PC-16-R-002
Peace Corps Mozambique Literacy Training and Evaluation Services
1. Is this a follow-on requirement? Is there an incumbent contractor for this requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
Answer: The requirement under this solicitation is similar, but substantially different from a previously-awarded agreement that was issued at Post in Mozambique.
2. Ref: Pg. 4, B.2 #2 Supplies and training/workshop costs should include any office supplies, conference supplies, and equipment, a computer, power point projector, etc. Does the addition of the power point projector in this language mean that a projector will not be provided at the TOT site? Peace Corps is said to provide the venue. We would like to clarify that the (contractor) is not responsible for a projector as this is seen as a venue cost.
Answer: Due to the realities in Mozambique, Peace Corps cannot guarantee that the selected conference venue for the TOT will have a functioning Power Point Projector available. Therefore, this equipment is included in the required supplies/equipment list to be provided by the Contractor.
3. Regarding the requested payment schedule based on activity deliverables on page 5, item iii. A proposed timeline to conduct technical support site visits to each CLP is requested. Is the requirement to give a site-to-site detailed daily plan, or estimated date range that site visits would occur?
Answer: An estimated date range that site visits would occur.
4. In regards to the Contractor Quality Assurance Surveillance Plan (QASP)…
a) Does Peace Corps have a template or guideline for the information that Peace Corps would like to be included in this document?
Answer: Per Federal Acquisition Regulations (FAR) subpart 37.604 -- Quality Assurance Surveillance Plans, Peace Corps is requiring offerors under this solicitation to submit a proposed QASP for the Peace Corps’ consideration in development of the plan. Guidance regarding what must be included in a QASP can be found in FAR subpart 46.4 -- Government Contract Quality Assurance.
b) Is the document to be included in the PWS or added as an attachment or amendment?
Answer: Please include the QASP in the proposed PWS.
