About this file
This document is a Sole Source Justification Form for the Illinois State Police's Statewide Next Generation Text to 911 project. The agency is seeking consultant services from Mission Critical Partners, LLC (MCP) to provide implementation support, develop a public education plan, and create public service announcements. MCP has been providing project management and oversight for the statewide Text to 911 implementation since May 2022. The initial contract term is from May 18, 2023 to May 17, 2024, with a value of $142,241.
The justification for this sole source is that MCP is intimately familiar with the state's Next Generation 911 project and has unique experience in implementing the Text to 911 system. The agency has determined that MCP's services are needed to complete the deployment phase of the Text to 911 project in order to meet the legislative requirement. Pricing for this contract is less than the initial agreement, and the agency has confirmed the price is fair and reasonable.

Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
Mission Critical Partners (MCP) contract includes project management for the implementation of the Text to 911 System. During the course of the project it was determined that a Text Control Center (TCC) procurement would be required. MCP assisted with the development of the TCC solicitation for a TCC service provider. Mission Critical Partners contract will expire 5/17/2023. Their services are needed to complete the implementation phase of this project to assure the deployment of the Text project, in order to meet the legislative requirement to provide Text to 911.
2. Provide a list and describe in detail the specifications required to satisfy the need:
1. Providing implementation support for the statewide Text to 911 project.
2. Developing a Public Education Plan.
3. Creating a Public Service Announcement.
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
Vendor was chosen and has provided implementation support (since May 2022) for the legislatively required statewide Text to 911 implementation. Having just completed the procurement and awarding to the service providers for the Text to 911 Text Control Centers, the implementation phase will now begin and the Vendor is needed to complete this phase of the project.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
MCP is the consultant on the Statewide Next Generation 911 System project and has been providing project over site for the transition of the Public Safety Answering Points operating in the State to the Next Generation 911 network since 2020. Text to 911 is additional functionality for the NG911 Project.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

Bulletin Reference Number R-165377/B-35952
Requesting Agency/University Illinois State Police
5a. If no, why weren't alternatives evaluated?
Alternatives weren't evaluated because Mission Critical Partners is intimately familiar with the State's NG9-1-1 project.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
Pricing from the initial Agreement was compared. The pricing is less than the initial Agreement.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
The procurement for Text Control Center services has delayed the deployment of the Text project. The time loss for the Text to 911 procurement and potential time loss if a new procurement is needed impacts the legislative requirement to provide Text to 911.
10. Is there any additional information you would like to add to justify this sole source?
MCP has developed the State's Text Deployment Plan. They are uniquely qualified to complete the project.
