About this file

This is Amendment One to Funding Opportunity Announcement FOA-ETA-26-19 for the Pay-for-Performance Incentive Payments Program, issued by the U.S. Department of Labor's Employment and Training Administration on March 26, 2026. The amendment modifies Section III.B (Program Goals and Objectives) of the original February 13, 2026 announcement regarding eligibility and administration of incentive payments to Reentry Affairs (RA) program sponsors.

Under the amended guidelines, lead applicants are responsible for providing incentive payments to eligible RA program sponsors but are ineligible to receive such payments themselves. Any other organizations involved in decision-making or administration of the award are similarly ineligible for incentive payments. However, required or optional partners of the lead applicant that do not participate in decision-making or award administration may be eligible to receive incentive payments if appropriate safeguards are implemented. Applicants must maintain clear separation between RA program sponsors receiving incentive payments and personnel making decisions regarding payment disbursements to ensure objectivity and impartiality. Post-award, awardees will have an initial 120-day implementation period during which the Department will collaborate with them to review the incentive plan, verify proper separation procedures, and approve a final incentive plan for implementation. Questions regarding the amendment should be directed to PfP_FOA-ETA-26-19@dol.gov.

FOA-ETA-26-19

Amendment One

Pay-for-Performance Incentive Payments Program

AGENCY: Employment and Training Administration, Department of Labor

ACTION: Amendment to FOA-ETA-26-19

SUMMARY: The U.S. Department of Labor, announced on February 13, 2026, the availability of funding for the Pay-for-Performance Incentive Payments Program to be awarded through a competitive process.

The document is hereby amended as follows:

Section III.B Program Goals and Objectives

The following is added:

Under this FOA, lead applicants are responsible for providing incentive payments to eligible RA program sponsors. Lead applicants, and any other organizations responsible for decision-making or administration of the award are ineligible to, and will not receive, incentive payments. However, required or optional partners of the lead applicant that are not involved in decision-making or administration of the award can be eligible to receive incentive payments with the appropriate safeguards in place. Applicants must maintain separation between RA program sponsors receiving incentive payments and any decision-making related to incentive payment disbursements so that all decisions related to incentive payment disbursements remain objective and impartial. As noted in Section II.C. of the FOA: Post-award, there will be an initial implementation period lasting up to 120 days during which the Department will collaborate with awardees to provide feedback on the incentive plan, ensure the plan explains how the entity will maintain separation between RA program sponsors receiving incentive payments and any decision-making related to incentive payment disbursements, and approve a final incentive plan for implementation.
