About this file
This document is a Past Performance evaluation factor for a Request for Quote (RFQ) on a federal contract opportunity. The RFQ is for the procurement of a Microarray Scanner by the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Northeast Area.
The Past Performance evaluation requires the offeror to provide 2-3 projects of similar size, scope, and complexity completed within the last 3 years, including details on the project, contract information, government agency, and point of contact. At least two references must be for the offeror as the prime contractor. Past performance will be evaluated on a Go/No-Go basis to determine the confidence in the offeror's ability to meet the requirements. The overall contract award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the offeror meeting the technical capability and past performance requirements. Quotes are due by July 24, 2024 at 2:00 PM PT.

Text version
Past Performance The past performance evaluation factor assesses the degree of confidence the Government has in an Offeror’s ability to provide services that meet Users’ needs, based on a demonstrated record of performance.
Quoters shall provide two (2) to three (3) projects describing their past performance on the projects under contract vehicles similar (or larger) in size, scope, and complexity to those requirements outlined in this RFQ. Recent is defined as within the last three years. Relevant is defined as work similar in complexity and magnitude of the work described in this Statement of Work.
Past Performance Submissions should include the following information:
§ Project title § Description of the project, scope, and responsibilities § Contract/Order/BPA number § Contract type and period of performance
· Contract Award Amount § Government Agency/Organization § COR’s name, address, and phone number § Contracting Officer’s name, address, and phone number or email address § Status (e.g. complete, ongoing, etc.)
§ A brief narrative of why the reference is relevant to this effort
At least two of the references provided shall be based on the Quoter’s performance as the prime contractor, and the others may be from subcontractors. Please make sure the point of contact information is current – failure to provide current information may have an adverse impact on the Government’s ability to evaluate your quote.
The Government may also consider information obtained through other sources. Past performance information will be utilized to determine the quality of the contractor’s past performance as it relates to the probability of success of the required effort and will be given a Go or No-Go rating.
