Program Management Office (PMO) Services Inquiries and Responses

11 December 2013

- We understand this would be a new contract but who is performing the work now? Feds or contractors? If contractors, which?

o It’s a new requirement. No one is doing the work now.

- Is PBGC thinking this would be best as a small business set-aside or a full and open competition?

o We have not made that decision yet. The RFI will help with that determination.

- During a previous solicitation, PBGC was using the COBIT framework for business process maturity. Is the COBIT framework still being used?

o No, COBIT compliance is no longer a goal of PBGC OIT’s governance.

- Is this a new requirement or is there an incumbent? If an incumbent, please provide company's name.

o This is a new requirement; there is no incumbent.

- Under Requirements, it states that the proposed PMO will support a structure of approximately 100 federal IT professionals and 400 contractors, approximately five (5) IT program managers, and have some contact with an "equal number of Business program managers". Does the "equal number of Business program managers" refer to the number of IT program managers (5) or to the number of federal IT professionals and contractors (500)?

o Business program managers are equal to the number of IT program managers.

- How many programs are running out of the PMD currently?

o Currently there are 17 IT programs. We anticipate that number to be reduced to approximately 8 IT programs.

- Does the cover letter count in the ten page limit or is it the cover letter and ten page response?

o No, the cover letter will not count in the ten page limit.

- Would you like the responses e-mailed to you?

o Yes, responses are to be emailed as noted in the RFI document.
