INTRODUCTION

The Employee Retirement Income Security Act of 1974 (ERISA) established the Pension Benefit Guaranty Corporation (PBGC) as a federal corporation to encourage the growth of defined benefit pension plans, provide timely and uninterrupted payment of pension benefits, and keep pension insurance premiums at a minimum. Defined benefit pension plans promise to pay a specified monthly benefit at retirement, commonly based on salary and years on the job. PBGC, a wholly owned United States Government Corporation, administers the insurance program and termination process for most defined benefit pension plans that are tax-qualified under the Internal Revenue Code. PBGC is headed by an Executive Director who reports to a Board of Directors consisting of the Secretaries of Labor, Commerce, and Treasury, with the Secretary of Labor as Chairman. General tax revenues do not fund PBGC. PBGC collects insurance premiums from employers that sponsor insured pension plans, earns money from investments and receives funds from pension plans it takes over.

The Office of Information Technology (OIT) at the PBGC is responsible for the Corporation’s information technology management. OIT provides IT and electronic communications services and support to PBGC; plans for, directs and coordinates the allocation of corporate resources for IT services, support and related activities; delivers IT business solutions driven by customer requirements; operates, maintains and safeguards PBGC business and infrastructure systems; and oversees the acquisition of IT resources for PBGC.

The IT & Business Modernization Department (IT&BMD) within the OIT is responsible for modernizing the Corporation’s business operations and customer service through application of innovative technologies. IT&BMD achieves this mission through three (3) IT Program and Project Management divisions (Participant Services Division (PSD), Financial Management Services Division (FMSD), and Corporate Services Division (CSD)) that deliver cost-effective IT solutions to PBGC’s internal and external customers while maintaining compliance with IT policies.

IT&BMD also defines and establishes the policies, procedures, standards, and guidance as well as provides governance oversight for Enterprise Architecture (EA), the IT Portfolio of IT Investments, and IT Program/Project Management. The EA Division (EAD), IT Portfolio Division (ITPD), and Project Management Division (PMD) are responsible for these areas of IT&BMD.

2 Updated:11/27/13

The PMD currently develops and maintains the Information Technology Solutions Life Cycle Management (ITSLCM) framework. The ITSLCM contains requirements for EA, capital planning and investment control (CPIC) or IT Portfolio Management, information security, acquisition, and IT program and project management. Part of PMD’s mission is to assist the IT programs and projects with adherence to the ITSLCM and its requirements. Additionally, PMD promotes IT portfolio, program, and project reporting through the use of the PPM tool, Primavera P6. PMD is the administrator for Primavera P6.

The PMD will be expanding its scope of services and transforming into a Program Management Office

(PMO).

The PBGC is seeking contractor services to advise and establish a program management office and develop process, procedures, guidance, and metrics reporting under the leadership of the federal government.

SCOPE

This RFI solicits industry's feedback on capabilities to transfer an agency from a PMD to a PMO department. The PBGC will seek to understand what services are currently available to achieve the desired outcomes and further shape the requirement. The information will not be utilized for any purpose other than for market research in determining the proper acquisition strategy and as support in our continuous market research for upcoming contract requirements.

The outcomes of the effort include, but are not limited to, the following:

• Develop and establish a performance-based, proactive Program Management Office in accordance with federal mandates and government and industry best practices that are right-sized to PBGC’s organizational structure.

• Develop and implement processes, standards, guidance, metrics reporting for IT Program and Project Management, Governance, and Oversight Reporting.

• Mature an IT Program and Project Management Community of Practice and conduct reviews of IT Programs and Projects to influence the successful completion of projects.

• First point of contact for new projects. Guide the corporation’s customers to the appropriate IT organizations for delivering solutions.

• Govern execution of IT Programs and Projects by providing transparency into performance using dashboard reporting to the CIO and appropriate governance boards.

REQUEST FOR INFORMATION
