About this file
This is a Sole Source Notice from the Uniformed Services University of the Health Sciences (USU) announcing its intent to award a firm-fixed-price sole-source contract to Panopto, Inc. for a Panopto Platform Software package. The contract will include a base year plus up to four option years and will cover lecture recording, screencasting, video streaming, and video content management software. The intended recipient is Panopto, Inc., located at 600 River Avenue, Suite 100, Pittsburgh, Pennsylvania 15212-5994.
USU justifies the sole-source award based on its membership in the Maryland Educational Enterprise Consortium (MEEC), which has negotiated procurement agreements with five authorized lecture capture software resellers exclusively for member institutions. Panopto is identified as the only reseller offering a Fed-RAMP on-premise lecture capture solution meeting Department of Defense compliance requirements. Additionally, USU is already utilizing Panopto software and hardware; switching to an alternative platform would require data conversion, specialized hardware deployment, extensive user training, and would cause significant disruption to lecture capture services and student test preparation. The procurement will follow FAR Part 13.106-1(b)(1)(i) procedures. The notice explicitly states this is not a request for quotes but invites all responsible sources to submit capability statements, proposals, or quotations demonstrating clear and convincing evidence that competition would be advantageous, cost-effective, and time-efficient. The Government will not reimburse response costs. Specific response dates and contact information are referenced in a separate Notice of Intent to Sole Source document.

We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda.
The mission of the USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services.
Intent to Sole-Source: USU intends to award a sole-source, firm-fixed-price contract with a base year and up to four option years to Panopto, Inc. for a Panopto Platform Software package for lecture recording, screencasting, video streaming, and video content management software.
Intended Recipient: Panopto, Inc. 600 River AVE STE 100, Pittsburgh, Pennsylvania 15212-5994
Sole Source Justification: As an educational institution located in the state of Maryland, USU maintains a membership with the Maryland Educational Enterprise Consortium (MEEC). MEEC offers centrally coordinated and negotiated procurement opportunities for member organizations to gain economic advantage and value in the acquisition of products and services that are beneficial to the educational enterprise. MEEC has an agreement with five authorized resellers for lecture capture software (LCS) packages exclusively offered to MEEC members. Per the MEEC website, MEEC members have the option to select the LCS system provider that best fits their institutions’ needs. Panopto, Inc. is one of five authorized resellers of the lecture capture software products specifically bundled for educational institutions belonging to the MEEC organization and is the only reseller offering a Fed-RAMP on-premise LCS solution that meets DoD compliance requirements. Additionally, USU is already using Panopto software and hardware. Switching to a different platform would require data conversion and the configuration and deployment of specialized hardware components, resulting in a tremendous learning curve for the user community and a significant disruption to daily lecture capture services and student test preparation. The Panopto Platform Software package will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).
This is NOT a request for Quotes.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can supply the Government’s needs as stated above. Information received will be considered for the purposes of determining whether to conduct a competitive procurement.
The Government will not be responsible for any costs incurred by responding to this notice.
