SERVICES AND PRICES

B-1. General Description: The Contractor shall provide the services necessary to perform the effort described in Section C, Performance Work Statement. PBGC intends to establish a single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Enterprise Architecture Support Services.

B-2. Task Orders: Task Orders (TOs) will be issued using Firm Fixed Price (FFP) or Labor Hour (LH) contract types. Issued Task Orders will be performance based.

B-3. Method of Pricing Task Orders: The offeror shall submit detailed pricing information for use in negotiating task orders under this single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Contractor shall propose fully burdened Labor Rates for the personnel necessary to perform the requirements described in the Performance Work Statement.

B-4. Minimum and Maximum Amounts:

During the contract period of performance (including any options exercised), PBGC shall place orders with the IDIQ contractor totaling a minimum of $100,000.00 over the life of the contract (including any options exercised).

The maximum IDIQ amount (the maximum ceiling) shall not exceed $20,000,000 over the life of the contract and applies to the aggregate value of all the task orders. The Government’s only Obligation is $100,000.00 to the awardee over the life of the contract.

B-5. Labor Rates:

The Contractor shall propose labor rates as identified in Section J – Attachment 4: Pricing Schedule, for the base year and option years.

For price proposal preparation purposes, offerors should use the estimated hours provided in Section J – Attachment 4: Pricing Schedule for the base year and all option years. The proposed labor rates and the estimated hours as identified in Section J -Attachment 4: Pricing Schedule of the solicitation will be part of the IDIQ Contract Award, and may further be used to determine fair and reasonableness, and price/cost analysis for issued Task Orders. The Firm Fixed Price for the Business Needs Analyses will be proposed at the Task Order (TO) Level.

Failure to provide pricing for every labor category will result in the Offeror’s proposal being deemed incomplete and the Offeror’s proposal will not be eligible for award.

The proposed prices in the Pricing Schedule in Section J will become part of the contract award and will be binding for future task order proposals (i.e. proposed Task Order hourly rates may not exceed those specified in the Pricing Schedule) for the base year and four option year periods. However, the contractor may propose lower rates at the Task Order level.

C. 1 PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Enterprise Architecture (EA) Support Services for the

Pension Benefit Guaranty Corporation

C. GENERAL: This is a non-personnel services contract which outlines the capabilities required for the acquisition of support services to the Enterprise Architecture Division (EAD) in the Office of Information Technology (OIT) at the Pension Benefit Guaranty Corporation (PBGC). The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

BACKGROUND AND PURPOSE: PBGC, a government-owned corporation, was established to develop and administer the pension plan termination insurance program for certain defined benefit pension plans provided by Title IV of the Employee Retirement Income Security Act (ERISA) of 1974. It currently protects the pensions of nearly 44 million American workers and retirees in 30,330 private single-employer and multiemployer pension plans. PBGC operations are financed by insurance premiums set by Congress and paid by sponsors of defined benefit plans, investment income, assets from pension plans trusteed by PBGC, and recoveries from the companies formerly responsible for the plans.

The PBGC has a requirement to create integrated, unified and comprehensive enterprise architecture program and associated management processes (e.g., architecture governance, communications, toolset management, integration with other planning offices, etc.). In maturing the EA program, PBGC’s approach of Architect, Invest and Implement will be used to ensure mission performance within the PBGC business areas including the effective and efficient alignment of PBGC’s information technology (IT) resources with its strategic business objectives.

1. DEFINITIONS AND ACRONYMS:

1.1 DEFINITIONS:

1.1.1 AS-IS. A condition or state of existing circumstance.

1.1.2 CONTRACTOR. The term as used in this contract refers to the prime.

1.1.3 CONTRACTING OFFICER (CO). A person with authority to enter into, administer, or terminate contracts, and make related determinations and findings on behalf of the Government.

Note: The only individual who can legally bind the Government.

1.1.4 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.

Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

1.1.5 PHYSICAL SECURITY. Actions that prevent the loss or damage of government property.

1.1.6 TASK ORDER (TO). An order for services placed against an established contract. Individual order(s) will be issued when PBGC requires contractor support to complete requested task IAW the PWS.

1.1.7 QUALITY ASSURANCE (QA). The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards in accordance with (IAW) the PWS.

