LABOR CATEGORIES/MINIMUM REQUIREMENTS
The personnel specified in the Staffing Plan as key personnel of the IDIQ Contract and each individual Task Order are essential to the work being performed. These key personnel shall NOT be reassigned or diverted without the written consent of the Contracting Officer. Prior to removing any of the specified individual(s) from performance of this contract, the Contractor shall provide 30 calendar days advance notification to the Contracting Officer and shall submit justification (including resumes for proposed substitution(s) in sufficient detail to permit evaluation of the impact on the Program.
All of the requirements stated below are the minimum acceptable standard for each respective labor category.
Key Personnel Labor Category Descriptions –
Enterprise Architect Lead
• EA Certification required (Federal Enterprise Architecture Certification (FEAC), The Open Group Architecture Framework (TOGAF) or other industry accepted EA certification)
• 7 years of demonstrated experience in delivering business value from an operational and actionable enterprise architecture programs and activities. Business value is defined as including performance improvement, reuse and cost efficiency
• Demonstrated experience planning and prioritizing and implementing tasks for the EA Programs and supporting other aspects of EA Program Management
• Demonstrated experience maturing EA Programs
• Experience with Federal Enterprise Architecture (FEA) framework, GAO EA Maturity
Model, OMB EA compliance requirements and Federal Segment Architecture Methodology (FSAM)
• Experience supporting different phases of the Architect-Invest-Implement performance improvement lifecycle, including understanding of the EA's role in the Investment and Implementation phases
• Strong Project management skills
• Demonstrated knowledge of the solution development lifecycle and IT system development
• Strong facilitation, presentation and communication skills
• EA Repository experience with an industry leading EA tool
Non-Key Personnel Labor Category Descriptions -
1. Enterprise Consultant Analyst
• 10 years of demonstrated knowledge with FEA framework, Collaborative Planning Methodology, solid understanding of the Reference models and how they are used
• Demonstrated knowledge providing enterprise architecture expertise and performing EA tasks for agencies
• Has 7 years of technical background in software architecture, design and development, system integration, large system lifecycle stages and their cost sources, security and network concepts. Current in a wide range of technology areas: from software development patterns and best practices to application servers, web and Extensible Markup Language (XML) technologies, data architecture, networking protocols and concepts, virtualization, cloud computing.
• Experience conducting successful segment architecture and other types of architectural analysis
• Demonstrated knowledge and experience with FEA framework, Collaborative Planning methodology, solid understanding of the FEA Reference models and how they are used
• EA Repository experience with an industry leading EA tool
• Demonstrated knowledge of the solution development lifecycle and IT system development
• Ability to facilitate workshops, elicit requirements and present meetings
2. Enterprise Architect
• Possesses 5 years of experience supporting enterprise architecture or similar projects.
• Possess strong analytical skills to assist in designing or implementing business solutions.
• Have experience and knowledge in TOGAF and/or FEA framework(s)
• Demonstrated ability to provide the following:
o Document an organization's current architecture o Identify and document requirements for architectural analysis task orders o Develop project documentation and user training materials according to client requirements o Conduct training sessions, facilitate workshops o Prepare communications materials o Work with stakeholders, both leadership and subject matter experts, to build a holistic view of the organization's strategy, processes, information, and information technology assets.
o Perform certain tasks to support program management, such as status reporting and work plan maintenance.
• Demonstrated knowledge of the solution development lifecycle and IT system
3. Business Analyst
• Possesses 5 years of experience working in enterprise architecture program areas.
• Demonstrated ability to provide the following:
o Conduct business analysis activities including leading requirements gathering, documenting, and analysis activities for all new projects. Convert business requirements into system, software, and functional requirements. Based on the baseline requirements, conduct systems analysis to assist in converting requirements into system and software designs.
o Applies strong analytical and communication skills to support enterprise architecture and IT governance teams. Business Analyst is qualified to perform such tasks as:
Provide detailed analysis of business or mission areas Assist in creation of target strategic and operational vision Create models of business and technology scenarios and assist in interpreting results Use structured problem solving frameworks to define, analyze and develop alternative solutions to business problems Perform economic analyses to assess the impact of reorganization initiatives Facilitate meeting, workshops Develop and deliver presentations.
