About this file

This is a Sole Source Justification Form submitted by the Illinois Department of Natural Resources (IDNR) for a revenue-generating agricultural farm lease at Dickson Mounds State Museum. The project involves leasing approximately 26.67 acres located in Fulton County, Township 23 North, Range 3 East, Sections 12, 4th P.M. to vendor Joe Haven for agricultural purposes from March 1, 2026 through February 28, 2031. The lease is a five-year term contract with no renewal options. IDNR identified the need on November 17, 2025, with a required supply date of March 1, 2026. The sole source procurement was posted to the Illinois Procurement Bulletin on March 4, 2026, and a public hearing was scheduled but would be canceled if no interested parties submitted written comments or hearing requests by March 13, 2026 at 4:00 p.m.

The estimated contract value is $113,415.77, consisting of $102,747.77 to the vendor and $10,668.00 revenue to the state. Funding is provided through other revenue sources, specifically the revenue generated from the lease itself. The sole source justification is based on Administrative Code Title 17 Chapter 1 Part 150 Section 150.20(b)(2), which permits IDNR to negotiate agricultural management leases for tracts under 50 acres without competitive bidding. The lease supports IDNR's policy of using agricultural leases to promote wildlife populations, recreational opportunities, and conservation agriculture practices. The lessee is responsible for providing all labor, machinery, equipment, seed, fertilizer, and insurance necessary for farming operations. Failure to approve the sole source would result in an annual revenue loss of $2,133.60 to the site. The State Purchasing Officer approved the procurement on March 3, 2026, and the Chief Procurement Officer authorized it on March 18, 2026.
