1. BACKGROUND
The US Army recognizes the need for accelerated modernization of weapon systems through Advanced Manufacturing (AdvM) technologies that directly address issues and challenges in the supply chain to underpin readiness of Army materiel. In Accordance With (IAW) Army Regulation (AR) 750-1 (Army Materiel Maintenance Policy) and companion Department of the Army Pamphlet (DA PAM) 750-1 (Army Materiel Maintenance Procedures), Commanders, U.S. Army Organic Industrial Base (OIB) activities will develop additive and advanced capabilities consistent with Army Materiel Command (AMC) guidance to produce Original Equipment Manufacturer (OEM) quality parts for use to meet obsolescence and other readiness requirements as required.
This Call for Solution aims to establish an Expeditionary Additive Manufacturing (EAM) capability at Fort Campbell, Fort Hood, and Fort Bragg.
2. PROBLEM STATEMENT
The U.S. Army Aviation and Missile Command (AMCOM) faces critical aviation readiness degradation at Fort Campbell, Fort Hood, and Fort Bragg due to extended supply chain lead times for low-demand, non-flight-safety-essential components.
Currently, forward-deployed liaison engineers lack the capability to manufacture immediate, structurally adequate replacement parts, fixtures, and specialized maintenance tooling on-site. This leads to prolonged aircraft-on-ground (AOG) status for simple component failures.
To resolve this, the Army requires an expeditionary, point-of-need manufacturing capability that can immediately translate digital technical data packages (TDPs) into structural, environmental-grade components within tactical maintenance environments.
3. REQUIRED SOLUTION ATTRIBUTES
The U.S. Army AMCOM is seeking three (3) Expeditionary Additive Manufacturing (EAM) Systems for immediate integration at Fort Campbell, Fort Hood, and Fort Bragg.
Any solutions offered shall be inclusive of the following: shipping costs, ancillary equipment, operating software, warranties, consumable package, sustainment to include preventative maintenance and repair, and on-demand technical support.
3.1 Required Attributes:
• Build Volume (XYZ): Shall be minimum 250 × 220 × 254 mm.
• Layer Resolution: Shall be minimum 0.05 mm for detail prints and up to 0.30 mm for high-speed prints.
• Connectivity: Shall support USB, SD card, and optional network printing add-on for easier workflow and monitoring.
• Operating Environment: Shall operate in environmental conditions that range from 15–38 °C and from 30–70% Relative Humidity (RH).
• Operating System: Windows 7, 8, 8.1 and 10 (64 bit only) with a minimum of 4GB RAM (8 GB or more recommended)
• Material Compatibility: Shall print with, at a minimum: Polylactic Acid (PLA), Acrylonitrile Butadiene Styrene (ABS), Acrylonitrile Styrene Acrylate (ASA), and Thermoplastic Polyurethane (TPU) filament material.
• 4-years consumables
• 4-years software maintenance
• 4-years warranty and maintenance package
• 4-years technical support
4. AWARDING INSTRUMENT
The Government anticipates awarding a FAR-based, Firm-Fixed-Price (FFP) contract as a result of this Call for Solutions. This Call for Solutions will utilize Commercial Solutions Opening (CSO) procedures.
