About this file

This is Solicitation Addendum No. 1 for Request for Proposal (RFP) PCS21-005RFP issued by Portland Community College's Financial Services Procurement and Contract Services division. The addendum modifies the original RFP for a Bond Advertising Agency contract. The College is seeking an advertising agency to support a bond campaign scheduled to run from July 2022 through December 2022. The scope of work requires the contractor to collaborate with the College Marketing Director and bond consultant (Strategies 360's Oregon division) to develop a creative brief that will guide advertising development, with the College handling actual ad creation. The RFP closing date remains August 3, 2021, at 2:00 PM Pacific Time. No site visits or bidder's conference details are specified in this addendum document.

The addendum clarifies that Portland Community College does not currently have an agency of record and will work primarily with the College Marketing Director as the point of contact. While Oregon location or employee presence is not required, demonstrated knowledge of and relationships with local media will be considered in evaluation. Pricing proposals should reflect the actual cost of work to be performed, with bidders able to list multiple individuals performing each function with corresponding hourly rates; the addendum does not prescribe a cost range or require a specific total contract value. The addendum addresses key personnel requirements, pricing schedule format, and attachment submission specifications, and acknowledges that the contractor must formally acknowledge receipt of this addendum on the Proposer Certification Form or face potential proposal rejection.
