and parts of this equipment shall be capable of withstanding environmental testing requirements of this specification.
4.4 Individual Unique Identifier Designation: The System shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow Item Identification and Valuation requirements as stated in the contract.
4.5 AC Power Rating: The power required to operate the System shall be 110 VAC at 50/60 Hz.
4.6 Electrical Protection: The System shall have a fuse or circuit breaker to protect it in the event of excessive current of AC power. The AC line power fuses shall be user serviceable without removing any covers /panels or voiding a manufacturer’s service warranty.
4.6.1 Electrical Safety: Documentation shall be provided to support the means by which electrical safety considerations have been addressed. The safety of all personnel will be ensured in conductive or nonconductive contact with the outside of the equipment and during the changing of the fuse. Safety shall be ensured with the power to the system and its components are turned on. This documentation shall consist of a minimum of a citation of a UL or ANSI identified standard or equivalent United States Standard to which the equipment conforms.
4.7 Additional Hardware: Additional hardware required to make this system function as identified by this purchase description shall be required.
5.0 OPERATOR’S MANUAL: Manual shall include the following:
5.1 Individual Component Listings: The manual shall list the individual components which includes OEM manufacturer’s name, and OEM part number. If applicable, include component range and uncertainty.
