About this file

This is an Addendum to a Bid Solicitation (Solicitation No. 2026-0002) issued by Rockdale County Public Schools (RCPS) for Paraprofessional Staffing Services. The district is seeking a single vendor to provide paraprofessional staffing services, including both full-time positions and substitute coverage on a school-year basis (approximately 185-190 days annually, 8 hours per day). The solicitation is for a new contract, with an anticipated award date in the third or fourth week of October 2025 and a contract start date in July or August 2026. The district currently employs approximately 320 paraprofessionals and anticipates transitioning approximately 50 percent of these positions to vendor employment, with the remaining staff having the option to either transition or remain on the district's payroll due to retirement plan considerations. Paraprofessionals will report to school-based administration and may support general education, bilingual classrooms, special education, and clinical duties such as gastrostomy tube feedings and tracheostomy care after appropriate training. The contract term is listed as 2026-2027, with the specific renewal terms to be determined.

Pricing should be proposed on an annual basis, with vendors permitted to offer differentiated rates based on candidate experience and to propose specialty rates if applicable. The district has not established a specific budget, as the contract cost will depend on how many positions are successfully transitioned or filled; current positions are funded through regular employee budgets, and funds freed from employees transitioning to vendor employment will support the contract. Background checks and fingerprinting will be conducted through the GCIC/Identigo platform, with processing completed within one week. The district uses Red Rover for absence management and placement and requires that vendors provide a competitive benefits package comparable to direct hires, though benefits costs should not be passed to the district. There are no incumbent vendors, as this is a new contract. Vendors must hold or be eligible for a Georgia Paraprofessional certificate and may be from any state, though local vendors with active presence in the metro Atlanta area receive 5 additional scoring points. Submissions must be made through the EUNA BONFIRE procurement portal, and vendor registration with RCPS is not required prior to submission but will be completed following award.

R136. The pay scale information is correct. The average para salary is not readily available.

Q137. On page 4 of the bid document, item 2.2 says “Rockdale County Public Schools is searching for a vendor partnership to fill vacant paraprofessional positions and additional positions to include substitutes, as needed.” By substitutes, does this refer to a substitute paraprofessional when the vendor provided full-time is absent, or is this substitutes on a larger scale to include teachers and other positions?
