About this file

This is a Proposed Rates Worksheet for the City of Gainesville, Florida's residential curbside food waste collection and processing services RFP (PWDA-260027-SM). The worksheet establishes pricing structures for curbside residential food waste collection and processing services across three service level options: 3 service routes per week (Sheet A3), 4 service routes per week (Sheet A4), and 5 service routes per week (Sheet A5). The city will provide new carts or containers at no cost to residents, with contractors responsible for all maintenance. Disabled backdoor service is included at no additional charge. The RFP encompasses approximately 29,000 single-family homes, with service commencement anticipated for October 1, 2026, and an initial contract term through September 30, 2027, with options for up to four additional one-year renewal terms. A mandatory pre-proposal meeting was scheduled for February 12, 2026, with a proposal submission deadline of March 19, 2026, at 3:00 p.m., and oral presentations scheduled for the week of April 27, 2026.

Contractors must submit pricing proposals across five fuel type options (diesel, CNG, electric, hybrid, and other alternative fuels) and five home volume tiers (0-700 homes, 701-2,500 homes, 2,501-5,000 homes, 5,001-10,000 homes, and 10,001-30,000 homes). Pricing is structured as monthly collection costs per unit based on contracted homes and monthly processing costs per ton, with actual amounts fluctuating based on set-out percentage performance. The city has not predetermined a budget and may award contracts to multiple vendors based on proposal rankings and available funding. The evaluation criteria allocates 100 points for price, with additional points awarded for technical qualifications (100 points), written proposal quality (100 points), vehicle type and fuel efficiency with preference for electric and alternative-fuel vehicles (15 points), and oral presentation performance (100 points). Contractors must demonstrate at least three years of documented experience in comparable food waste collection, provide references from municipal clients, maintain comprehensive safety programs, and comply with living wage requirements of $15.00 per hour with health benefits or $17.25 per hour without benefits, adjusted annually.
