About this file

This is a Request for Proposal (RFP 2023-007) issued by the City of Douglasville, Georgia, for the purchase of equipment and leasing services for Getac S410G4 laptop computers to replace existing patrol vehicle laptops. The City of Douglasville Police Department operates approximately seventy marked patrol vehicles equipped with permanently mounted Havis computer stands and docking stations, with each officer assigned a Getac laptop for daily operational use including responding to calls for service, creating reports, and obtaining mission-critical information. The laptops must meet specific technical requirements including an Intel i5 processor, 16GB RAM, 256GB SSD, Windows 10 Pro (upgradeable to Windows 11 Pro), touchscreen, sunlight-readable display, stylus, backlit keyboard, Wi-Fi, Bluetooth, barcode reader, at least two USB ports (one USB 3.0), and a three-year complete no-fault warranty. Optional equipment review appointments were available the week of March 20-24, 2023, with questions due by March 31, 2023 at 2:00 p.m. EST. Completed proposals were due April 13, 2023 by 2:00 p.m. EST via Bidnet.com in two separate parts: a technical proposal without fees and a fee schedule without technical information. Approval and award dates were contingent upon Mayor and City Council meeting availability.

Proposals are evaluated on technical factors (0-80 points) including responsiveness to specifications, technical experience, status as a preferred Getac vendor, company size and structure, client references, and geographic location of key personnel, with cost considered as a secondary factor among qualified proposers. The vendor must be a preferred Getac vendor to ensure equipment procurement priority, provide warranty and replacement services that do not impair police operations, and have the capability to enter into a three-year lease agreement with specific terms regarding equipment ownership at lease conclusion. Vendors must submit mandatory pre-qualification forms, affidavits of compliance with Georgia Security and Immigration Act requirements and Georgia Crime and Information Center protocols, current occupational/business licenses, W-9 forms, and five client references from similar projects completed within the previous three years. The City reserves the right to reject any or all proposals and will award the contract to the lowest-cost qualified proposer determined to have submitted the best overall proposal considering both technical and cost factors.
