Notes:
1. Total asphalt thickness includes overlay and old pavement thicknesses.
2. Based on visual observation in the boring.
3. Based on laboratory testing of selected samples where available, otherwise based on visual classification.
4. No discernable Base Couse observed.
5. Gravel-surfaced parking lot.
An asphalt overlay was observed at all the drill locations except at the Visitor Center and
Amphitheater parking lots. The overlay thickness ranged from 1 to 1.5 inches. The underlying asphalt appeared stripped of oil and was friable. In some instances, it was difficult to differentiate between the older asphalt section and the granular fill below the asphalt.
The existing base course varied in material type and thickness. In some instances, there appeared to be only 0 to 3 inches of base course overlying bedrock.
Groundwater was not encountered within the depth explored in all borings. Visual observations of sampled soils indicate the subgrade soils ranged from dry to moist.
Laboratory moisture content test results ranged from 1.1 to 10.2 percent.
Some of the subgrade soils are moderately to highly frost-susceptible based on their classification and the EM 110-3-138 Pavement Criteria for Seasonal Frost Conditions, provided water is present.
California Bearing Ratio (CBR) tests were completed for three of the sampled subgrade soils. Three tests were run at the target percent compaction of 90, 95, and 100 percent of the maximum dry density where sufficient material was available; otherwise, the CBR test was completed at 95 percent compaction. Test results are summarized below and are included in the appendix.

1. Sample only tested for fines content.
2. Subsurface exploration did not yield enough material for CBRs run at 90% and 100% compaction.
Only one CBR test was completed on the B-02 sample at 95 percent compaction of the maximum dry density due to the soil gradation size and the amount of material available from the field sampling. The B-08 sample was derived from soil cuttings generated from drilling into claystone bedrock.
3.0 CORROSION POTENTIAL OF SOILS
Chemical testing consisting of soil pH, electrical resistivity, soluble sulfates, and soluble chlorides was performed on select soil samples collected in the soil borings. Test results are provided in the laboratory summary table found in the Appendix and summarized below.
■ pH — 8.3 to 8.8
■ Electrical Resistivity — 100 to 570 ohms-cm
■ Sulfate — 565 to 3870 mg/kg
■ Chloride — 12 to 54 mg/kg
Electrical resistivity was not detected at the corresponding Minimum Reporting Limit (MRL) at boring location B-06 depth of 2.5–4.5 feet.
The following criteria for a corrosive subsurface environment are specified in ACI 318-14
Section 19 based on water-soluble sulfate.
ACI 318 (Water Soluble Sulfate in Soil, Percent by Weight / mg/kg):
■ S0 — 0 to 0.10 / < 150
■ S1 — 0.10 to 0.20 / 150 to 1,500
■ S2 — 0.20 to 2.00 / 1,500 to 10,000
■ S3 — Over 2.00 / Over 10,000
Based on our review of the soil types and laboratory test results, we anticipate a sulfate exposure class of S1 to S2 based on ACI 318-14 Table 19.3.1.1, and ASTM Type V Portland cement will be suitable for concrete on and below grade.
4.0 OBSERVED PAVEMENT DISTRESS
Pavements were observed at the proposed exploration locations to document general pavement conditions and observations are summarized below. A pavement condition survey was not completed.
Pavement at the Chimney Rock parking lot appeared to be in fair to poor condition. The majority of the parking area had low to moderate severity block cracking. The surface had moderate weathering. Surface drainage was poor and ponding water and sediment was observed in sections of the parking lot.
Pavement at the Visitor Center parking lots appeared to be in fair to good condition. A minimal amount of low to moderate severity longitudinal and transverse cracking was observed. Low to moderate severity weathering was noted across the entire parking lot.
Some minor areas had low severity lane/shoulder drop-offs.
Very limited low severity longitudinal cracking was observed along Scenic Drive. Limited low severity weathering was observed, along with low severity bleeding in wheel paths within some sections of the roadway. Low to moderate lane/shoulder drop-offs were observed along some sections of the roadway, with a low frequency of high severity of edge cracking, and raveling. In some locations, the previous overlay did not extend out to the edge of the paved roadway and the old pavement surface was exposed and showed signs of high severity weathering, raveling, and edge cracking. Some widely spaced and localized areas along Scenic Drive exhibited low severity bumps perpendicular to the travel lane. From the intersection of Scenic Drive and State Route
24, these locations are at approximate Mile Posts (MP) 2.2, 3.1, and 3.5, and were limited to 10 feet or less in length. A single patched pothole with a low severity rating was observed at MP 5.8. Park personnel reported the pavement had failed in the localized area and required repair.
Drainage conditions along Scenic Drive varied from poor (plugged culverts, no side ditches, flat grades resulting in ponding, etc.) to fair.
A road inventory and condition assessment was completed in 2017 by the Federal
Highway Administration as part of the Road Inventory Program (RIP) and the results are presented in a report dated August 2017. The RIP Pavement Condition Rating (PCR) scores for the various project parking lots and roads are summarized below.
■ Chimney Rock Parking Lot — Poor
■ Visitor Center Parking Lot — Good
■ Amphitheater Parking Lot — Not surveyed
■ Amphitheater Access Road — Poor
■ Capitol Gorge Parking Lot – Fair
■ Scenic Drive — Good
The 2017 RIP report is attached.

