Request for Quote (RFQ) PC-16-Q-102 Role Based Information Security Awareness Training
Date of issuance: September 13, 2016
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This synopsis/solicitation is issued for commercial services in accordance with FAR Part 13—Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89 effective August 15, 2016. The solicitation number is PC-16-Q-102. The applicable North American Industrial Classification System (NAICS) for this requirement is 611430 with a size standard of $11.0 Mil.
This acquisition is UNRESTRICTED.
This RFQ is being solicited to provide the Office of the Chief Information Officer (OCIO) with Role Based Security Awareness Training. The Peace Corps’ Office of Acquisition and Contract Management (OACM) intends to award a single firm-fixed price purchase.
SECTION 1 - SUPPLIES OR SERVICES AND ESTIMATED PRICES
1.1 CONTRACT TYPE
The Peace Corps contemplates awarding a single firm-fixed price Purchase Order.
SECTION 2 - Description/Specifications
2.1. Scope/Purpose:
The Office of the Chief Information Officer (OCIO) has a requirement for online role based security awareness training. In order to comply with federal guidelines specified in NIST Special Publication 800-53 Revision 4 control AT-3 “Role-based Security Training”. Peace Corps is responsible for providing role-based security training to personnel with assigned security roles and responsibilities.
2.2. Background:
Peace Corps’ previous role based information security awareness training, which while technically correct and functional, did not provide much needed flexibility in operation and control of the product. Peace Corps is also looking to improve the overall end user experience of the role based information security awareness training.

2.3. General Requirements:
The Contractor shall be responsible for providing online information security awareness training that meets all FISMA(Federal Information Security Management Act) requirements. This shall include:
• Number of user licenses – 400
• Allow Peace Corps administrator access to:
o Create other administrators o Assign classes/Shift classes o Add role based users o Modify role based users o Delete role based users o All reporting functions o Tracking
• Web-based course delivery
• Website must be available 24 by 7 to accommodate users worldwide
• Annual awareness component and initial onboarding component
• Must meet FISMA, National Institute of Standards and Technology(NIST), Office Of
Personnel Management (OPM),Health Insurance Portability and Accountability Act (HIPAA), and Federal Risk and Authorization Management Program (FedRAMP) guidelines
• Must have a testing element modifiable for Peace Corps
• Help desk support via telephone and email must be available during standard business hours
(9AM to 6:00 PM)
2.4. Course Specific Requirements:
• Role Based Information Security Awareness Training o Interactive lessons with dynamic content and knowledge checks (testing) o Allow participant to track progress o Be able to pick up and return to saved location
• Easy to use Administrator/User Dashboard o Featured Content o Reporting – Printable o Easy user registration o Email notifications o Add custom content tracking
• Modifiable Administrator content o Logo Branding o Easy to add content pages (such as Rules of Behavior) o Customized reporting o Customize content for Peace Corps
• Automated reminders and report capability for Administrators and Users
• Deploy Globally be able to accommodate different languages and cultures
• Role based training multiple role offerings o Training for IT Security Managers o Training for IT Administrators and Engineers o Training for IT Security Specialists o Training for IT System Owners
• Certificates of Completion
• The online training shall be Section 508 compliant
2.5. Period of Performance
The anticipated period of performance (POP) for this requirement is one (1) base year and up to four (4) 12-month option years, as follows:

2.6. Delivery
Product is available as an online class on demand. Individuals will take classes at their convenience, and should allow for a yearly (based on completion date) reoccurring reminder/update to retake training.
SECTION 3 – Contract Administration

3.2. Contracting Officer Responsibilities
The Contracting Officer (CO) is the only person authorized to approve changes or modify any of the requirements under this contract. In the event the Contractor effects any change at the direction of any person other than the CO, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result.
Contractual problems of any nature that may arise during the life of this contract must be handled in conformance with very specific public laws and regulations (e.g., Federal Acquisition Regulations). Only the CO is authorized to formally resolve such problems. Therefore, the TPOC and the Contractor are hereby directed to bring all such contractual problems to the immediate attention of the CO.
3.3. Interpretation of Modifications
No oral or written statement of any person and no written statement of anyone other than the CO shall modify or otherwise affect the terms or meaning of this contract. Requests for interpretations, modifications or changes must be made in writing to the CO. The TPOC can only respond (verbally or in writing) to technical matters.
3.4. Invoicing Instructions
The Contractor shall submit monthly invoices and render an electronic copy to the TPOC and:

Each invoice shall include as a minimum the following information:
(a) Name and address of the Contractor
(b) Invoice date and invoice number
(c) Peace Corps contract/order number
(d) Period of performance covered by the invoice
(e) Description, quantity, unit of measure, unit price, and extended price of supplies delivered or services performed
(f) Prompt payment discount offered, if applicable
(g) Electronic funds transfer banking information