1.1.8 QUALITY CONTROL (QC). All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

1.1.9 WORK DAY. The number of hours per day the Contractor provides services.

1.1.10 WORK WEEK. Is defined as Monday through Friday (dependent on workload and mobilization requirements).

2. SPECIFIC REQUIREMENTS OR TASKS: The Contractor shall provide qualified personnel and services, materials, equipment, supplies and facilities necessary to ensure technical and subject matter expertise for continued maintenance and refinement of PBGC EA capabilities for Architect, Invest and Implement. The comprehensive EA program support involves providing EA services throughout the Office of Management and Budget’s (OMB) performance improvement lifecycle of Architect, Invest, and Implement.

The IDIQ Contract shall comprise of both Business Needs Analyses (Firm Fixed Price – FFP) Task Orders and Operations and Maintenance Requirements (Time and Materials) Task Orders.

The Contractor shall provide the following requirements in accordance with Attachment 2 Business Needs Analysis Standard and Methodologies.

2.1.2.2 Provide services on market research and analysis to support business, IT program and project managers including but not limited to:

2.1.2.2.1 Analysis on Return on Investment (ROI) and technology for Commercial off the shelf / Government off the shelf (COTS/GOTS) solution, Hybrid solution and Status Quo solution.

2.1.2.2.2 Provide communication, facilitation, subject matter expertise and best practices to support PBGC’s mission.

2.1.3 CIO Initiatives

The Contractor shall provide the following services but not limited to these support areas and activities:

2.1.3.1 Any CIO initiative that requires EA to conduct analysis, assessment, planning, etc.

2.1.3.2 Inspector General (IG) findings that require EA to support analysis, assessment, planning, etc.

2.1.3.3 Support development of training and implementation of deliverables, and the implementation of modified processes.

2.1.4 Federal Government Mandates

The Contractor shall provide support to meet any changes in OMB or Statutory requirements that fall within the EA domain.

2.1.5 Other Possible IT Technical or Business Process Assessments:

2.1.5.1 Analysis for enterprise initiatives that impact more than one area (business or solution)

2.1.5.2 Technical reengineering efforts on PBGC solutions.

2.1.5.3 Conduct evaluations and assessment of emerging technologies, federal initiatives and do impact analysis of such technologies on PBGC’s current solutions.

2.2 Activities of Analyses, Assessment or Initiatives:

At the Task Order (TO) Level, the Contractor shall provide the following, but not limited to:

2.2.1 Kickoff the project.

2.2.2 Collect existing information/data/documentation and conduct Subject Matter Expert (SME) interviews to obtain all stakeholders’ concerns, pain points, suggestions, etc., to perform “AS-IS” research and deliver a Baseline Report.

2.2.3 Conduct and facilitate all necessary activities.

2.2.4 Perform research in order to deliver a Recommendation Report for the Target state as well as a Gap Analysis, Road Map, Transition Plan, etc.

2.2.5 Provide executive briefing(s) and deliver final report/document for the task.

2.2.6 Close out project and task. The project/task shall conform to PBGC standards and PBGC Enterprise Architecture capabilities for Architect, Invest and implement.

2.3 O&M - Enterprise Architecture Program Support:

The Contractor shall provide the following services but not limited to these support areas and activities:

2.4.8 EA Tool Support - A key component of the EA Program includes the creation and maintenance of an EA Tool designed to facilitate the development, revision, and use of EA artifacts across the PBGC. EAD has not yet selected a COTS EA tool. It is anticipated that it will be a tool known in the industry. The PBGC EA Tool is intended for use by enterprise architects, program managers and business and managers across the PBGC. The primary system users will be the Chief Enterprise Architect (CEA), EAD and members of OIT staff.

2.5 SECURITY REQUIREMENTS: The Contractor shall be responsible for the security of all PBGC information observed during the period of performance.

2.5.1 Neither the Contractor nor any of its contract service providers shall disclose or cause to disseminate any information concerning PBGC operations or activities. Such action(s) could result in violation of the contract and possible legal actions.

2.5.2 All inquiries, comments or complaints arising from any matter observed, experienced, or learned of as a result of or in connection with the performance of this contract, the resolution of which may require the dissemination of official information, shall be directed to the contracting officer representative (COR) and the contracting officer (CO).

2.5.3 The Contractor shall only conduct business with designated government and support personnel listed as points of contact (POCs). Names of authorized personnel will be provided to

the Contractor by the Government / CO, in writing, and updated as necessary throughout the contract period.

