About this file

This is a Sole Source Justification Form from the Illinois State Police (ISP) requesting to procure a gun shot detection system from ShotSpotter Inc. The ISP seeks to purchase a system that can provide real-time alerts and location information for gun shots on Chicago expressways under ISP jurisdiction. The system will integrate with the existing ShotSpotter network used by the Chicago Police Department to magnify the capabilities of the technology. The contract term is one year with the potential for renewals.

The ISP determined that ShotSpotter is the sole provider of the proprietary technology and sensors required to meet their needs. The system will cost $59,500 per linear mile of expressway coverage, which the ISP considers fair and reasonable based on the specialized nature of the technology. Approval of this sole source request will allow the ISP to quickly implement the gunshot detection system and assist with investigations into the historic levels of violence on Chicago expressways.

Section V - Purchase History

Has the Agency or University Purchased these supplies or services in the past? Yes No

Section VI - Business Rationale

1. Provide a detailed explanation of the need for the supplies or services:

On August 20, 2018, the City of Chicago entered into a contract with Shot Spotter. Chicago utilized a Municipal Ordinance for the purchase of Shot Spotter. Chicago used an existing contract between Louisville, Kentucky and Shot Spotter as a “Reference Contract” to purchase Shot Spotter services. The City of Louisville awarded the contract pursuant to a publicly advertised request for proposals.

Shot Spotter is a technology that utilizes acoustic sensors that provide real time alerts providing precise locations of gun shots.

Pursuant to the Shot Spotter – CPD contract Shot Spotter has installed sensors throughout Chicago to include neighborhoods running parallel to Chicago expressways. The Shot Spotter sensors are installed and positioned to monitor the Chicago neighborhoods within the CPD jurisdiction. The sensors are not installed to monitor the Chicago expressway system, the expressways are not CPD jurisdiction.

The ISP has determined, due to the increased levels of reported expressway shootings, occasionally, CPD Shot Spotter sensors capture shootings on the expressways. The shootings that are captured, inadvertently, are not captured by multiple sensors to properly utilize Shot Spotter technology to accurately locate precise location of shootings.

An ISP contract with Shot Spotter will result in the installation of sensors as determined by Shot Spotter engineers to guarantee precise location of gun shot crime scenes to a contractually obligated distance. The ISP Shot Spotter network will be designed to capture guns shots along ISP jurisdiction, Interstates. ISP Shot Spotter sensors will automatically integrate with CPD Shot Spotter Sensors increasing the capabilities of both networks. The ISP has entered into an Inter-Governmental Agreement to share Shot Spotter sensor data should this procurement be approved.

ISP Shot Spotter network will also integrate with ISP’s on-going ALPR platform (LEARN) immediately flagging registrations driving in the direct vicinity of Shot Spotter alerts to further assist investigators in violent crime follow-up.

2. Provide a list and describe in detail the specifications required to satisfy the need:

The requirements of the system are to Identify location of gun shots to facilitate the faster, more accurate police response leading to more efficient collection of shell casings to reduce the time of expressway closures. It is desired that the system publishes alerts containing audio snippets of the gun fire, number of rounds fired, nearest street address plus GPS coordinates, aerial view of event, plus link to Google Maps for a street view.

The following services are required to satisfy the need.

Sensor Platform - Shot Spotter designs and deploys a sensor array of typically 15-20 sensors per square mile in order to support a coverage area. The ownership and maintenance of the sensors is the sole responsibility of Shot Spotter.

Incident Review Center – ShotSpotter technology has a team of expert reviewers, located at its operations center in California, assigned 24 hours a day, 7 days a week, and 365 days a year to review and analyze explosive sound triggers for real time confirmation that these events are actual gunfire events prior to dispatch.

ShotSpotter training team are responsible for on-going training which is included in the cost of service.

Gunfire Data and Alerts Delivered via the following formats:

• Shot Spotter® Dispatch™ and Shot Spotter® Respond™ – Receive real time notifications of gunfire incidents. Provides number of shots, a unique ID number, date & time, latitude-longitude of the location, nearest address, direction of travel (moving shooter, multiple rounds), and district & beat identification.

• Investigator Portal – Historical incident data can be viewed, custom reports can be completed, and audio clips can be saved.

Shot Spotter® Respond™ App – Real time gunfire alert data delivered to smart phones and other smart devices on iPhone and Android platforms.

• Notification Engine – allows interface with Computer Aided Dispatch, Video Management Systems, Automated License Plate Readers, Video analytics and other applications.

(as available). Contractor will respond via email to requests for support relating to incident classification within within an agreed upon time frame of the request.

FORENSIC REPORTS -- Contractor, at the specific request of the ISP, will produce and provide a reasonable quantity of detailed incident forensic reports for any Shot Spotter detected incidents, including Reviewed Alerts, if such information is deemed by the ISP to be valuable for investigation follow-up, prosecutorial requirements, or after action review.