3.5. Invoice Certification
Upon receipt of the invoices, the Peace Corps will check the invoices for correctness and appropriateness of the charges and will ensure that chargeable items appearing on the invoices have been formally accepted by the Peace Corps. In the event that the Peace Corps discovers any discrepancies in the invoice, the Peace Corps Contracting Officer and COR will, in addition to following the requirements of the Prompt Payment Act, take steps necessary to resolve the discrepancies with the Contractor.
3.6. Invoice Payment
For the purposes of this subsection, “invoice payment” is a Government disbursement of moneys to the Contractor under this ORDER for products and/or services which are formally accepted by the Government. Invoices are payable in accordance with the requirements of the Prompt Payment Act. Payment will be considered as being made on the day of the electronic funds transfer is made.
Invoices shall be submitted no more frequently than once monthly. Upon the Contractor’s submission of a proper invoice, the Government will pay 1/12th of the contract value for firm fixed priced services under the current period of performance.
3.7. Withholding of Contract Payments
Notwithstanding any other payment provision of this contract, failure of the Contractor to submit required reports when due, or failure to perform or deliver required services/supplies may result in the withholding of payments under this contract. Payments may be withheld unless such failure arises out of circumstances beyond the Contractor’s control and without fault or negligence on the part of the Contractor, as provided by the relevant contract clauses. The Peace Corps shall promptly notify the Contractor of its intention to withhold payment of any voucher or invoice in full; however, if only a portion(s) of the invoice are being withheld, then the voucher may be processed without advance notification to the Contractor to prevent delay in payment.

SECTION 4 – Special Contract Requirements
4.1. Restriction on Advertising
The Contractor shall not refer to this contract in commercial advertising or similar promotions in such a manner as to state or imply that the product or service provided is endorsed or preferred by the Peace Corps, or any other element of the Federal Government, or is considered by these entities to be superior to other products or services. Any advertisement by the Contractor shall contain the following statement: “This advertisement is neither paid for nor sponsored, in whole or in part, by any element of the United States Government.”
4.2. System Accessibility and Ease of Use
Section 508 – Electronic and Information Technology (EIT) Standards
The Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) are incorporated into, and made part of all the Peace Corps orders, solicitations and purchase orders developed to procure Electronic and Information Technology (EIT). (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

5.3. 52.217-8 -- Option to Extend Services. (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within one (1) day.
5.4. 52.217-9 -- Option to Extend the Term of the Contract. (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within one (1) day; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least five (5) days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.

Quotes shall be submitted by e-mail to Shanelle Jackson at sjackson3@peacecorps.gov no later than 12:00 pm ET on September 20, 2016.
7.1.2. Preparation of Quotes
The quote shall list the vendor’s DUNS number and the complete vendor name, address, and a point of contact with email and phone number for questions regarding the quote. Quotes shall be firm-fixed-priced. . Quotes that do not include all required documentation or reject the terms and conditions of the solicitation may be considered incomplete and may be excluded from consideration.
Issuance of this solicitation does not obligate the Peace Corps to award a contract, nor will Peace Corps pay any cost associated with the preparation or submission of Quotes.
7.2. Evaluation
The criteria identified below will serve as the standard against which the technical quote will be evaluated and identifies the significant factors which the Quoter should address in their proposals. The evaluation of the Quoter's quote shall be based upon the completeness and thoroughness of the quote submitted. The following criteria will be used to technically evaluate quotes and shall be weighted as indicated in establishing a numerical rating (maximum of 100 points obtainable) for all technical quotes submitted:

Factor 1: Statement of Understanding – _90_Point Maximum
The Quoter be evaluated based on their ability to fully describe the technical approach to meet each of the requirements specified under the description and statement of work. The quote should demonstrate a thorough understanding of the overall project and reflect in-depth knowledge and understanding of role based information security awareness training.
Factor 2: Past Performance – _10_ Point Maximum
Quoters shall provide name, title, and phone number of principal for no less than three (3) prior or current contracts/agreements for similar scoped projects performed during the previous three
(3) years. To be technically acceptable, the submitting Quoter must submit relevant and current past performance in ALL areas noted in this combined synopsis/solicitation. Please include contract/agreement number, period of performance, reference name, reference telephone number, reference e-mail, and contract/agreement information. The Government will evaluate each Quoters experience on the basis of its depth and its relevance to the work that will be required under the prospective contract.
7.3. Price Quote Evaluation
The Government will evaluate the Quoter’s price for price reasonableness and price completeness/accuracy. Price analysis will be done on the “total price” inclusive of options basis.
7.4. Basis for Award
The Government will make an award based upon best-value. An award will be made only in the event the quote is found technically acceptable; the Quoter is determined responsive and responsible in accordance with the terms and conditions of this solicitation; the proposed price is determined fair and reasonable; and the quote is the best value to the Government, price and other factors considered.
7.5. FAR 52.212-3 -- Offeror Representations and Certifications -- Commercial Items (Apr
2016)
Vendors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Apr 2016). Per 52.212-3, the vendor shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.