2.5.4 U.S. Government records, copies of original results and reports, verified original data, corrected data, and corrected supporting final reports are maintained by the Contractor, but remain the property of the U.S. Government. These files/results must be surrendered to the COR.

2.6 PERFORMANCE QUALITY: The Contractor shall establish and maintain a Quality Control Plan (QCP) that shall ensure the requirements of the contract are provided as specified in the PWS.

Within thirty calendar days after contract award, 1 copy of a comprehensive written QCP shall be submitted to the COR and within 5 working days when changes are made thereafter.

At the TO Level, the Contractor is encouraged to consider and recommend different or additional deliverables based on their expertise in Enterprise Architecture and Program Management and in coordination with the Chief Enterprise Architect and EAD staff. Final deliverables shall meet the requirements IAW the Performance Requirements Summary (PRS). All documents will be submitted to the CO through the COR.

3.1 DELIVERABLES QUALITY AND ACCEPTANCE CRITERIA: Deliverable acceptance criteria for each TO are, at a minimum, as described below:

3.1.1 Timeliness: Deliverables are submitted in a timely manner as requested by the Government.

3.1.2 Accuracy: Deliverables are accurate in technical content and adhere to accepted elements of style.

3.1.3 Clarity: Deliverables are clear and concise; engineering or software development terms are used as appropriate; diagrams are easy to understand and relevant to the supporting narrative.

3.1.4 Specification Validity: All deliverables satisfy the Government's requirements specified herein, including performance metrics, where applicable.

3.1.5 Completeness: Deliverables are submitted with all the required information.

4. GOVERNMENT FURNISHED RESOURCES:

At the TO Level, PBGC will furnish an initial briefing to appropriate contractor personnel in order to provide background on specific corporation policies and procedures. The briefing will be conducted by qualified PBGC staff members (CO and COR) who will also be available to the Contractor on an ongoing basis for consultation and guidance as needed. The initial briefing will be held at the Government site. The briefing will be conducted following award of each TO.

PBGC will furnish, at the COR's discretion, and to the extent available, copies of regulations, procedures, policies, other materials, administrative support and/or equipment necessary for the contractor to perform the work required in the TO’s.

5. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP):

The Government intends to utilize a Quality Assurance Surveillance Plan (QASP) to monitor the quality of the Contractor’s performance under each TO. The oversight provided for in each respective TO and in the QASP will help to ensure that service levels reach and maintain the required levels throughout the TO period of performance. Further, each QASP will provide the Government with a way to track performance and will provide verifiable input to the Program Office. The QASP shall be provided as Attachment 1 for each subsequent TO PWS. The QASP is a living document and may be unilaterally updated by the Government as necessary.

CONTRACT ADMINISTRATION DATA

G. 1 ORDERING PROCEDURES

ORDERING PROCEDURES

G1. Individual Firm Fixed Price or Labor Hour Task Orders will be awarded under this single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Individual orders shall clearly describe all services to be performed or supplies to be delivered so the full cost or price for the performance of the work can be established when the order is placed. Orders shall be within the scope, issued within the period of performance, and be within the maximum value of the contract.

G2.The issued Task Orders (TO) will be Performance Based. The TO Performance Work Statement (PWS) developed by the government will define the effort to be performed and will be in scope of this Contract. The TO PWS will include relevant background information, task objective, description of the work, delivery and performance schedule, and place of performance. Any special requirements, government furnished materials, and travel will be identified. The contractor will be required to submit technical and price proposals by the date required by the government. The due date will ordinarily be 7 days from date of request. However, the due date may vary depending on the circumstances of each Task Order. The complexity and cost/price of the Task Order will determine the technical and price proposal submission. Electronic transmittal of Task Order requests, and submissions, or other forms of communications may be used.

G3. Technical proposals submitted will include offeror’s understanding of the work, a detailed work plan, proposed delivery schedule, any special assumptions and a breakout of hours by service and labor category must be included to include resumes of personnel performing under the task order submission.

Price proposals must be submitted for each task order request, and must be in sufficient detail to facilitate an audit if deemed necessary. The price proposal must include the following information:

G. 3 PBGC 52.201-7000 CONTRACTING OFFICER'S REPRESENTATIVE (JAN 2012)

The Contracting Officer's Representative (COR) is TBD who may be reached atTBD . The COR is authorized to assist in monitoring the work under this contract. The COR is responsible for the technical administration of the contract and technical liaison with the contractor.

