About this file
This document contains questions and answers regarding Solicitation Number PANRSA23P0000016158 for a Joint Reduced Range Rocket opportunity. The Department of the Army Materiel Command Contracting Command at Redstone Arsenal is seeking either a free flight or guided rocket capable of impacting between 7.5-15 kilometers from the launcher. The accuracy should be between 25-30 meters of the targeted point. Offerors can propose an initial inert warhead with the ability to integrate a flash/bang/smoke warhead as a future increment. The munition should be cleared to fire over personnel and structures within launcher exclusion areas. Offerors should address reloading requirements and identify whether reloading would take place in the field or through production. Further range safety information can be found in DA PAM 385-63 regarding field artillery range safety policies.

Notice ID: PANRSA23P0000016158 12 December 2023 Request for Information: Joint Reduced Range Rocket
Questions and Answers Revision 01
Revision 01 changes are highlighted in blue.
1. Paragraph II 6. Please clarify if the request is for a Free Flight Rocket or a Guided Rocket (The dispersion of a FF rocket C.E.P fired to 15km is more than 150m)? The Request for Information does not presuppose a recommended solution. Offerors can provide either Free flight, trajectory correct, or both. Paragraph II.4 identifies the desired range impact minimum (7.5 to 8km) and maximum (15 km) If the requirement is for a Guided Rocket, is the required accuracy 30m max.? Paragraph II.6 identifies that accuracy should be between “no less than 25-30m of targeted point” and no more than “2km fire support safety distance from impact”
2. Paragraph II 10. Who is responsible for the integration of the munition with the AFADTS? This RFI does not require the offeror to integrate with the Army Field Artillery Tactical Data System (AFATDS). Paragraph II.5 identifies the requirement to “be capable of integrating with the current Ml142/M270 SW suite”
3. Paragraph II 11. Is the requested warhead at the first stage inert? Paragraph II.11 identifies “The ability to see a flash/bang/smoke as an initial or follow on increment/update is desirable”. This can be in the initial increment or identified as a follow on capability.
4. Paragraph II 12. Is there a requirement to enable firing above populated area? Paragraph II.12 identifies that the munition “Should be cleared to fire over all personnel and man-made structures within all launcher exclusion areas.” Offerors should address challenges/capability to firing above populated areas as part of their assessment of system performance (Paragraph III.2) in their Technical Information Paper.
5. Paragraph II 13. At what level is the reloading expected; field or production? Offerors should identify as part of their Technical Information Paper, the Human Factors (Paragraph III.8) for either field or production reload requirements.
6. Worst case range safety fan shall remain within the currently fielded Reduced-Range Practice Rocket (RRPR) range safety fan. Do you have a specification or document that include the RPPRs Rage Safety Fan. Range Safety Fan information can be obtained utilizing DA PAM 385-63 Range Safety. Specifically, Chapter 10 Field Artillery.
