RATING GUIDELINES AND INSTRUCTIONS:

Use the following descriptions as guidance in providing element ratings. Ratings should reflect only the performance of the contractor in question.

RATING
DEFINITION
Exceptional
Performance met contractual requirements and exceeded many to the Government’s (or customer’s) benefit. If the contractual performance was accomplished with any problems, they were few and minor and corrective actions taken by the contractor were highly effective.
Very Good
Performance met contractual requirements and exceeded some to the Government’s (or customer’s) benefit. If the contractual performance was accomplished with problems, they were minor and corrective actions taken by the customer were effective.
Satisfactory
Performance met contractual requirements. The contractual performance contained some minor problems for which corrective actions taken by the contractor were satisfactory.
Marginal
Performance did not meet some contractual requirements. The contractual performance reflected a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear only marginally effective or were not fully implemented.
Unsatisfactory
Performance did not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance contains a problem(s) for which the contractor’s corrective actions appear or were ineffective.
Not Applicable
The question does not apply. No performance record identifiable within the area of evaluation.