• Demonstrated knowledge of the solution development lifecycle and IT system
4. Data Architect Lead
• Possesses 7 years of experience conducting Data Architecture, Data Modeling, such as enterprise data model, conceptual data model, Logical data model and physical data model and its related subjects
• Demonstrated ability to provide the following:
o Work with end users to gain an understanding of the information and core data concepts behind their Business.
o Work closely with end users, Business Analysts, and the Development Team to develop data models.
o Define Data and System Requirements based on Business Process and/or
Business Requirements Analysis.
o Responsible for the design and development of transactional database models for custom application development.
o Responsible for the design and development of database models for the operational data store, data warehouse, and federated databases to support Company's Enterprise Information Management Strategy.
o Work closely with Data Integration developer to define XML schema definitions.
o Provide database implementation and database administrative support for custom application development efforts.
o Perform operational data management for existing applications.
o Assist in the definition of Enterprise Data Standards
5. Senior Consultant (Infrastructure SME)
• Demonstrated 5 years of experience in IT infrastructure o Lead all phases of enterprise architecture development and implementation.
o Lead opportunity assessments and proofs-of-concept to assess the value of merging technologies.
o Collaborate with IT leadership on the development of the IT strategic plan.
o Develop high level financial and business case models to assess technologies and assist in prioritization of the IT portfolio.
o Develop strategies, road maps and business systems architectures for IT and the business.
o Develop technical and modeling standards across IT and the business.
o Provide functional expertise on projects coordinating and facilitating requirements gathering.
6. System Analyst
• Possesses 5 years of experience working in enterprise architecture program areas.
o Conduct system analysis activities including leading requirements gathering, documenting, and analysis activities for all new projects. Apply business requirements to develop system, software, and functional requirements. Based on the baseline requirements, conduct systems analysis to assist in converting requirements into solution architectures.
o Applies strong analytical and communication skills to support enterprise architecture and IT governance teams. System Analyst is qualified to perform such tasks as:
Identify, understand and plan for organizational and human impacts of planned systems, and ensure that new technical requirements are properly integrated with existing processes and skill sets.
Plan a system flow from the ground up.
Interact with internal users and customers to learn and document requirements that are then used to produce system requirements documents.
Write technical requirements from a critical phase.
Interact with designers to understand software limitations.
Use structured problem solving frameworks to define, analyze and develop alternative solutions to business problems Perform economic analyses to assess the impact of reorganization initiatives Facilitate meeting, workshops
Develop and deliver presentations.
Demonstrated knowledge of the solution development lifecycle and IT system
7. Senior Consultant (Security SME)
• Demonstrated 7 years of experience in cybersecurity and its related area.
• Experience exhibiting direct responsibility for information security architecture, design, development, implementation, and administration in private or government sectors.
• Demonstrated ability to provide the following:
o Consult business sponsors, IT peers, and Information Security management to assure application of security principles and mitigation of risk associated with new and existing technologies operating platforms and application systems.
o Design, develop, and implement security architectures that meet business requirements balancing security, cost, and user experience.
o Conduct risk assessments and recommend appropriate action.
o Assist in implementation and review of information security program strategy, policy, and processes and technologies
• Certified Information Systems Security Professional (CISSP), Certified Information
Security Manager (CISM) or equivalent Information Security Certification required.
• Advanced expertise in three or more of the following and working knowledge of at least six areas:
o Risk Management o Access control systems and methodology o Identity management and authentication systems o Directory services design o Application security and systems development life cycle o Encryption technologies o Data and systems integrity controls o Network and Internet Security o Audit and event management o Business continuity, availability and disaster recovery o Operational security controls o Vulnerability Analysis o Secure coding practices/Code review o Experience with security analysis tools and techniques (commercial and/or open source) o Technical experience in design and troubleshooting Internet services including, but not limited to, Domain Name System (DNS), Lightweight Directory Access Protocol (LDAP), File Transfer Protocol (FTP), Hypertext Transfer Protocol (HTTP) and Web services, Simple Mail Transfer Protocol (SMTP) and Post Office Protocol (POP) protocols
• Demonstrated Technical Knowledge in the following:
o Transmission Control Protocol/Internet Protocol (TCP/IP) Communications, Networking, DNS o Microsoft Windows-Server & Desktop o Linux/UNIX o Design, analysis, construction, and problem-solving o Business Continuity planning o Oracle or other Structured Query Language (SQL) database o Insurance industry o Project Management