4. Growth rate provided by Central Federal Lands.
Traffic count data along Scenic Drive over the last 10 years (2012 to 2021) indicates greater than a 9 percent annual growth rate. This would result in over 3,000 vehicles per day on Scenic Drive in the year 2042. Central Federal Lands reviewed the traffic data and provided a revised growth rate of 3 percent which was used in our analysis.
The following parameters were used in our analysis in accordance with the AASHTO design procedures:

1. Existing roadway asphalt prepared in accordance with FP-14 Section 204 modified to limit scarification to 4 inches and pulverization of existing asphalt to 100 percent passing the 2-inch sieve. No additional Crushed Aggregate Base required.
2. Thicker section will result in more durable pavement.
Other alternative pavement sections may be considered including recycling and stabilizing existing asphaltic concrete pavement with cement or asphalt. We are available to discuss options if requested.
Three options are included for the Scenic Drive reconstruction. Options 1 and 2 result in the pavement grade being raised approximately 10 to 11 inches above the existing roadway profile. Option 3 will raise the vertical profile 4 inches above existing road, resulting in removing and replacing the existing asphalt and subsurface materials with 6 inches of Crushed Aggregate Base.
Asphalt Concrete Pavement used on this project should be an Item 401 gyratory mix with a ¾-inch nominal maximum aggregate size designed and constructed in accordance with Section 401 of the Standard Specifications for construction of Roads and Bridges on
Federal Highway Projects (FP-14). An asphalt aggregate gradation should be utilized in accordance with FP-14 Section 703 considering the maximum nominal aggregate size and the asphalt lift thickness. Compaction and asphalt temperature requirements should also be considered during the asphalt mix design.
Terracon completed a binder determination using the Long-Term Pavement Performance
Bind (LTTPBind Online) software. Based on our analysis, using the climate data from the project location, a PG 70-22 asphalt cement binder is recommended for the project. A binder calculation sheet is attached.
Crushed Aggregate Base should meet FP-14 requirements as shown above for materials and placement. Consideration should be given to modification of the Crushed Aggregate
Base specification (limit fines to less than 5%) to provide pavement drainage and partial protection from frost damage.
The recommended pavement sections for Scenic Drive Options 1 and 2 include pulverizing and compacting the existing pavement and a portion of the underlying granular subgrade. If insufficient existing pavement or granular subgrade is in place, then 4 inches of Crushed Aggregate Base should be used. Other materials may be considered to replace the existing road pavement. Prepare and compact the existing roadbed in accordance with FP-14 Section 204, modified to pulverize the existing roadway material, in-place, to a depth of 4 inches until 100 percent passes the 2-inch sieve. Reprocess or remove larger particles.
For Scenic Drive Options 1 and 2 where widening is required but the existing asphalt section is not present, additional Crushed Aggregate Base should be placed to make up any difference up to the bottom of the design pavement Crushed Aggregate Base section. Where the additional Crushed Aggregate Base thickness exceeds 6 inches, Select Borrow may be placed and compacted in accordance with FP-14 Section 204. Fill slopes less than 10 feet tall should be constructed at 1V:2H; taller slopes should be constructed at 1V:3H. Where project constraints are encountered, short slopes whose heights are 3 feet or less may be constructed at 1V:1H provided the slope is constructed of clean angular 6-inch minus rock with geotextiles placed behind, on top of, and below the rock, to limit migration of fines.
Earthwork, including subgrade preparation, fill placement, and compaction, should be completed in accordance with FP-14 Section 204. Pavement sections should be placed on stable and nonyielding subgrade. Soft, deflecting, or otherwise disturbed subgrade should be removed and replaced as indicated in FP-14 Section 204 with material meeting the requirements of Select Borrow (FP-14 Section 704), with the exception of increasing the allowed percent fines (No. 200) to 10 to 20 percent. If pumping or unstable conditions persist, then the use of crushed angular rock or recycled crushed concrete in combination with a geotextile may be necessary. If shallow bedrock is encountered, rock excavation should be completed in accordance with FP-14 Section 204.06(a), however blasting is not anticipated and depth of rock excavation should be limited to depth of the design pavement section. The roadway profile may also be raised to eliminate the rock conflict.
Drainage will be critical to maintaining the proposed pavement section. Some soils and bedrock in the area are expansive and will heave or become unstable if wetted. This will result in premature pavement failure or reduced ride quality.
Existing drainage features that are not functioning should be reestablished. Pavement subgrade surface should be sloped appropriately to the outside edges to facilitate drainage of water from below the pavement section. Ditches or other drainage features should be constructed adjacent to the roadway on each side to prevent surface water runoff from migrating below pavements and prevent water from saturating the subgrade.
The pavement surface should have an adequate crown or cross slope to allow water to rapidly run off to adjacent drainage features.
The pavement sections presented above are the minimum for the design data provided and assume regular maintenance is completed. Thicker sections should be designed and constructed if traffic or pavement varies from described above or if subgrade conditions are observed to vary from that described in this memorandum.

DESCRIPTIVE SOIL CLASSIFICATION
> 8,000
Unless otherwise noted, Latitude and Longitude are approximately determined using a hand-held GPS device. The accuracy of such devices is variable. Surface elevation data annotated with +/- indicates that no actual topographical survey was conducted to confirm the surface elevation. Instead, the surface elevation was approximately determined from topographic maps of the area.
Soil classification is based on the Unified Soil Classification System. Coarse Grained Soils have more than 50% of their dry weight retained on a #200 sieve; their principal descriptors are: boulders, cobbles, gravel or sand. Fine Grained Soils have less than 50% of their dry weight retained on a #200 sieve; they are principally described as clays if they are plastic, and silts if they are slightly plastic or non-plastic. Major constituents may be added as modifiers and minor constituents may be added according to the relative proportions based on grain size. In addition to gradation, coarse-grained soils are defined on the basis of their in-place relative density and fine-grained soils on the basis of their consistency.

Water levels indicated on the soil boring logs are the levels measured in the borehole at the times indicated.
Groundwater level variations will occur over time. In low permeability soils, accurate determination of groundwater levels is not possible with short term water level observations.
