About this file
The document is a Facility Program Part II prepared by the Maryland Department of State Police's Capital Projects Unit for the Barrack Q - College Park New Barrack and Garage Replacement project. The project involves constructing a new state police barrack and garage facility at the existing location at 10100 Rhode Island Avenue in College Park, Maryland. The replacement is necessitated by the current 45-year-old facility's physical deterioration, inadequate mechanical systems, life safety and accessibility defects, and insufficient space to meet contemporary law enforcement operational requirements. The project will be completed in two phases, with the first phase constructing the new barrack while the existing facility remains operational, and the second phase involving demolition of the existing structures and construction of the new garage, parking lot, and site improvements.
The projected cost is approximately $12 million, with construction planned to start in Fall 2024 and complete by May 2026. The new facility will be designed to comply with the Climate Solutions Now Act of 2022, targeting at least LEED Silver certification and potentially incorporating solar energy features. The project will include comprehensive security systems, specialized spaces for law enforcement operations such as evidence storage, detention processing, communications, and vehicle maintenance, as well as employee support areas like break rooms, fitness spaces, and dormitory accommodations. The design will follow the Maryland State Police's standard architectural approach, featuring a one-story ranch-style building with sloped shingle roofs and a three-arched entry porch, consistent with other recent barrack constructions in the state.

SPECIFIC PROGRAM CONTENT & REQUIREMENTS
NEW BUILDING PROJECT SUMMARY
A. SUMMARY:
The new Barrack Q – College Park Replacement project is the proposed design and construction of a new barracks and garage at the existing Maryland State Police barracks location at 10100 Rhode Island
Avenue, College Park, Maryland.
This project intends to solve the following serious existing facility problems:
• Physical deterioration due to age of building.
• Problems with inadequate and failing mechanical systems.
• Existing building design has life safety and accessibility defects.
• Current MDSP space requirements for barrack design are not within the capacity of the current building.
The primary factor most directly related to the facility’s problems and need for replacement, is the age of this 45-year-old building. Barrack facilities are used 24/7/364 days a year and wear and tear take a toll on a structure with this intensity of use. For a building used that often, 40-50 years is an expected life span. The College Park barrack was originally built in 1978.
Apart from its physical condition, deficiencies inherent in the architectural design of the barracks have contributed to several issues related to the inadequacy of mechanical systems, lack of accessibility between floors, and a chronic water intrusion problem through the lower level. The building has not been altered or expanded for the new current space program of a 21st century state police barrack. The reasons for constructing this new facility are to solve these several deficiencies presented by the existing barracks in terms of the conditions and space needs that are required for the contemporary mission of public service to Washington DC metropolitan area.