The COR IS NOT authorized to change the scope of work or specifications as stated in the contract, to make any commitments or otherwise obligate the Government or authorize any changes which affect the contract price, delivery schedule, period of performance or other terms or conditions.

The Contracting Officer is the only individual who can legally commit or obligate the Government for the expenditure of public funds. The technical administration of this contract shall not be construed to authorize the revision of the terms and conditions of this contract. Any such revision shall be authorized in writing by the Contracting Officer.

The COR is authorized to review and recommend approval of:

(a) Technical matters not involving a change in scope, price, terms and conditions of the contract

(b) Progress reports

(c) Inspection and acceptance of services and deliverable products and

(d) Invoices.

The COR is not authorized to sign any contractual instruments or to direct any action that results in a change in the scope, price, terms or condition of the contract.

Holidays peculiar to or dynamically declared by the Government shall be considered as holidays for Contractor personnel and are not billable unless work is actually performed on these days. No work will be performed by Contractor personnel on Government holidays without prior approval of the Contracting Officer's Representative. Work performed on holidays shall be billable at the regular rate.

Government holidays are:

(1) New Year's Day,

(2) Martin Luther King, Jr. Day,

(3) President's Day,

(4) Memorial Day,

(5) 4th of July,

(6) Labor Day,

(7) Columbus Day,

(8) Veteran's Day, (9 Thanksgiving Day,

(10) Christmas Day

(11) Any other day designated by Federal Statute,

(12) Any other day designated by Executive Order,

(13) Any other day designated by the President's Proclamation.

H. 1 LABOR CATEGORIES/MINIMUM REQUIREMENTS

LABOR CATEGORIES/MINIMUM REQUIREMENTS

The personnel specified in the Staffing Plan as key personnel of the IDIQ Contract and each individual Task Order are essential to the work being performed. These key personnel shall NOT be reassigned or diverted without the written consent of the Contracting Officer. Prior to removing any of the specified individual(s) from performance of this contract, the Contractor shall provide 30 calendar days advance notification to the Contracting Officer and shall submit justification (including resumes for proposed substitution(s) in sufficient detail to permit evaluation of the impact on the Program.

All of the requirements stated below are the minimum acceptable standard for each respective labor category.

Key Personnel Labor Category Descriptions –

Enterprise Architect Lead

EA Certification required (Federal Enterprise Architecture Certification (FEAC), The

Open Group Architecture Framework (TOGAF) or other industry accepted EA certification)

7 years of demonstrated experience in delivering business value from an operational and actionable enterprise architecture programs and activities. Business value is defined as including performance improvement, reuse and cost efficiency

Demonstrated experience planning and prioritizing and implementing tasks for the EA

Programs and supporting other aspects of EA Program Management

Demonstrated experience maturing EA Programs

Experience with Federal Enterprise Architecture (FEA) framework, GAO EA Maturity

Model, OMB EA compliance requirements and Federal Segment Architecture

Methodology (FSAM)

Experience supporting different phases of the Architect-Invest-Implement performance improvement lifecycle, including understanding of the EA's role in the Investment and

Implementation phases

Strong Project management skills

Demonstrated knowledge of the solution development lifecycle and IT system development

Strong facilitation, presentation and communication skills

EA Repository experience with an industry leading EA tool

Non-Key Personnel Labor Category Descriptions -

1. Enterprise Consultant Analyst

10 years of demonstrated knowledge with FEA framework, Collaborative Planning

Methodology, solid understanding of the Reference models and how they are used

Markup Language (XML) technologies, data architecture, networking protocols and concepts, virtualization, cloud computing.

Experience conducting successful segment architecture and other types of architectural analysis

Demonstrated knowledge and experience with FEA framework, Collaborative Planning methodology, solid understanding of the FEA Reference models and how they are used

EA Repository experience with an industry leading EA tool

Demonstrated knowledge of the solution development lifecycle and IT system development

Ability to facilitate workshops, elicit requirements and present meetings

2. Junior Enterprise Consultant

Possesses 3 years of experience supporting enterprise architecture or similar projects.

Possess strong analytical skills to assist in designing or implementing business solutions.
