About this file
This is a Questions and Answers document for federal contract PANNGB-26-P-0000-038241 regarding Air Compressor Maintenance Services, dated 26 August 2026. The document addresses 11 contractor inquiries regarding contract scope, pricing, and operational requirements.
The contract requires bi-annual preventative maintenance performed in accordance with manufacturer specifications using OEM or OEM-equivalent parts, along with quarterly air samples to verify OSHA Grade D breathable air standards. All routine replacement consumables—including compressor lubricants, oil/water separator elements, air filters, and desiccant cartridges for FX air dryers and Modern Safety Technologies RP200CA-S1 purifier—must be included in firm-fixed-price CLINs (0001, 0003, 0005, 0007, 0009) with no separate reimbursement. The contractor bears full responsibility for third-party laboratory analysis fees and sample shipping costs associated with the quarterly air sample CLINs (0002, 0004, 0006, 0008, 0010). Unscheduled maintenance or emergency repairs outside normal maintenance scope will be addressed separately between the contractor and contracting office. The contractor is fully responsible for all aspects of hazardous waste disposal, including manifesting, hauling, and disposing of used compressor oil and oil-water condensate generated during servicing. The prevailing labor classification is Machinery Maintenance Mechanic (23530) under Wage Determination 2015-4189. This is a new requirement with no incumbent. Equipment covered includes a GA55 compressor (current runtime 1057 hours), a GA30 compressor (estimated runtime 130 hours), an Atlas Copco FX11 Air Dryer (serial number ITJ263415), and air storage tanks. No site visit will be conducted, and post-award submittals are not required; invoices will be reviewed and approved by the end user based on compliance with the Performance Work Statement.

PANNGB-26-P-0000-038241, Air Compressor Maintenance Services
Responses to Questions 26Aug2026
1. Scope of PM Consumables and Parts: The Performance Work Statement (PWS) states that bi-annual preventative maintenance must be performed in strict accordance with the manufacturer's manuals, utilizing only OEM or OEM-equivalent parts. Could the Government please clarify if the cost of all routine replacement consumables—specifically compressor lubricants, oil/water separator elements, air filters, and desiccant cartridges for both the FX air dryers and the Modern Safety Technologies RP200CA-S1 purifier—must be fully bundled within the firm-fixed-price PM CLINs (CLINs 0001, 0003, 0005, 0007, 0009), or if parts and materials are reimbursed separately?
RESPONSE: Consumables will not be reimbursed separately- make sure when quoting any consumables required for routine maintenance is included in the price.
2. Third-Party Laboratory and Shipping Fees: CLINs 0002, 0004, 0006, 0008, and 0010 require pricing for "Quarterly Air Samples" to verify OSHA Grade D breathable air standards.
Can the Government confirm whether the contractor is responsible for all associated laboratory analysis fees and sample shipping costs, or does the Government utilize an existing testing contract where the contractor merely collects and hands over the samples?
RESPONSE: Contractor will be responsible for sending out the samples for testing and associated fees. Please include those fees when submitting your quote.
3. Emergency and Unscheduled Maintenance: The current pricing schedule only includes CLINs for scheduled Bi-Annual PM and Quarterly Air Samples. In the event of an unscheduled system failure or emergency repair request between PM intervals, how will these services be authorized and compensated? Will the Government establish a dedicated labor-hour or parts/materials CLIN for over-and-above repairs?
RESPONSE: If during the maintenance inspection an issue is found outside the scope of normal maintenance, that will be addressed separately between the contractor and the contracting oƯice. Same goes for an emergency service.
4. Disposal of Hazardous Materials: Will the contractor have access to an on-site government disposal facility for used compressor oil and oil-water condensate generated during servicing, or is the contractor fully responsible for manifesting, hauling, and disposing of all hazardous waste oƯ-base at its own expense?
RESPONSE: The contractor will be responsible for all aspects of waste generated during maintenance.
5. SCLS Wage Classifications: To ensure an equitable "apples-to-apples" price evaluation among all oƯerors under the Service Contract Labor Standards (FAR 52.222-41), could the Government confirm if it expects "Machinery Maintenance Mechanic (23530)" to be the prevailing labor classification for the on-site technicians under Wage Determination 2015-4189?
RESPONSE: The labor category that best meets the requirements specified in Section
3.0 of the PWS is Machinery Maintenance Mechanic (23530). This category is specifically designed for maintaining and repairing standard commercial/industrial shop machinery in an eƯicient operating condition.
6. Who is the incumbent? If there is an incumbent, could you please provide us with the Purchase Order number and the total value?
RESPONSE: This is a new requirement.
7. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?
RESPONSE: No, the end user will review and approve the submitted invoice for payment based on the job being completed in accordance with the PWS.
8. The PWS provides the equipment model and serial numbers; however, it does not include the accumulated run hours. Could you please provide the current run hours for the applicable equipment, if available?
RESPONSE: The current runtime of the GA55 is 1057 and the current runtime of the GA30 is estimated at 130.
9. It appears there may be additional inline filters and possibly an oil-water separator that were not included. To ensure our proposal accurately includes all equipment associated with the compressed air system, could you please provide the equipment information, photos, or previous service records listing the currently installed filters? – RESPONSE: There are no additional filters or oil water separators in the mechanical room. The compressors and their respective dryers are the only components besides the air storage tanks (no serial number or records associated with them). There are air hose reels that were installed to the actual air line plumbing, however that is at the delivery point for the air, which should not be applicable.
10. We would be happy to schedule a site visit to review the equipment and gather any necessary information. Please let us know if this would be possible.
RESPONSE: A site visit will not be conducted. This is a requirement for routine maintenance twice a year, and samples quarterly.
11. Could you please confirm the complete and correct serial number for the Atlas Copco FX11 Air Dryer? If available, a photograph of the machine’s identification/data plate would also help ensure that the correct parts and maintenance requirements are included in our quotation. –
RESPONSE: ITJ263415. The PWS has been updated to reflect the correct serial number.
