Q&A for Combined Synopsis/Solicitation PANSAD-19-P-0000 001437

1. Can the Government clarify the language in the RFP specific to the 100% small business set-aside? Specifically, is there a requirement for a percentage of the work described in the PWS to be performed by a small business classified by the NAICS code 541620 and size standard of $15 million, or is it just a requirement for a small business to be the prime contractor?

Government Response: The Prime shall be a small business. At least 50% of the work must be a performed by a small business. The mixture between Prime and subcontractor work is irrelevant, so long as 50% of the work is performed by a small business.

2. Is a specific document format/template required for the proposal submittal, including the price section?

Government Response: No specific document format is required for the narrative. The pricing needs to be separated by the requested sub CLINs for the three (3) project areas. Further price breakdown by task will be helpful for review and evaluation.

3. Are appendices permitted in the proposal response to include additional project experience to be used as our team’s technical experience projects, and to include resumes of the key personnel?

Government Response: Yes, appendices are permitted.

4. Are fluorescent thermoplastic tracers (formed from a plastic block and ground to a specified size distribution) authorized for use at the three (3) proposed study sites?

Government Response: Fluorescent dyes in a thermoplastic polymer base are acceptable. Coated natural sediment grains will not be accepted as they typically do not retain their color long enough to sustain the study period. All tracer particles must be environmentally inert and compatible with native sediment.

5. Is there any specific regulatory information on the use of tracers at each of the sites we should be aware of?

Government Response: No. There are no regulatory guidelines.

6. Are data (grain size spectrum, density) currently available on the sediment sources to be tracked from the three respective study sites?

Government Response: Some information may be available from the project area FDEP permit’s use this site to obtain relevant info:

https://floridadep.gov/water/beaches-inlets-ports/content/bipp-permits-jcps-and-erps-county

Additionally the Corps has sediment core logs adjacent and within federal inlets that can be shared with the contractor upon award.

7. Is there any indication the Client wishes to assess differential size transport of sediments at any of the sites, thereby necessitating the use of multiple tracer colors?

Government Response: Yes, it is anticipated that various sized tracers will be released at each of the study sites as needed based on the ambient sediment characteristics. Multiple colors should be anticipated at each site for release.

8. Is there any information (even a nominal indication) as to the number of discrete locations where tracing studies are envisaged to be conducted at each of the study sites? If no, then will the Client accept a unit cost for a tracer study?

Government Response: The number of discrete locations proposed should be commensurate with the offeror’s recommended technical approach plan. A unit cost will not be accepted. The full project and all tracer studies recommended to answer the PWS objectives must be provided in offeror’s proposal.

9. Is there any information available for M-D County on the nature (particle composition

[thermoplastic vs coated mineral]; size, density) of previously released sediment tracers? In addition information on the release dates, quantities involved and data/reports on ancillary measurements e.g. bathymetry/metocean measurements collected during or since would be useful, if available.

Government Response: Yes, information is provided within the attached Miami Harbor Factsheet.

10. Does the Client have any pre-determined notion of the timescales for any of the tracer studies (e.g., do they anticipate collecting information on sediment dispersal over, for example, multiple years?)

Government Response: The project has provided a Period of performance of 24 months. All associated data collection must be completed within this specified timeframe under this proposal. The government may elect at some future time to conduct additional sampling beyond the scope of this study.

11. If a bid is submitted as the Prime, are there restrictions in submitting a bid as a sub-contractor to another Prime?

Government Response: No, there are no restrictions.
