7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

The federal Department of Health and Human Services, Administration for Community Living is providing one-time addendum to expand the public health workforce within the disability network. Specifically, the funding is allocated to States to use in partnership with their respective Statewide Independent Living Councils (SILC). The funding will be used by the SILC to advance public health efforts on behalf of people with disabilities to prevent, prepare for, and respond to COVID-19.

By way of the State Plan supporting Independent Living Services in Illinois, DRS worked with the disability network of Centers for Independent Living to determine the service area of concentration. The disability network determined non direct federally funded CILs should be targeted for the sub-grant with SILC. There are only two non direct federally funded CILs in Illinois, one of which declined the partnership. Therefore, in accordance with adherence to the federally approved State Plan, the partnership with the Illinois SILC, the sub-granting of funds will be targeted to Northwestern Center for Independent Living (NICL).

Failure to support the SILC, as mandated in both State and Federal law, will result in the relinquishment of the additional federal funds.
