About this file
The document appears to be a set of questions and answers related to the testing requirements for an Automated Test Stand, as described in the attached federal contract opportunity. The key details are:
The Automated Test Stand is primarily used for testing aircraft scales, with all the tested parts manufactured or supplied by Intercomp Company. A hydraulic cylinder is required for applying force during the calibration table testing. The solicitation is for the Procurement of Automated Test Stand, issued by the Department of the Army Materiel Command Contracting Command at Redstone Arsenal, with Solicitation Number PANRSA-24-P-0000-004084. The solicitation includes a Purchase Description and a redacted Justification and Approval document.

Text version
• What is being tested?
- Primarily aircraft scales.
• Are there part variants that need similar testing?
- All the parts are manufactured or supplied by Intercomp Company.
• Do you prefer hydraulic or electric cylinders for applying force?
- The calibration table needs to have a hydraulic cylinder for applying force.
• Load cells with <1% accuracy at 100,000 in-lbs require custom calibration, which adds significant cost.
- The load cell is a calibration standard, as such the accuracy needs to be +/- 0.025% of reading.
• I assume we are making fixturing for holding the part(s)
- Most of the scale that are calibrated on this table are drive over or roll over scales. There will be minimal fixtures required.
• Is force applied in compression only, or compression and tension?
- Most of the time the calibration table will operate in compression but tension testing is possible.
• Is force the only measured and reported test result? No displacement or anything else?
- Included software should include a distance travelled. But it’s not necessarily required on the report.
• “Fully Automatic, Hands-Free Operation” implies a linear actuator of some type to decouple and move away from the UUT?
- Yes, something along these lines
• Are there any other motions or controls required?
- Motion in the vertical axis with a computer controller to run the software.
• Are there safety curtain or other operator safety requirements?
- No. This is why a well-trained, experienced and knowledge competent technician is the operator.
• Do you prefer bench top or rolling cart design?
- The calibration table does not move once installed. The computer controller
• Roughly how much onsite run-off and training will be required?
- Delivery needs to include installation and setup. Training will also need to be included at each installation site if possible.
• What types of documentation are required?
- Load cell and indicator are traceable to NIST. The load cell needs to comply with
ASTM E74 Transfer Standard Tension and Compression Calibration.