Page 2 Revised May 2023
The new barracks is to have a prominent and more visible public presence on US 1. Presently, the barracks is set back some distance of 200’ and the new site design proposes a closer position relating to the highway. Operations for a new barrack at College Park project the inclusion of programmed spaces not existing or severely restricted at the existing facility. And specific to this barracks, law enforcement must respond to the unique circumstances of proximity to Washington DC and the I-495 Beltway. On occasion, certain local events draw large numbers of participants and visitors and this results in unique demands on the personnel at the College Park barrack.
The replacement of the existing Barrack Q – College Park is the No. 3 priority in the 2022 MDSP
Facilities Master Plan.
B. EXISTING SITE AERIAL:
ADDRESS, LATITUDE AND LONGITUDE COORDINATES:
10100 Rhode Island Avenue
College Park, MD 20740
39.0198, -76.9199
Barrack Q – College Park is bounded on the east by Rhode Island Ave. (the only entry/exit from the barrack), on the south by a west-bound exit ramp from the Capital Beltway (I-495), on the west by US
Highway 1, and on the north by a housing complex and Sunny Side Park. Located opposite a major retail center, this intersection is one of the busiest in Prince George’s County. The east property boundary is 640 feet along the right-of-way of Rhode Island Ave. The neighborhood population commonly traverses this section for access to Sunny Side Park. The site slopes down from US1 to Rhode Island Ave. approx. 50 feet.
Page 3 Revised May 2023
C. GENERAL PROJECT DESCRIPTION:
The Barrack Q – College Park Replacement project will be accomplished in two phases – Phase I construction of the new barrack while the existing barracks remains operational. After moving the operations to the new barrack, Phase II will demolish the existing barracks and garage and construct the new garage, parking lot and other site improvements. The current radio tower will remain operational at its location on the site and will ultimately require connections to the new building.
Major purposes for the barrack are:
• receiving communications for dispatching instructions and information to patrol troopers
• providing for the processing and detention of arrested persons before they are transported to the court for arraignment (with a sally port and trooper reporting space)
• special evidence storage areas providing for strict and secure chain-of-custody storage per accreditation standards
• crime scene laboratory analysis
• weapons storage
• office space for investigative duties
• office space for barrack administration duties
• office space for special units
• support spaces for breakroom, fitness room, dormitories, conference room, overnight dog kennel, and information technology
Major purposes of the garage are:
• mechanical servicing of police vehicles
• storage of tires and parts
• wash bay for police vehicles
• secured vehicle evidence bay for crashed vehicles
• mechanics office
Site improvements will include:
• repaving of driveway from Rhode Island to the new barracks
• separate parking lots for public and state personnel
• fuel tank and distribution
• front entry plaza with flagpoles
• 8’ vinyl chain link perimeter fence around rear of facility
• electric vehicle charging stations
• storm water management
• dumpster enclosures
• landscaping
D. ARCHITECTURAL AND ENVIRONMENTAL CONSIDERATIONS
The architectural appearance shall continue the prototypical design of the latest barracks over the last several years - one story, ranch style, sloped shingle roofs, gable ends with false chimneys, and a three
Page 4 Revised May 2023 arched entry porch. Examples can be seen at the barracks in Cumberland, Easton, North East, and
Westminster. Other design features may be proposed by the architect and discussed in the schematic phase of the project.
This project is to be designed subject to the Climate Solutions Now Act of 2022. The design will be directed by the Department of General Services (DGS) to comply with either the latest version of IgCC or at a minimum of LEED Silver. The MDSP will consider active solar powered energy sources and building features in the project on a limited basis for accomplishing sustainability goals. Proposals toward these goals may be presented in the schematic design phase and would require justification and thorough analysis for their cost and their benefit. Final direction will be decided by the MDSP and DGS.
E. AREA DEFINITIONS
Net Assignable Area (NASF) – This is the sum of all floor areas of a building allotted to an occupant, including types of space functionally useable by an occupant. Measurement is between inner faces of walls and partitions or imaginary dividing lines of open areas. Examples: offices, classrooms, conference rooms, file rooms, storage pertaining to an occupant or program (not custodial or general storage), training rooms (including supply rooms), toilet and locker rooms (including shower rooms) only when they are private and directly supporting a room function e.g. bedrooms, break rooms, fitness rooms, and other specialty rooms related to the direct functioning of the interior space. Circulation space, not specifically defined by fixed or movable walls, is excluded.
Non-assignable Area - This is the total of all areas remaining after net assignable areas have been deducted from the gross area. Non-assignable areas include the following:
1) Custodial – for building protection, care, maintenance and operation, e.g. custodial storage, janitor closet, maintenance storeroom, locker room, toilet and shower room, shop.
2) Circulation – required for physical access to some subdivision of space, whether or not enclosed by partitions, e.g. corridors (access, public, service, including “phantom” corridors for large unpartitioned areas), elevator shaft, escalator, fire tower and stairs, stair hall, lobby, public vestibule or entryway, tunnel, bridge, stair or elevator penthouse, elevator machine room, covered paved open areas.
3) Mechanical – to house mechanical equipment, utility services and non-private toilet facilities, e.g. duct and service shafts, meter and communications closet, boiler room, mechanical and electrical equipment rooms, telephone equipment rooms, fuel room, and toilet rooms for public or genera use.
4) Construction – the areas actually occupied by the structural and other physical features of the building, e.g. exterior walls, fire walls, and partitions.

F. MAJOR BUILDING FUNCTIONS
There are a number of special areas to be designed that are related specifically to law enforcement.
Extensive and complex communication features require equipment space, access, security and dedicated heating and cooling. The facility is operational 24/7 and complex monitoring and control technologies are required. The facility can, on special occasions, operate as a command post in adverse weather related and natural disaster conditions, so electrical needs for emergency power and uninterrupted power service are needed. Dedicated exhaust and ventilation are required for some rooms for sensitive storage.
COMMON PUBLIC non-assigned spaces provide entrance, waiting and restroom accommodations for outside visitors to the barrack.
OFFICE spaces provide rooms for the administration of assigned work and responsibilities both for officers and civilian employees. Computer workstations are typical.
RANKING OFFICE spaces provide officers of higher rank rooms for the administration of their duties.
Meeting and conferencing can occur in these spaces.
STORAGE spaces provide areas for the storage and collection of items that include records, supplies, equipment, furnishings, and other articles supporting the activities of personnel in the barrack. Some materials may be sensitive due to the nature of their content.
UNIQUE TO POLICE spaces provide areas for the activities that are unique to the functioning of police agencies such as communication, reporting, interviewing, processing, detention, investigation, weapon storage, evidence storage, and property storage. These spaces have controlled access and other security technologies associated with them. Some areas will require dedicated HVAC and electronic monitoring features.
Page 8 Revised May 2023
ASSEMBLY spaces provide the gathering of groups for different purposes where group communication and instruction are needed. These spaces may be for the congregation of allied official agencies and the educational and training of personnel. They include adjunct closets for equipment and other relevant storage.
EMPLOYEE spaces are support spaces for controlled entry areas dedicated to official business as well as areas for the purpose of work break and fitness conditioning for personnel.
DEDICATED RESTROOM and LACTATION spaces are support rooms dedicated to a specific area.
DORMITORY spaces provide overnight sleeping arrangements for both male and female officers due to circumstances that require their presence at the barrack for extended periods of time. This ability allows for officers from distant portions of the state to be temporarily housed while servicing special duties or attending certain events.
DETENTION spaces provide secure areas of detention for persons that are arrested and awaiting transport or other further detention. They are specially constructed and monitored for the safety of the detainee and staff.
WORKROOM spaces provide areas of common work administration for multiple employees within one area in lieu of separate offices.
SERVICE spaces are related to the separate garage areas where the repair and maintenance of state police vehicles occurs with adjunct areas dedicated for storage of flammable materials, automotive parts and supplies.
