About this file

This technical specification document outlines the detailed requirements for the City of Plant City's Communication Tower Electrical and Fiber Improvement project, a comprehensive infrastructure upgrade necessitated by the demolition of an existing Public Works Building that currently serves as the distribution point for the city's IT and OT fiber optic networks and electrical service to the communications tower. The project scope encompasses installation of new electrical service and standby generator for the communications tower, relocation of existing radios into a new radio cabinet, construction of new OT and IT fiber optic cabling routed through existing and new duct banks, and establishment of new telecommunications rooms in the Maintenance and Warehouse Buildings. The specification sections detail requirements across multiple divisions including sitework (excavation, backfilling, underground ducts and manholes), concrete work, and comprehensive electrical systems (general requirements, hangers and supports, raceway systems, wire and cable, identification, utility services, standby generators, grounding, telecommunications rooms, fiber optic communications cable, and electrical testing). The project timeline mandates substantial completion within 210 days from Notice to Proceed, with critical deadlines including question submission by November 3, 2025, and proposal submission by November 13, 2025. The work must maintain minimal disruption to the city's operational OT and IT networks, with any radio communication system outages not exceeding one hour and subject to close coordination with the city.

Pricing is structured on a line-item basis with six main bid items: Mobilization/Demobilization (not to exceed 10% of contract price), Bonds and Insurance, Electrical Service and Generator, Radio Cabinet and Miscellaneous Site Work at Tower, OT/IT Cabling with Duct Banks and Telecommunications Rooms, and a $10,000 Project Allowance for unanticipated costs. Contractor qualifications require minimum three years of electrical service work experience and five years of fiber optic installation experience, with skilled licensed electricians supervising work and a manufacturer-trained, factory-certified technician for generator installation and testing. The specification requires comprehensive submittals including shop drawings, installation procedures, testing protocols, and O&M manuals prior to project execution. All materials must comply with NFPA 70 (National Electrical Code), relevant ASTM standards, and local code requirements, with equipment listing by Underwriters Laboratory, Factory Mutual approval, or ETL certification. Testing requirements include field inspection and certification of all electrical systems, insulation resistance measurements, ground resistance testing, fiber optic cable OTDR testing (with connector losses not exceeding 0.75 dB and attenuation not exceeding 3.0 dB/km for OM3 cable), and load bank testing of the generator. Liquidated damages are assessed at $500 per day for failure to achieve substantial completion, and the project includes a one-week testing period for temporary radio communications systems before severing existing fiber optic cabling.

Stagger the joints of the conduits by rows and layers to provide a duct bank line having the maximum strength. During construction, protect partially completed duct bank lines from the entrance of debris such as mud, sand, and dirt by means of suitable conduit plugs. As each section of a duct bank line is completed from manhole to manhole, from manhole to building or structure and/or from handhole to handhole, draw a testing mandrel not less than 12 inches long with a diameter 1/4 inch less than the size of the conduit, through each conduit, after which draw a brush having the diameter of the duct bank and stiff bristles through until the conduit is clear of particles of earth, sand, and/or gravel;

immediately install conduit plugs. Provide a plastic pull rope, having a minimum of 3 additional feet at each end, in telephone and spare duct banks.

E. Separator Installation: Space separators close enough to prevent sagging and deforming of ducts and secure separators to earth and to ducts to prevent floating during concreting. Stagger spacers approximately 6 inches (150 mm) between tiers.

Tie entire assembly together using fabric straps; do not use tie wires or reinforcing steel that may form conductive or magnetic loops around ducts or duct groups.

F. Conform concrete to that specified in Division 3 of this Specification.

G. Duct Entrances to Manholes and Handholes: Space end bells approximately 10 inches o.c. for 5-inch ducts and vary proportionately for other duct sizes. Change from regular spacing to end-bell spacing 10 feet from the end bell without reducing duct line slope and without forming a trap in the line. Grout end bells into manhole walls from both sides to provide watertight entrances.

H. Backfilling: Provide a continuous plastic warning tape about 12 inches below the top of the trench directly over each underground duct bank. Conform concrete to that specified in Division 3 of this Contract. Progress backfilling as rapidly as the construction, testing and acceptance of the work permits.
