SOURCES SOUGHT ANNOUNCEMENT

N40080-21-R-9502 Wet Utilities Job Order Contract (JOC)

The Naval Facilities Engineering Command (NAVFAC), Naval Research & Development Establishment Support Office (NRDE) is seeking sources for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for water and sewer line and related structures alterations, repairs, and construction support at various NAVFAC Washington Locations in Washington DC Metropolitan Area.

INTRODUCTION:

This is a SOURCES SOUGHT ANNOUNCEMENT to conduct a market survey and identify potential qualified Small Businesses, U.S. Small Business Administration certified 8(a), HUBZone, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Women Owned Small Businesses and Economically Disadvantaged Women Owned Small Businesses with current and relevant experience, personnel, and capability to perform a construction contract for demolition projects.

The NAVFAC NRDE has a NEW requirement to create an IDIQ Wet Utilities contract that will service Patuxent River, Indian Head, and Dahlgren and is valued at $25,000,000. Pre-Priced Task Orders will be valued at ranges of $2,000-$1,000,000. The regional Wet Utilities IDIQ contract will primarily design-bid-build (fully designed) task orders or task orders with minimal design effort (e.g. shop drawings). Projects may include, but are not limited to, alterations, repairs, and construction of water and sewer lines, mains, pumping stations, treatment plants, and storage tanks. The Government anticipates issuing a firm-fixed price contract. The period of performance will include a one year base, with 4 one-year option periods. Contract award is anticipated by December 2020. The North American Industry Classification System Code for this requirement is 237110, Water and Sewer Line and Related Structures Construction, with the corresponding size standard of $39.5M.

NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE EVALUATION AND ANY INFORMATION SUBMITTED BY RESPONDENTS.

SUBMISSION DETAILS:

Respondents should submit a brief capabilities statement package of no more than six (6) pages that clearly demonstrates the firm’s ability to perform projects of similar size (dollar value), scope (wet utilities) and complexity (industrial/residential/professional facilities). At a minimum, the package shall include the following:

1. Contractor Information: Title of the requirement, company name, address, and an authorized point of contact with all contact information.

2. Type of Business: Company profile to include numbers of employees, office location(s), DUNS number/CAGE Code, and a statement regarding current small business status to include small business type(s)/certification(s) such as: SB, 8a, HubZone, SDVOSB, etc.

3. Experience: Submit at least 3 government or commercial projects that demonstrate your firm’s experience (private and/or government) in self-performing alterations, repairs, or construction of water and sewer lines, as indicated in this announcement, with a minimum cost of $150,000. All submitted projects shall be 100% complete within the prior 5-year period (based on the submission due date). For each project submitted, statements should provide the title and location, award and completion dates, type of work for overall project, type of work (design build/design bid), dollar value, indicate whether your firm performed as the prime or subcontractor, describe the percentage of work that was performed as the prime contractor, include the contract/task order number and a customer point of contact (name, phone number and/or email).

4. Performance: Your firm’s ability to self-perform the work, and at what percentage the firm will perform as the prime contractor annually.

5. Bonding Capacity: Provide your maximum bonding capacity per individual project, your maximum total bonding capability and your current bonding capacity.

6. Safety: Use the Safety Data Sheet to submit Experience Modification Rates (EMRs), OSHA Days Away from Work, Restricted Duty, or Transfer (DART) Rate, and Total Recordable Case (TRC) Rate for the last 3 years. For any EMR above 1.0, DART rate above 3.0, or any TRC above 4.5 provide an explanation to address the reasons for the rate and extenuating circumstances that affected the rate. Instructions for calculating the DART and TRC rates can be found at http://www.bls.gov/iif/osheval.htm. If you have no EMR, explain why.

This Sources Sought is one facet in the Governments overall market research in regards to whether the proposed solicitation will be issued as a competitive set-aside or as full and open (unrestricted). No procurement strategy will be determined based solely on the information received in response to this Sources Sought.