EXPERT WITNESS SERVICES -- Contractor offers reasonable expert witness services.

Shot Spotter hosts, secures, monitors, and maintains the Shot Spotter infrastructure. Contracts are based on one-year or multi-year subscription agreement, and the subscription includes unlimited licenses for the proposed Shot Spotter applications.

Requesting Agency/University Illinois State Police

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

Shot Spotter is the only manufacturer and distributor of Shot Spotter Technologies.

The ISP Shot Spotter network integrated with CPD’s Shot Spotter network will provide accurate, immediate notifications to ISP personnel on the presence and location of expressway shootings. Personnel can respond quicker to exact locations, look for the presence of crashes, abandoned vehicles, or injured/deceased person(s) to increase the effectiveness of crime scene processing increasing the solvability of expressway shootings. An ISP Shot Spotter Network will utilize CPD’s network (at no additional cost) to magnify the capabilities of Shot spotter Technology. The integration of the ISP and CPD networks will reduce the amount of time of expressway closures to locate and process expressway crime scenes. The ISP has entered into an Inter-Governmental Agreement to share Shot Spotter sensor data should this procurement be approved.

Shot Spotter technology is proprietary special purpose-built sensors designed to work together and triangulate the location of gun fire.

Due to its proprietary technology, Shot Spotter sensors will not communicate with non-Shot Spotter technology.

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:

Gunshot Detection, Location, and Forensic Analysis Service uses acoustic sensing technology, protected by 34 unique and current patents, to identify, discriminate, record and locate gunshots, then send to clients within seconds of the shots being fired

5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

5a. If yes, name the alternative vendors whose supplies or services were evaluated:

Flock Safety Systems

5b. If yes, what were the alternatives for each vendor and why were they unacceptable? Be specific with regard to features, characteristics, requirements, capabilities and compatibility:

Flock Safety Systems Raven was reviewed for use. The Flock Raven is unacceptable as it is requires the use of Flock Safety systems ALPR systems. The Raven feature uses the communication technology embedded within the ALPR for power and the transmission of data.

The Raven technology also identifies breaking glass and screeching tires which for an Interstate deployment is not necessary or required.

The ISP currently utilizes Vigilant ALPR technology. In order to purchase the FLOCK Raven ISP would need to procure FLOCK ALPRs. At the time the ISP executed a contract for the purchase of ALPRs Vigilant was identified as the required ALPR product with the cloud based storage solution. Vigilant and FLOCK are competitors within the ALPR and shot detection market place and are not designed to work interchangeably. Choosing to purchase FLOCK RAVEN would cost the State additional funds as there is a requirement to purchase FLOCK ALPRs, FLOCK ALPRs are not suitable for deployment on Chicago expressways.

5c. Explain how the market evaluation was conducted?

*This evaluation is to determine available options within a market. If the evaluation is to determine quality or best suited option, this is not the appropriate source selection. Under no circumstances shall the evaluation consist of testing alternative options. These activities must be conducted in a competitive transparent environment (i.e. IFB or RFP).

The market evaluation was conducted via open source INTERNET searches.

6. Are there resellers or distributors?

Yes No N/A

Version 7.01 Page 5 of 7

Requesting Agency/University Illinois State Police

7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

Shot Spotter offers this service for a flat rate of $59,500.00 per linear mile, this price is all inclusive with services and sensors. Shot Spotter is the only provider of their proprietary technology, there are no third party sellers of Shot Spotter. Municipalities are charged per square mile of coverage whereas expressway coverage is charged per linear mile of coverage.

The Chicago Police Department pays the following annually per SQUARE MILE of coverage:

A recurring $65,000.00 Annual Shot Spotter Flex SM Subscription Fee per square mile of coverage.

• A one-time $10,000 Service Initiation Fee for each square mile coverage is expanded.

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?

Yes No

8a. If yes, please provide details regarding future obligations and/or needs:

There would be an annual subscription fee. Until there is new development in technologies used in identifying gun fire detection it is in the best interest of the State to continue to use this product to identify violence.

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?

If a competitive bid is required this the need to communication with CPD's Shot Spotter platform would be made a requirement.

Making the communication with CPD's Network a requirement immediately makes Shot Spotter the sole provider of this technology.

Requiring a competitive bid would delay the implementation of the technology when, in the end, the technology required for project needs is Shot Spotter. The ISP is in the middle of investigate historic levels of violence on the Chicago and Cook County Interstates. In 2021 ISP responded to 24 homicide incidents on the Chicago area expressways along with approximately 265 non-fatal reports of expressway shootings. Not approving this request for sole source would delay the quest for justice for victims of violence tied to the Chicago area expressway violence.

10. Is there any additional information you would like to add to justify this sole source?
