Parking Lot Pavement Replacement SOW T75 TRACON Facility

Weldon Springs, MO

January 21, 2020

The following specifications and advisements constitute the working portion of the contract between the Contractor and the Federal Aviation Administration, an Agency of the Federal Government. The

Contracting Officer (CO) assigned to this contract shall be the only individual with authority to speak for and contractually bind the FAA. All communications, authorizations, approvals, changes, modifications, etc. involving this contract shall be with and through the CO. Any action not approved by the CO shall not bind the FAA.

Facility Location - The facility is located at 22 Research Park Ct, St Charles, MO 63304.

Contracting Officers Representative (COR) - The Contracting Officer (CO) may assign a COR to oversee the work on the project and act as a technical point of contact. A letter dating the COR's responsibilities and authority will be issued when a COR is assigned.

Site Inspection – It is recommended that the Contractor perform a field inspection prior to bid submission in order to inform himself of the specific working conditions applicable at the site and to ascertain the actual types/amounts of work to be performed. If the bidder chooses not to visit the site, he will nevertheless be charged with knowledge of conditions that a reasonable inspection would have disclosed. A site visit date will be set up by the Contracting Officer and the Facility Manager.

Prospective bidders shall contact the C.O. for the date and time.

Work Hours/Coordination – Work must be performed on weekdays between the hours 6:00AM and

5:00PM. The Contractor’s on site representative must meet with the designated FAA COR (in person or via phone) on a daily basis to discuss and review the work proposed for that day, the following work day, and following week. The review must include any special procedures, constraints, impacts to the facility, or schedule requirements involved in completing the work.

Deliveries - The Contractor must be on site to accept all deliveries.

Site Access – The site is located inside a secured site fence and gate. Access will be allowed and provided only during approved work hours per mutual agreement between the Contractor and COR.

Protection of Existing Property - The Contractor must take all precautions necessary to protect the existing facility grounds, vegetation, and security fencing, sprinklers, etc. during performance of the work. Existing utilities must be located and marked previous to any demo/excavation. Any areas damaged by the Contractor, Contractor’s employees, or any subcontractors must be repaired by the

Contractor at no additional cost to the Government. Repairs must be approved by the COR and must match the original. The Contractor must provide all temporary covers, enclosures, etc., required to protect the existing facilities. Prior to beginning work, the Contractor must conduct a walk through and inspection of the site with the designated FAA representative and note the existing conditions and any damage. The inspection must include all areas that will be affected by the performance of this scope of work. Existing damage or defects must be noted and will be the basis for determination of damages caused by the Contractor’s operations. Failure of the Contractor to perform this inspection indicates that all areas are free of damage and defects. The Contractor must restore the site to a condition equal to or better than the condition that existed at the start of work.

Facility Operation/Access – This is a critical National Airspace System facility and must be kept on-line during the performance of the work. The contractor must take all precautionary measures and fully locate and mark all underground utilities running below the parking area previous to any demolition or excavation to prevent disruption of service. Excavation for drainage trenches across existing buried services must be hand dug. The Contractor must also maintain 24 hour access in and out of the 1 facility gate and must stage the work to assure vehicular traffic access into and out of the facility for site employees.

Work Phasing - The facility must remain accessible and operational throughout the performance of work required by this scope. The Contractor must plan, schedule, sequence, and execute the work in a manner that will minimize disruptions to facility operations. In the event of an emergency or critical operational need, FAA maintenance and emergency response activities must take precedence over the

Contractor’s activities. The contractor must phase the work so that either parking area 2 or parking area

4 and access to them from the front gate is always available to employees.

Contractor Qualifications - Contractor’s bidding on this project shall be specialized and regularly engaged in the construction and replacement of concrete pavements, subgrade, and associated drainage systems.

Subcontracting Requirements - If bidders plan on acting as a prime contractor and subcontracting out some portion of the work, they must perform at least 15% of the actual work (not supervision) themselves to avoid unnecessary markup of costs.

Portable Toilet Facilities - The Contractor must provide and maintain adequate temporary sanitary toilet facilities for those persons employed on the project. The accommodations must be a sanitary, chemical type, portable toilet facility that is cleaned and serviced weekly as a minimum. Toilet facilities must be maintained in a sanitary condition at all times.

Power/Water - The Contractor is allowed to use power and water at the facility at locations designated by the FAA. The Contractor must provide suitable extension cords and/or hoses as necessary to utilize the power and water from the designated points of connection.

Refuse/Debris - All construction debris must be promptly removed from the facility and site and must be stored in covered dumpsters or trucks at all times when on site and while being removed from the site for disposal. Trash and debris resulting from this project must not block or prevent employee access to the facility or be allowed to be carried by wind outside of the construction area. Loose debris resulting from this project must be continually picked up on a daily basis.

Drawings - The following drawings are provided in electronic format for reference or informational purposes to provide the Contractor with additional details and information about the site and the existing concrete pavement, concrete curbs, inlets, sidewalks, etc. to be removed, modified, and/or replaced. Portions of the drawings may not have been as-built to reflect existing conditions. The

Contractor must verify the accuracy of the information on these drawings pertaining to the scope of work during the pre-bid site visit. The drawings also provide information about the site layout and conditions under which work must be performed.
