About this file
This is a Memorandum for Record (MFR) documenting a sole-source acquisition for preventive maintenance and calibration of a Coordinate Measuring Machine (CMM) for the U.S. Army Test, Measurement and Diagnostic Equipment Activity (USATA). The document details a simplified acquisition procedure for a new purchase from Hexagon Metrology, the original equipment manufacturer, for a Leitz Infinity CMM (Serial Number: PMC430GA) valued under $250,000 using FY 2025 and OMA Funds.
The acquisition is justified under 10 United States Code 3204(a)(1) due to the specialized nature of the equipment, which requires proprietary knowledge and access to hardware and control software limited to Hexagon Manufacturing Intelligence. The CMM is mission-critical for calibrating dimensional secondary reference standards, supporting Army Maintenance and Rebuild Depot missions. The machine must be calibrated to a specific accuracy (± 0.3μm/L) to meet ISO 17025 accreditation requirements, with calibration processes requiring specialized expertise only available from the original manufacturer.

MEMORANDUM FOR RECORD: Army Contracting Command-Redstone Arsenal (ACC-RSA), Redstone Services & IT Solution Branch Space, CCAM-CAD-B, Attention:
, Contracting Officer
SUBJECT: Simplified Acquisition Procedure for Actions under $250K
1. Description of Action: New Purchase. Commercial item. NAICS Code 811210 Total Est Dollar Value: FY 2025 and OMA Funds.
2. Description of Supplies: The U.S. Army Test, Measurement and Diagnostic Equipment Activity (USATA) has a requirement to acquire preventive maintenance and calibration of one (1) Leitz Infinity Coordinate Measuring Machine (CMM) (S/N:
PMC430GA) from Hexagon Metrology as the original equipment manufacturer.
3. Authority Cited: In accordance with 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2): When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
4.Reason for Authority Cited: This system is mission critical in order to provide calibration support of dimensional secondary reference standards throughout USATA:
Army readiness and availability of TMDE items calibrated with the CMM supports Army Maintenance and Rebuild Depot missions to calibrate engine and hydraulic tests stands at . The
mm) in order to meet the requirements for the APSL’s ISO 17025 Scope of Accreditation for CMM measurements; the calibration itself must also be accredited to ISO 17025. Even more critical is the application of ISO 10630 in completing the calibration of the CMM. ISO 10630 defines the processes and procedures to carry out acceptance and reverification tests to quantify measurement uncertainties in each axis as well as the uncertainty for the volumetric space defined by axes of X, Y, and Z. This requires specialized knowledge of the hardware, setup, operation of the machine, and access to and the ability to modify control software and measurement parameters, all of which are proprietary to the OEM, Hexagon Manufacturing Intelligence. In order to provide the needed recertification and maintenance, the contractor must have access to, and knowledge of existing hardware and control software. Both knowledge and access are limited to Hexagon Manufacturing Intelligence.
