The project encompasses approximately 3,774 linear feet of 12-inch ductile iron pipe on Villa Street (Hill Avenue to Palo Verde Avenue) with abandonment of 3,435 linear feet of existing cast iron pipe, and approximately 1,254 linear feet of 12-inch ductile iron pipe on Colorado Boulevard (Patrician Way to Melrose Avenue) with abandonment of approximately 1,271 linear feet of existing 8-inch cast iron pipe. Scope of work includes installation of gate valves, fire hydrants, service lateral upgrades from 3/4-inch to 1-inch copper, excavation, pavement removal and restoration, traffic control, and surveying. A mandatory pre-bid meeting is scheduled for July 7, 2026 at 10:00 a.m. at 150 S Los Robles Ave Suite 200, with questions due July 14, 2026 at 12:00 p.m., and bids due July 21, 2026 at 3:00 p.m. through the City's eProcurement Portal. Contractors must complete all work within 210 working days after receiving the Notice to Proceed, commencing within 15 calendar days of that notice, with work hours restricted to 9:00 a.m. to 4:00 p.m. The contract term is one year from execution with no optional extension periods.
Technical requirements mandate minimum 42-inch cover, Megalug gland restraints on all fittings, polyethylene encasement where required by California drinking water regulations, hydrostatic testing limited to 1,200-foot sections, and final pavement restoration within two weeks of each phase completion. Bidders must hold a Class A California contractor's license with C10 certification and must be registered with the Department of Industrial Relations. A five percent electronic bid bond, performance bond and labor and materials bond equal to 100 percent of contract price are required. Liquidated damages are $1,000 per day for failure to meet the delivery date. The project is subject to California prevailing wage requirements, the City of Pasadena Living Wage Ordinance, the City's minimum wage ordinance, NPDES, stormwater management, ADA accessibility, and Construction and Demolition Waste Management Ordinance requirements with a minimum 75 percent debris diversion rate. Contractors must submit a Construction and Demolition Waste Management Plan within 15 calendar days of award and pay a non-refundable administrative review fee and a three percent performance security deposit (not to exceed $30,000) before work commences.
