Solicitation W91QF026QA001 DES Explosive/Utility K-9 FY26-31

PRODUCT DESCRIPTION

1. The contractor shall provide a utility/explosive detection canine capable of supporting an installation-wide detection and deterrence program. The canine shall be trained for the functional responsibilities to include conducting vehicle inspections for force protection purposes at installation access points, conducting detection sweeps for explosives at designated areas, providing canine support for VIP missions, clearing unaccompanied vehicles, packages, and items discovered on or adjacent to Carlisle Barracks property, and periodically conducting roving patrols for deterrence purposes.

2. The canine unit will augment the Carlisle Barracks Police Department and security forces and be available for use by the Directorate of Emergency Services. When available, the canine can be used to assist the South-Central Task Force within its area of responsibility which includes Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon, Perry and York counties of Pennsylvania. All other areas outside these listed counties require contractor approval.

3. The contractor shall provide a trained utility/explosive detection canine that is designated solely for use by the US Army Carlisle Barracks. The designated canine shall be trained and certified in accordance with standards set forth by the North American Police Work Dog Association (NAPWDA) and the Department of the Army, annually. The contractor shall provide a 10-week initial handler training which will include imprinting, practical exercises, and upon successful completion, certification of those standards set-forth by the NAPWDA and those standards which may be required completed under the Department of the Army standards. This 10-week initial handler program is required for each canine brought into service at the US Army Carlisle Barracks.

4. The Government will provide a certified dog handler to train and handle the utility/explosive detection canine provided. The Government will provide a vehicle to transport the utility/explosive detection canine to and from the contractor’s location, where the canine will be housed. The contractor shall replace the canine if it is not able to pass the required annual recertification by the Department of the Army.

5. The canine shall have an effective life use for up to eight years and shall be available for pickup by a Government trained handler on a 24 hour/7 day a week basis. The canine may be used on fixed posts, building searches, unaccompanied package assessment, motor patrol, and/or foot patrol.

6. The contractor shall provide all necessary supplies, equipment, explosive training aids, veterinary care, kenneling, dog food, and services for the canine provided under this contract that are not identified to be provided by the Government. The contractor’s facilities to kennel the canine shall be within a 10-mile radius of the US Army Carlisle Barracks. The contractor shall provide 16 hours of documented in-service training each month. The canine shall be available for use on all Government recognized holidays.

Reference DFARS 252.237-7023 -- The Government has identified all of the contractor services performed under this contract as essential contractor services in support of mission-essential functions.
