About this file

This is a Notice of Intent (NOI) for a special notice solicitation issued by the National Institutes of Health National Human Genome Research Institute (NHGRI) under solicitation number NHGRI-09000. The acquisition seeks consumables and reagents necessary for processing 650 plasma exosomal RNA samples for next-generation sequencing analysis. The Center for Research on Genomics and Global Health will utilize these materials to investigate the pathophysiology of cardiometabolic diseases and associated traits across diverse populations through molecular biology techniques.

The required consumables and reagents are specified to be supplied by New England Biolabs (NEB), as these products are essential for generating necessary sequencing products compatible with the Illumina platform, which is the sequencing system currently available to NHGRI investigators through the supporting core laboratory. The project aims to characterize gene expression profiles of plasma exosomes, which are implicated in multiple diseases, with the goal of elucidating disease mechanisms and facilitating discovery of novel biomarkers through molecular analysis of plasma collected via minimally invasive methods.

Notice of Intent to Sole Source for Transcriptomic Characterization of Plasma Exosomes.

(NHGRI-09000)

The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to New England Biolabs, Inc. UEI is EDKJNT8DADG8.

In accordance with FAR Part 6.302-1, New England Biolabs, Inc., the Contractor is the only known responsible source who can provide the item that meets our standards. No other source has been identified who can provide the requirement listed below.

The primary purpose of this acquisition is to obtain consumables and reagents essential for processing 650 plasma exosomal RNA samples for next generation sequencing. The Center for Research on Genomics and Global employs various molecular biology techniques to investigate the pathophysiology of cardiometabolic diseases and associated traits across diverse populations. This project aims to characterize the gene expression profile of plasma exosomes, which are implicated in several diseases. Plasma, a biological fluid collected via minimally invasive methods, serves as an indicator of health and disease status. Molecular analysis of plasma may further elucidate disease mechanisms and facilitate the discovery of novel biomarkers. Consumables and reagents supplied by New England Biolabs (NEB) are utilized in generating all necessary products for sequencing on the Illumina platform, the system currently available to NHGRI investigators through the core laboratory supporting this ongoing project.

All travel, labor, materials, and related charges shall be included in the purchase order price.

This notice is not a request for competitive quotes. New England Biolabs, Inc. is the only known responsible source that can provide the item that meets our standards. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
