Question and Answers #1:
Solicitation: TEFL PC-17-Q-047
1. In the first paragraph it states that there are approximately 2400 volunteers annually in the program, but it does not state approximately how many new volunteers would we have to review as hire trainer credentials in the first six months of the contract for which you allow (6) hours annually?
• There may be two questions here. Review of trainer credentials is done through a survey conducted by Peace Corps (PC) staff, and if more follow-up is needed for a particular staff member, that follow-up is conducted by PC HQ staff (in consultation with the field) and the contractor is only consulted in situations which fall outside established guidelines.
o Example – Under the current contract, out of 120 staff members only seven required contractor review.
• Regarding assessment of Volunteer success in training and progress in teaching competency, we are currently carrying out the TEFL Certificate program in 12 posts with a total of about 750 Volunteers. Under the current contract, PC annually sends a compilation of Volunteer results on training assignments and on our teaching observation tool results by Peace Corps post. If the contractor sees any possible concerns in the data, PC will provide additional information when requested.
2. There are (8) hours per year dedicated to the promotion of the TEFL Certificate which I find very low. A more accurate average would be (1) hour a week which would equal (4) hours a month that would yield 48 hours a year.
• The Peace Corps TEFL Certificate staff manages most of the promotion of the Certificate. The current contractor promotes the Certificate on their website, in their quarterly newsletter and through handouts at exhibitions.
3. Are these hourly estimates fixed?
• The hours provided are est (some maybe a little lower, some maybe a little higher. But with years of historic data, the numbers are close approximate in hours. The invoice will be Firm-Fixed Monthly charges. The contract will not be paid hourly.
4. If we were to work with a team, for example, (3) experts, for some tasks would we be able to multiply the time allotted for each of the experts? In other words, if you have allotted (6) hours to a task, but I have the input of (3) different experts, therefore the sum total for that task is really (18).
• Under previous contracts, PC has one point of contact; if the contractor occasionally calls in one of their sub-contractors, with expertise in assessment of student teachers, that is an internal matter for that contractor.
5. Is this a new requirement, or is there an incumbent who has already done so?
• This is an existing contract. The current vendor is: TESOL. Contract Number: PC-12-8-018
6. If there is an incumbent, how much was he paid for the previous contract?
• Any additional information regarding the current contract will need to be requested through a FOIA. https://cwppc.secureprtportal.com/ https://cwppc.secureprtportal.com/
